Program: Safety Net ShelterPolicy/Procedure Manual: Section #_____ (This will be the section in your program’s or department’s manual)Date Implemented: March 19, 2020Last Reviewed/Revised:Scheduled Review Date: January 1, 2021Authorization:__________________________________________Date:__________________SUBJECT: Emergency Procedures for COVID-19 and IntakesPURPOSE: Bill Wilson Center Safety Net Shelter is an essential service for homeless, runaways and at risk youth, ages 12-18 yrs in need of emergency shelter and services and will continue to operate during the Governor’s order that Santa Clara County is currently under Shelter in Place with consideration of safety of youth, staff and others that mitigates risk for contagion.POLICY: All new Intakes for Safety Net Shelter will be assessed through a series of questions that help determine risk factors to control potential spread of COVID-19 virus. Staff will follow all precautions directed by CDC.APPLICABLE TO: Safety Net ShelterPRECAUTIONARY MEASURESProvide education for staff, volunteers and clientsPost flyers and signage on COVID-19Educated staff, volunteers and clients on the symptoms of COVID-19 and the importance of social distancingTrain staff, volunteers and clients on handwashing, cough, and other hygiene techiquesProvide hygiene and prevention materialsHave staff and clients handwash before entering building, before and after mealsEncourage the use of and distribute disposable face masks to any person with a cough, sore throat, runny nose or feverChange the mask if it gets saturatedWash hands before and after changing mask to prevent spread of germsMaximize social distancing within shelterBeds/mats are at least 3 feet apartRequest clients in shared rooms to sleep head to toeEnsure bathrooms and other sinks are consistently stoked with soap and drying materials for handwashing. Provide alcohol-based hand sanitizers that contain at least 60% alcohol at key points within the facility, including entrances, exits and eating areasAt check in, provide any client with respiratory symptoms (cough, fever) with a surgical maskV. PROCEDURE: INTAKE SCREENINGReferrals from Parents/Guardiana. Refer all calls/inquiries from parents or guardians to Division Director. In case Division Director is unavailable, refer calls to Program Manager and Chief Program Officer.b. Division Director or her back up, will screen the call and assess for safety risk for youth to remain in home until Transition in Place order has been lifted. If youth’s safety is at risk, Division Director will conduct a risk assessment which includes temperature check and assessment questions that will inform safety risk to bring youth into Safety Net Shelter.c. When youth arrives to Safety Net Shelter, a designated staff will take youth’s temperature while wearing safety gloves. If temperature registers 100 degrees F or above, youth may not be admitted into shelter and have to return home with parent/guardian.Referrals from Juvenile Probation Department (JPD) or Receiving Assessment & Intake Center (RAIC)Division Director, Program Manager or Chief Program Officer will manage all referrals that come from Juvenile Probation Dept or Juvenile Hall or RAIC. Division Director will request medical clearance for all JPD and RAIC referrals once they determine they will accept referral. Referral from Law Enforcement & Self ReferralsAll drops offs from Law Enforcement must be accepted.Youth and Staff will wash their hands for 20 seconds prior to bringing youth upstairsIf manager is not available to do Intake, Residential Counselor will conduct risk assessment and do temperature check of youth while wearing safety gloves.If youth is not a high risk, youth may be integrated into program maintaining 6 ft social distancing.Residential Counselors to support youth to put all clothes in laundry. If youth has a temperature of 100 degees F or more and/or is exhibiting flu like symptoms and/or has been exposed to COVID-19, youth is to be isolated in library immediately.Residential Counselor to immediately inform Division Director, Program Manager or Chief Program Officer.If management or Case Manager is not available, Resident Counselor will notify youth’s guardian and request that they pick up youth immediately.Resident Counselor to disinfect Library after youth leaves.Resident Counselor to complete incident report.INTAKES Upon Intake, launder all clothing brought in by youthWelcome youth with hygiene kit, clean bedding, comforter, pillow, towelsShow youth bedroom they are assigned to and disinfect everything in room using safety bleach/water formula Introduce youth to other residents, explain the 6 ft social distancing rule and review Resident HandbookAssign youth Case ManagerComplete Intake into AwardsSend Chief Program Officer copy of Intake via scan to email If youth exhibits symptoms of cold or flu Isolate youth into library or single bedroomWash all youths clothingDisinfect youth’s bedroomProvide meals to youth in their bedroom and take out trays after meals to wash and disinfectProvide separate bathroom for youth to useReduce cleaning frequency in library with ill client to as needed cleaning to avoid unnecessary contact with ill person. Provide client with hand sanitizer, tissue and plastic bag or lined garbage bag to dispose of tissuesEncourage client to cough into elbow or cover their mouth with tissue or paper towel when they cough or sneezeProvide client with face mask (these are single use and should be changed out frequently)If client’s symptoms worsen, contact VMC at 888 334-1000If you cannot reach VMC, call Santa Clara Public Health Dept at 408 885-3980If client’s symptoms worsen or they are having a medical emergency (e.g. lips look blue, difficulty breathing), contact VMC or 911 and tell them your client may have or are being evaluated for COVID-19.Notify youth’s authorized representativeNotify Division Director or Program ManagerComplete Incident reportShelter and program SanitationHigh touch areas likely to be contaminated are to be cleaned and disinfected twice a day.Wash surfaces with a general household cleaner to remove germs. Rinse with water and follow with an EPA registered disinfectant to kill germsIf counter does not appear dirty, wash with EPA registered product and allow product to sit on counter for 3-5 minutes to kill germsWear disposable gloves when cleaning and disinfectingUse damp cleaning methods.
