Overview

1. Purpose: To address elements and functions of relocation assistance provided by each installation activity; training requirements for all relocation service providers; and an evaluation plan to ensure assistance is accessible, effective and responsive to the needs of the Army Family.

2. Scope: This plan is applicable to all units and staff agencies at Yuma Proving Ground.

3. Objectives: To provide quality relocation assistance and services to incoming and outgoing Service Members, DoD Civilians, and their Family Members.

5. Responsibilities: Relocation Assistance is a quality of life issue for our community, and as such ensuring that all members of the Yuma Proving Ground community transition smoothly and in a caring and supportive manner is the responsibility of all the members of the Relocation Assistance Coordinating Committee.

Relocation Assistance Coordinating Committee

Relocation Assistance Coordinating Committee (RACC). A RACC via the YPG Community Council Meeting has been established to coordinate and facilitate organization cooperation in providing comprehensive support and services for relocating personnel and their Families. The Army Community Service Relocation Readiness Manager will attend the YPG Community Council Meetings bi-annually, at a minimum. Members of the YPG Community Council Meeting/RACC are responsible for the development and implementation of the Yuma Proving Ground Relocation Assistance Plan (RAP). The Relocation Assistance Plan will be reviewed and revised annually in the fourth quarter of the fiscal year.

Pre-arrival Support

Pre-arrival Support. It is the goal of the Relocation Assistance Coordinating Committee to ensure that Service Members, DoD Civilians, and their Family Members are provided the information needed to make informed decisions prior to relocating. To that end, the following services are provided:

Military OneSource/MilitaryInstallations/Plan My Move. MilitaryInstallations contains information about YPG and the surrounding community. MilitaryInstallations is accessible through the Internet at militaryonesource.mil/, and at Army Community Service Centers/Support Centers on military installations worldwide. The ACS Relocation Readiness Manager and proponents are responsible for ensuring the information contained in MilitaryInstallations is accurate.

Yuma Proving Ground Home Page. You can reach the Yuma Proving Ground homepage on the Internet at . This web site includes information about the installation, to include information on the major units and organizations, as well as links to other resources for relocating.

Sponsorship. The ACS Relocation Readiness Program provides sponsorship training to unit sponsorship trainers or designated sponsors upon unit request. Training is provided for Youth Sponsors at the Youth Service Center. The Web address for a Sponsor to send before a Transferee’s arrival is: .

Sponsorship for relocating civilians is the responsibility of the gaining supervisor. Relocation Readiness Manager will provide training to supervisors/designated sponsor on an as needed basis or upon request.

Arrival Support

Newly assigned enlisted Service Members should report to the unit to which they are assigned to and begin in-processing and to be given a sponsor if not previously assigned. Yuma Proving Ground offers a Newcomer’s Orientation during the Installation & Garrison Commander’s quarterly briefing. ACS will provide a general Newcomer’s Orientation at the time of In-processing, Monday-Thursday, 0700-1630 hours, to provide the newcomer with essential information until the next quarterly orientation. Services will include the Installation Commander’s Briefing, ACS Briefing, Various Organization Briefing, to include Reentry issues, and community information.

New DoD Civilian employees should report to the Civilian Personnel Advisory Center (CPAC) located in Building 2100. DoD Civilians also attend the quarterly Newcomer’s Orientation.

Sponsor Support. If a sponsor was not provided prior to the Service Member/Families arrival, the gaining unit will provide a reactionary sponsor to assist in the acclimation of the newcomer. ACS provides unit sponsorship training on an as needed basis, and will provide Welcome Packets to units upon request. ACS will act as a sponsor to those Service Members as needed.

Army Community Service (ACS). ACS operates a Lending Closet that is stocked with household items that newly arrived Service Members as well as Civilian Employees may borrow. The Relocation Readiness Manager is also available to aid and assist incoming personnel with settling in services. Smooth transition of our Service Members, Family Members and Civilian Employees is a joint effort of all ACS programs; therefore, referrals will be given to programs not only in ACS but outside agencies as well when warranted.

Exceptional Family Member Support. Service Members who have Family Members enrolled in the Exceptional Member Program (EFMP) should be referred to ACS for information and appropriate referrals.

