In the US, buildings account for 39% of CO2 emissions. Energy efficiency has the potential to reduce energy use in buildings by 50 to 80%. Policies on energy efficiency include regulations, incentives, education and training.

LEVEL OF GOVERNANCE: NATIONAL

|Energy Policy Act of 2005 & National Energy |Amended some parts of NECPA; Established several goals and standards to reduce energy use in existing |

|Conservation Policy Act of 1978 (NECPA) |and new federal buildings; New construction and major building renovations of agency buildings must |

| |comply with guidelines (Federal Leadership in High Performance and Sustainable Buildings MOU) |

|EO 13423 (signed Jan. 2007) |Instructs Federal agencies to conduct environmental, transportation, and energy-related activities in |

| |an environmentally, economically and fiscally sound, integrated, continuously improving, efficient, and|

| |sustainable manner |

|Energy Independence and Security Act of 2007 |Extended existing federal energy reduction goal to 30% by FY 2015; Directed federal agencies to |

| |purchase Energy Star & Federal Energy Management Program-designated products; Required new federal |

| |buildings to be built 30% below ASHRAE standards or the International Energy Conservation Code (IECC); |

| |New requirement that all new federal buildings achieve US Green Building Council LEED Gold |

| |certification & meet Energy Star Standards |

|EO 13514 (signed Oct. 2009) |Created series of new requirements to increase overall sustainability of all federal agencies; Requires|

| |all federal agencies to appoint a Senior Sustainability Officer to prepare and implement a Strategic |

| |Performance Plan for the agency |

|American Recovery & Reinvestment Act of 2009 |Awarded Department of Energy’s Office of Energy Efficiency (EERE) $16.8 billion for programs and |

| |initiatives; Better Buildings Initiative includes: building technologies, energy codes, commercial |

| |building initiatives, lighting, appliances and commercial equipment standards |

|Department of Energy (DOE) & Environmental |Voluntary labeling program for energy efficient residential and commercial buildings and appliances; |

|Protection Agency (EPA) Energy Star Program |program delivers technical information and tools for energy-efficiency |

|Tribal Energy Program |DOE ERRE provides financial and technical resources to tribes to reduce energy consumption through |

| |efficiency and weatherization |

|Energy Efficient New Homes Tax Credit for Home |Homes qualify for a $2,000 credit if certified to reduce heating and cooling energy consumption by 50% |

|Builders (expires Dec. 2011) |relative to International Energy Conservation Code standard and meet minimum efficiency standards |

| |established by DOE |

|Energy-Efficient Commercial Buildings Tax |Tax deduction of $1.80/square foot available to owners of new or existing buildings who reduce |

|Deduction |building’s total energy and power cost by 50% or more in comparison to a building meeting minimum |

| |requirements set by ASHRAE standards |

|Residential Energy Efficiency Tax Credit (through |Applies to energy efficiency improvements in building envelope of existing homes and for purchase of |

|Energy Star Program) |high-efficiency heating, cooling and water-heating equipment |

|Energy Efficient Mortgages |Energy Improvement Mortgage - Finances energy upgrades of an existing home in the mortgage loan using |

| |monthly energy savings |

| |Energy Efficient Mortgage - Uses energy savings from a new energy efficient home to increase the home |

| |buying power of consumers |

LEVEL OF GOVERNANCE: WA STATE

|Washington State Energy Strategy |Department of Commerce required to develop and implement strategic plan for enhancing energy |

| |efficiency; Legislation established nine principles to guide development and implementation of the |

| |state's energy strategy |

|Washington State Energy Codes (RCW 19.27A.160) |Adopted from 2013 through 2031; must incrementally move towards achieving 70% reduction in annual net |

| |energy consumption for new residential and commercial buildings by 2031 |

|Minimum Efficiency Standards (RCW 19.260.040) |Adoption of more stringent efficiency standards for appliances and other products including lighting |

|High-performance Public Building Act (Chapter |Requires all new buildings and renovation projects that receive state funding to be built to one of |

|39.35D RCW, 2005) |three green building standards |

|State Agency Building Energy Performance Standards|Certain state agencies must meet building energy performance standards benchmarked to national |

|(RCW 19.27A.190) |standards and report performance |

|Energy Audits (RCW 43.185.140) |Review all housing properties in the Housing Trust Fund and identify major renovation or |

| |rehabilitation work and achieve greatest possible expected monetary and energy savings by low-income |

| |households and other energy consumers over the greatest period of time |

|Grants for pilot programs providing urban |Washington State University extension energy program authorized to implement grants for pilot programs|

|residential & commercial energy efficiency |providing community-wide urban residential and commercial energy efficiency upgrades |

|upgrades (RCW 70.260.020) | |

|Sales & Use Tax Exemption for the Weatherization |Exemption lowers cost of weatherization improvements so more low income households can be served under|

|Assistance Program (RCW 70.164) |weatherization program |

LEVEL OF GOVERNANCE: KING COUNTY & CITY OF SEATTLE

|King County Green Building and Sustainable |Covers all King County-owned and financed projects; All eligible new construction and major remodel |

|Development Ordinance |and renovation projects are required to achieve the LEED Gold certification |

|Puget Sound Energy (PSE)—Commercial New |Commercial and industrial customer financing for building new or expanding a facility through New |

|Construction Energy Efficiency Grant Program |Construction Grants program; |

| |Grants and rebates available for many high-efficiency electric and natural gas applications that are|

| |at least 10% beyond the applicable energy code |

|PSE—Commercial Retrofit Energy Efficiency Grant |Grants to customers who install efficiency upgrades for existing equipment or facilities |

|Program | |

|PSE—Resource Conservation Manager Program (RCM) |Funding and support to customers who hire a RCM to increase efficiency in Operations & Maintenance |

| |practices, and reducing resource usage; for school districts, public-sector government agencies, and|

| |commercial or industrial customers |
