DUTY STATEMENT

CLASSIFICATION: OFFICE TECHNICIAN (TYPING)

FUNCTION: INVESTIGATIVE SERVICES UNIT

DEFINITION:

Under the direct supervision of the Security and Investigations Unit Lieutenant, the Office Technician is responsible for tracking the on-going investigations and activities of the entire Security and Investigations Unit staff, including both staff and inmate investigations. Duties include compilation of statistical data derived from on-going monitoring. Due to the sensitivity of the information monitored, confidentially, is of the utmost concern. General office duties such as typing and filing are also required.

DUTIES:

45% Responsible for typing and formatting confidential memorandums, logging and tracking all Internal Affairs and Criminal Investigative Reports from dictated, handwritten and typed drafts on the Harris-Lanier computer/MS Word program and on the standard typewriter. Additionally responsible for typing crime scene, inmate investigative interviews related to the occurrence of serious incidents, and maintaining up-to-date computer data related to the Institutional Gang Investigator (Prison Gang Tracking). Responsible for the formatting and preparation of all memorandums, required reports and forms necessary in the Prison/District Attorney’s Prison Crimes Referral Program, felony case prosecutions.

Establish and maintain office files and records pertaining to Internal Affairs cases, maintaining strict confidentiality. Coordinate materials for meetings and make appropriate travel arrangements. Prepare confidential material for mailing and make appropriate travel arrangements. Prepare confidential materials for mailing, as needed. Filing of DOM sections and revisions as they occur. Answer multi-line telephone; taking, relating and transferring messages to staff. Weekly report of all Internal Affairs investigations to the Warden via the Employee Relations Officer.

25% Responsible for gathering raw data on incidents that occur at the institution and inputting that data into the computer system. The data is calculated and a statistical breakdown (i.e., charts, graphs) of the specific incidents are provided. This information is utilized by the Warden for the purpose of tracking, identifying and correcting problem areas.

Responsible for making contract with outside law enforcement agencies and acting as the liaison for their entrance into the institution for inmate interviews.

Independently prepares letters/memorandums to outside law enforcement agencies for the Lieutenant’s signature.

Handles sensitive and confidential mail and routes mail to staff based on operational functions.

Developed and maintains the filing system for Internal Affairs Investigations, ensuring the Unit is accurately tracking all cases. A cross checking filing system has also been incorporated for the purpose of auditing.

20% Post and track all Inmate Appeals (602’s) incoming to the Security and Investigations Unit.

Maintain bulletin board pertaining to unusual occurrences, staff locator, job announcements, information bulletins and miscellaneous information for employee information.

Responsible for maintaining the calendar for Security and Investigations Unit (training, interviews, vacations, classes, qualification requirements).

Logging Incident Reports and retaining signed copies as well as all supplements. Monthly notification of each Facility and Custody area of the status of Incident Reports. Monitor all closures. Monthly report of all Incident Reports due the fifth of each month to the Chief Deputy Warden, monthly log of Incident Reports to the Associate Warden, Programs and Housing. Verify on a monthly basis the status of all Incident Reports. Notify the Facility secretaries and the Captain’s secretary of the status of the Incident Reports originating in their particular area. Apprising the Program Administrators, Captain and their secretaries of necessary corrections and requesting omitted information or reports as necessary.

Log and report biweekly to the Warden via the Chief Deputy Warden of all criminal cases (incident referrals), their status, and the Substance Abuse Program. Log and track all false alarm reports reported on the Chronological Report and compile monthly report to the Correctional Captain. Log and report twice monthly Inmate Trust Withdrawals that are sent to other than immediate family members. Report is arranged by address of the receiver of funds. Log and track all inmate investigations (ICC reports, contraband, illegal substances, enemy concerns, gang affiliation, etc.) as well as type all resulting reports. Log and report the Monthly Uncontrolled Weapons Report to Warden via the Chief Deputy Warden, maintained in the computer. Maintain and update the Mail Surveillance list and distribute to appropriate staff.

5% Pick up mail and/or packages for Lieutenant’s review and disseminate to appropriate staff. Responsible for incoming/outgoing documents handling, filing and record management.

5% Responsible for all Travel Advance Claim forms/Vehicle Requests for the Security and Investigations Unit. Responsible for scheduling appointments and meetings.

Responsible for all Investigative Services Unit confidential California Law Enforcement Telecommunications Systems (CLETS) operations.

Computer operator for the Inmate Telephone Tracking System. Responsible for making modifications, additions, corrections to the system.

Prepare paperwork for purchase of materials using outside vendor, as well as contacting vendors for price quotes as necessary. Responsible for ordering of office and janitorial supplies and resolving any problems arising concerning acceptability of supplies, deliveries, etc. Responsible for work orders for necessary repairs.

5% Personnel liaison regarding paperwork for positions to be filled or submission of paperwork pertaining to staff information for items such as, merit salary adjustments, probation reports, etc.

Updated of duty statement as necessary, as well as the annual Post Orders revisions.

Sets up original form letters and develops complex forms for the Security and Investigations Unit.