Pre-Departure Support

Reassignment Briefings. The Military Personnel Division coordinates mandatory reassignment briefings for all Service Members who are relocating through a Permanent Change of Station (PCS). Service Members are scheduled to attend a mandatory reassignment briefing within 30 days after being notified of a new assignment. The briefings are conducted by appointment only at Bldg. 501. The agenda includes an Army Community Service Relocation Readiness Brief, Exceptional Family Member Brief, Transportation, and Military Personnel Division/Finance. The Reassignment Section of the Military Personnel Division is the coordinating agency and can be reached at (928) 328-2578.

Army Community Service (ACS). ACS will conduct Relocation Workshop(s) on “as needed” basis for all Service Members and Family Members preparing for an upcoming PCS move, whether it is OCONUS or CONUS. Topics covered include personal property (transportation); travel pay and allowances, mandatory financial training for initial PCS move issues, as well as the emotional and physical stresses caused by relocation. The workshop(s) may be held at ACS, Bldg. 309.

Overseas Orientations are conducted on as needed basis for Service Members and DA civilians. Orientations to Germany and Korea are offered on as needed basis at ACS, Bldg. 309.

Workshop information and orientations may be held one-on-one due to the numbers relocating at any given time and country destination.

Training Requirements for Relocation Service Providers

A primary objective of the RACC is to develop a comprehensive and effective installation RAP. To that end, training will focus on educating each agency involved in the relocation process about the services their counterparts provide. Education and training will be conducted at each RACC meeting, so that all RACC members have a thorough understanding of the services provided on the installation. Each agency will conduct on-the-job training per their guidelines.

It is a goal of the RACC to interface regularly with service providers to make them aware of client/customer feedback that will enhance training in their service specialty.

Evaluation Plan

The RACC will review the RAP annually at the fourth quarterly meeting to ensure changes in services are duly noted within the Plan.

Relocation questionnaires will be provided to Service Members and DoD Civilians at the quarterly Yuma Proving Ground Installation Commander/Garrison Manager’s Newcomer Orientation. The Relocation Readiness Manager will review all questionnaires and provide information obtained at each RACC meeting. If the information obtained demands immediate attention by a specific organization, the organization will be notified prior to the quarterly meeting.

The questionnaire will be reviewed and revised at the fourth quarterly meeting.

Settling-In Services – Information and referral is provided on every facet of relocation assistance.

Newcomers – Yuma Proving Ground offers a Newcomer’s Orientation during the Installation & Garrison Commander’s quarterly briefing. A one-on-one general brief will be made available during in-processing to offer essential information until the next quarterly briefing is held. When possible, a tour of the installation will be provided. The Yuma Proving Ground Newcomer’s Orientation is open to all Service Members; Family Members, and Civilians assigned to Yuma Proving Ground. Welcome packets are made available.

Reassignment Briefings – ACS presents relocation assistance information during the one-on-one Reassignment Briefings conducted at ACS. ACS will provide a brief overview of programs in place to assist the Service Member/Family Members during their transition, MilitaryInstallation packets, sponsorship information, and pamphlets addressing relocation and moving with children. During the reassignments briefings, Family sponsorship will be addressed for those who are going on an unaccompanied tour. Service Members will be provided an opportunity to request sponsorship at that time (enrollment is voluntary). One-on-one assistance is available.

The Relocation Assistance Program - Offers a variety of workshops, orientations, and trainings on various subjects and topics related to relocation (i.e. Relocation Workshops, Kids on the Move, Reentry Workshops, International Spouse Support Groups, Sponsorship Training, etc.). Information may be provided one-on-one.

Services Provided:

In Processing – Service Members assigned to the installation must first report to their unit of assignment. The unit will coordinate for any required security processing. The Service Member must then attend an in-processing briefing. Briefings for Support Detachment are held Monday through Thursday by appointment only at Bldg. 501. Service Members must in-process through:

Separations – Service Members separating (ETS, Retirement) from the Army/Military must attend a separation briefing. These briefings are held by appointment only, Building 309. Attendance at this briefing initiates the separation process. Service Members will be referred to Directorate of Human Resources, Bldg. 501, for mandatory workshop, resume assistance, etc.

