Dr. Walter W. Hays is a faculty member of AP Calculus, Physics, Advanced Math, and Earth Science at the Fairfax Christian School in Fairfax, Virginia. He is also an adjunct faculty member with the Emergency Management Institute in Emmitsburg, Maryland. From 2001 to 2009, he was a faculty member in the Environmental Science and Policy Department at George Mason University. He has contributed to local, national, and international education programs through the auspices of seven universities, a national institute, agencies of the United Nations, and a local private Christian school.

Dr. Hays has provided leadership over a 26-year period for strategic and tactical implementation of knowledge gained through the United States Geological Survey’s (USGS) ongoing program of earthquake research and post-earthquake studies, forging scientific and political alliances under the auspices of the National Earthquake Hazards Reduction Program for the benefit of all earthquake-prone regions of the Nation.

Dr. Hays also contributed, over a 26-year period, to national, State, and international programs such as those conducted under the auspices of the Federal Emergency Management Agency (FEMA); the National Research Council; Subcommittee for Natural Disaster Reduction (an interagency committee under the President’s Science Advisor); the Central United States Earthquake Consortium; Utah Geological and Mineralogical Survey; California Department of Conservation; SEISMED; RELEMR; the International Decade for Natural Disaster Reduction; the International Strategy for Disaster Reduction; and the United Nations.

Dr. Hays created the Global Alliance for Disaster Reduction, a certified non-profit, international non-governmental agency comprised of 1,200 professionals and 100 Supporting Organizations which has contributed to educational programs and strategies to build leadership and technical and political capacity on local, national, regional, and global scales.

Dr. Hays’ previous positions include:

• Executive director of the Global Alliance for Disaster Reduction, University of North Carolina at Charlotte (2001–2006); he is currently a member

• Senior Fellow for the Global Institute for Energy and Environmental Systems, University of North Carolina at Charlotte (2001–2006)

• Senior program manager for the American Society of Civil Engineers (1999–2001)

• Deputy chief for Research Applications, USGS (1973–1999)

• Adjunct professor, Geophysics, University of Nevada at Las Vegas (1971–1972)

• Adjunct professor, University of Virginia (1968–1969)

• Technical director of Environmental Research Corporation (1968–1973)

• Adjunct professor, Geophysics, University of New Orleans (1966–1967)

• Adjunct professor, Mathematics, Tulane University (1961–1968)

• Lead geophysicist, Chevron Oil Corporation (1961-1968)

• Research assistant, Washington University (1959–1961)

Dr. Hays holds a B.Sc. in geology from Southern Methodist University and a Ph.D. in geophysics from Washington University. He is attending the 13th Annual Higher Education Conference to meet established leaders and new and emerging professionals to exchange information and techniques on all aspects of disaster risk reduction.