Reassignment Processing – Service Members being reassigned to other installations must attend a mandatory reassignment briefing conducted by the Reassignment Section. These briefings are conducted at Bldg. 501. Each Service Member is scheduled for this briefing by the Reassignment Section. Appointment dates for these briefings will be disseminated to the Service Member’s chain of command at the same time that the assignment instructions are distributed. Service Member will be referred for briefing for representatives from all the agencies involved in the relocation process (ACS, Transportation, and EFMP Personnel).

Organization: Military Personnel Services Division – In/Out Processing, Cont.

Out-Processing - All Service Members, whether separating from the service or being reassigned, must out-process. Service Members are given ten working days to clear the post. Thirty days prior to the Service Members clearing date; the Military Personnel Services Division enters the Service Member into the DA Installation System Management (DAISM) program. This enables agencies to check their records, determine if they need to see a particular Service Member, and "pre-clear" the Service Member if they do not need to see the Service Member personally. Ten days prior to departure from the installation, the Service Member comes to Building 501, to pick up clearing papers. The Out-Processing Section will inform Service Members which agencies they must clear in person. Also, all Service Members E-4 and below are required to attend Mandatory Financial Readiness Training for Relocation. A final out-processing appointment is made at that time. When Service Members have completed clearing, they attend their final out-processing appointment to finish the process.

Military Personnel Division will contact DFAS on behalf of the Service Member for any assistance dealing with pay.

Service Members who are retiring or separating from active duty can obtain assistance by appointment only. Hours for customer service are from 0700-1100 and 1300-1600, Monday-Thursday.

Service Members who need to update their basic allowance for housing (BAH) should make an appointment by the unit.

For permanent party personnel, in and out processing is done in Building 501. Please call for an appointment.

Appointments are necessary to in-process or out-process military pay. During in-processing, travel vouchers are completed and scanned directly to DFAS-IN for processing. A levy briefing is also conducted on as needed basis.

For those Service Members needing a pin number for myPay, requests for pin numbers can be made through the unit, or the Service Member can go online to: to request their own pin. The Service Member will receive a pin number through their AKO account within 2 business days. If a request for a myPay pin is needed right away, Service Member can report to the military pay office (Bldg 501) to receive a temporary pin.

Service Members should be advised not to make personal arrangements until official travel arrangements are confirmed. Household Goods In-Bound Shipments – Service Members shipping personal property to Yuma Proving Ground are urged to contact the Transportation Office upon arrival to check the status of their shipment. Services provided: This office provides information for and assists parents on youth education and school issues; provides information on schools in the areas; assists parents with individual issues with a school. Hours of operation are 0630-1700 hours, Monday-Thursday. Closed all Federal Holidays.

Children with Special Needs - Includes children with special needs (asthma, cancer, learning disabilities, developmental delays, vision and hearing problems, diabetes, attention deficit disorder, etc.) in all programs.  To ensure each child is enrolled in the appropriate program or service, the Special Needs Assessment Team (SNAP) meets with the parent and review relevant records prior to placement.  The goal of this "-friendly" team is to share information to ensure the success of the child's placement into any CYS program.  In the event of a new or updated diagnosis after placement, the parent is asked to inform the center Director so that an additional SNRT meeting can be scheduled.

Registration and Enrollment Policies - Children between the ages of 6 weeks through Kindergarten are eligible for center programs. All registrations are good for one year.

Services provided:

The Child Development Center on US Army Yuma Proving Grounds, Yuma Arizona is currently accredited through the National Association for the Education of Young Children (NAEYC) and available for all military (priority), DoD employees, and contractor's children that work on YPG.

Fees are determined by total family income on a sliding scale. Depending on the time of year there may be a wait list and openings will be offered on a first come first serve basis depending on priority status. A completed registration packet is required and is available at Parent Central Services 928-328-3119/3339 or online at under the Parent Central registration tab. Services are available to children from 6 weeks to 5 years old with full time, hourly (if openings available) and a Pre-K part day program Monday-Friday. Hourly fees are $4.00 an hour and due upon pickup. The hours of center operation are from 5:45 am to 5:30 pm M-F with occasional night and weekend care available for special events. The Yuma Proving Grounds Youth Center offers programs for youth in grades first through twelfth.

Our School Age Services program services first through fifth graders before and after school 0545-0745 and 1415-1800 Monday -Friday. On half days the School Age Services program is open before school 0545-0745 and after school 1230-1800. During school breaks camps are offered 0545-1800. Hourly care for school agers is also available 10 hours per week for no more than two consecutive days per week. Reservations are required for hourly care. Registration is free and occurs at Central Registration which is at the Child Development Center Bldg.1102. To register, please call (928)-328-3130 to set up an appointment. To find out about our program and to set up an orientation where you and your child can tour the facility, meet the staff, and make new friends, please call 928-328-2860. The fees for the before and after school SAS program are on a sliding scale based on total household income.

The Middle School Teen program services sixth through twelfth graders after school 1515-1800 Monday-Thursday, 1515-2200 Friday, and 1300-1900 Saturday. During school breaks, camps and special events are offered. Registration and the open recreation program are free. Registration occurs at Central Registration which is at the Child Development Center Bldg.1102. Fees for camps and special events vary depending on the activities the youth have selected. The Youth Sports program services 3 – 5 years old (Smart Start) and 6 - 12 years old (Youth Sports League). We partner with MCAS for the following sports – flag football, soccer, baseball, and basketball. We also offer bowling, swimming, and cheerleading.

If you are new to YPG and would like your youth to make fast friends and learn his/her way around the installation quickly ask for a Youth Sponsor. Youth in both programs, School Age Services and the Middle School Teen Program have been trained on how to assist other youth during their transitional time. Many of our Youth Sponsors have been through numerous PCS’s themselves, so they understand the difficulties of a PCS. Help your youth succeed! Call (928)-328-2860 and ask for a Youth Sponsor. Girl Scout Troop 452 currently meets at Price Elementary School twice a month. It is a combined troop since we are an isolated installation. From the basic troops meeting all the way to the Gold Award and "Extreme Girl Scouting," Girl Scout experiences and activities are designed to help each girl develop her own potential, relate to others, develop values and contribute to society. The Girl Scout Program is for all girls, ages 5-17. It is a single program which is adapted to meet the developmental, educational, emotional and social needs and interests of girls at five program levels (Daisy, Brownie, Junior, Cadette, and Senior Girl Scouts). Yuma Proving Grounds does not, at this time, have a local Boy Scout troop. If your son is interested in becoming a Boy Scout, please contact the Boy Scouts of America Grand Canyon Council at (928) 782-1896. The office, located at 1950 W 3rd St., Yuma, AZ 85364-1812 is open Tuesday and Thursday 4-7pm.

The YPG Chapel offers various child and youth activities throughout the year including Kid’s Club, a weekly program, with projects, trips and fun activities that help young minds learn to live a Christian life. For more information call the Installation Chaplain's Office at (928) 328-3465/2568.

Youth Employment opportunities are available to teens ages 15 and above who reside in the state of Arizona. During the summer, when school is not in session, youth may work up to 8 hours per day but no more than 48 hours per a week. During the school year, youth may work up to 5 hours per day, not to exceed 28 hours per a week. Youth may not work past 9:00 pm. Additional Information of Interest to Youth:

Yuma Schools - Grades K-5 attend Price Elementary School located on Post. Price Elementary is not a DOD School. Grades 6-8 attend Castle Dome Middle School.  Grades 9-12 attend Gila Ridge High School. These schools are located off post. Buses are provided to Castle Dome and Gila Ridge schools. Alternate educational options are:  Home Schooling, Yuma Catholic High School, Harvest Prep School, and several religious affiliated schools.  Parents must provide transportation to any alternate education sites.

Services Provided: The Employment Readiness (ER) is primarily intended to maximize opportunities for initial and continued employment. The counselor will assist in preparation and/or revision of resume and job applications, will offer an assessment of job skills, offer recommendations for training/education to increase skills and assistance with job search. ER was established to assist spouses and members of active duty and retired military personnel as well as DoD civilians.

• Resume Writing is offered one-on-one as needed. The resume workshop offers hands-on instruction on writing a traditional resume and the Army’s Resume Builder (on-line federal application version of your resume). Topics which may be discussed include: resume writing, interview, job search, Army’s Resume Builder.

• Job Assistance is also offered to teens to gain work experience and employment.

TRICARE –

There is no after-hours medical coverage at the U.S. Army Health Clinic. If you are military stationed at YPG or a Tricare Prime enrollee with our clinic and have an emergency situation, which requires an ambulance, please call 911 or the new emergency services number 328-2117/2118. If you do not need an ambulance, you will call MCAS Yuma at 376-2282, enter your phone number, followed by the # sign and the COD will call you as soon as possible. Active duty dependents are not authorized to visit a civilian provider without contacting Branch Medical Clinic MCAS, Yuma first for permission.

Veterinary Treatment Facility

The Yuma Proving Ground Veterinary Treatment Facility (VTF) is located in Building 226. Animals are seen by appointment only. To schedule an appointment please call (928) 328-2064. Pet owners must show proof of DOD service (active duty, retired military, or dependent) to receive care at the Veterinary Treatment Facility.

The veterinary section also operates a clinic at the Marine Corps Air Station Yuma VTF with appointments made through our YPG clinic number. Limited appointments are available due to a large military working dog mission. We recommend that you have a relationship with a civilian veterinarian to maintain continuity of care for your pet(s). A list of civilian veterinarians in Yuma is available at the VTF.

YPG Veterinary Services for Canine and Feline

New puppy/kitten exams, Wellness and Sick-call Examinations, clip nails, express anal glands, vaccines, microchip, Heartworm Test, FAVN (Fluorescent Antibody Viral Neutralization) blood draw for PCS overseas, health certificates, misc. retail items for purchase. Example: Heartgard, Frontline, ear cleaner, pet hygiene products, etc. The following services are performed at YPG Veterinary Clinic only: Blood work, neuter, spaying, dental cleaning, teeth extractions, minor surgeries, x-rays, and euthanasia.

Vaccinations

Recommend all pets are current on Rabies vaccinations, Distemper/Parvo (DA2PP) for dogs and Distemper (FVRCP) for cats prior to arrival to Yuma. Other vaccines may be recommended based on lifestyle of your pet. Example: Bordetella, commonly known as kennel cough, is a respiratory disease from direct or indirect contact with other dogs. Leptospirosis, is a contagious disease spread when wildlife waste runs off in ponds, lakes and rivers.

Feline Leukemia virus is shed in very high quantities in saliva and nasal secretions, but also in urine, feces, and milk from infected cats. Cat-to-cat transfer of virus may occur from a bite wound and during mutual grooming.

Licensing and Registration

Pets residing on YPG must be registered with the YPG VTF within 10 days of arrival. Currently there is not mandatory requirement to microchip your pet; however, this is strongly encouraged because it is the only way to ensure your pet can be identified if lost on post. Roaming pet(s) are picked up by post security and brought to the Yuma County Humane Society. The pet will be scanned for microchip. If the pet cannot be identified, the pet will be put up for adoption 72 hours after arriving to the humane society.

Pet Travel

When traveling with a pet it is important to make sure your pet(s) vaccinations are up to date, have a copy of their records and a month’s supply of any medications they are taking. Air travel with pets requires not only up to date rabies vaccinations, but a health certificate signed by a veterinarian within 10 days of travel (may vary depending on airline – contact the airline or your ticket agent for details). If you are on PCS orders overseas, additional requirements exist for Hawaii and Japan because they are rabies-free. It is very important to allow at least eight months to complete the process. Other restrictions may apply depending on the import regulations for the country you are traveling to. The YPG VTF has packets available with required documents for overseas

Quarantine

Dogs and Cats: Arizona does not have quarantine requirements for dogs and cats that travel. If a dog or cat bites someone proof of a current rabies vaccination is required in order to avoid either euthanizing the biting animal or quarantining that animal for 10 days after the bite incident. At the owner’s expense, the pet will be euthanized and/or held in quarantine at the City of Yuma Humane Society.

Horses: If you plan to bring a horse(s) to YPG or MCAS Yuma you must keep your horse(s) in quarantine for 10 days and show proof of a current Coggins Test and up-to-date vaccinations prior to it being released from quarantine.
