Terms of Reference for Consultancy Services for an end of project evaluation of ChildFund PNG Integrated Approach to Improving Health and Nutrition of Women and Children in Central Province project in Kairuku and Rigo District1. Organisational contextChildFund Papua New Guinea is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations which assists 13 million children and their families in over 60 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.ChildFund began work in Papua New Guinea in 1994, and works in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights.Most projects are implemented in the Central Province and National Capital District with a focus on maternal and child health, nutrition, water and sanitation, education, and child protection and resilience against family and sexual violence. ChildFund PNG also priorities climate change and disaster preparedness. In 2015, ChildFund PNG established the country’s first ever Family and Sexual Violence Counselling Hotline which operates in Port Moresby and provides national coverage for survivors.2. Background ChildFund has been implementing Health Program in PNG since the beginning of its work in PNG in 1994. Strong partnerships with the Department of Health at all levels (National, Province, and District) were established and delivery of health interventions implemented with the support of the Health Workers. ChildFund PNG’s Maternal and Child Health and Nutrition Program focuses on enabling access to health facilities that focus on primary health care priorities including infant and child mortality; maternal mortality and morbidity; support to non-functioning and run down health facilities; provision of health resources; and health worker training and capacity development for health service providers at different levels. Building on this priority of ChildFund PNG to address health issues, this project on Integrated Approach to Improving Health and Nutrition of Women and Children in Central Province was developed.Since July 2016, ChildFund PNG started implementing its Integrated Health and Nutrition project in three wards in Kairuku District and five wards and 2 villages in Rigo District and aims to improve the health conditions of children by supporting the delivery of primary health care for mothers and children and building the capacity of health service providers.The main activities for this project were categorized under three objectives;Improved maternal and child health in 8 wards in Rigo and Kairuku Districts and 2 villages through increased service delivery.Strengthened the capacity of Health Care Workers (HCWs) to provide better health services - including integrated maternal and childhood illnesses (IMCI), TB diseases treatment and management, HIV testing, adolescent sexual and reproductive health and other common illnesses.Reduced incidence of water borne diseases among children through access to safe water, sanitation and hygiene. This DFAT funded project will end in June 2019 and an external summative evaluation is planned to take place preferably in April 2019. 3. Objectives and Scope of ConsultancyThis end-line evaluation should cover the life of project from July 2016 to June 2019. The Consultancy aims to assess the extent to which the objectives of the project have been realised, the evaluation will focus on identifying where the project has been successful and where ChildFund can strengthen or enhance its work in the delivery of health projects. This will include not only the assessment of technical aspects, but also the methodologies/approaches used as well as the ways to mobilise local communities and other stakeholders for project implementation. The lessons learned, recommendations and findings of this evaluation will be used to guide future ChildFund PNG’s health interventions.The main users of the evaluation include ChildFund program staff, government counterparts at national and district level, DFAT and civil society organizations at community level who support the improvement to maternal and child health conditions. The evaluation should abide by the principles of inclusion, transparency, ethical, impartiality, and respect to stakeholdersSpecifically, the consultant will: Assess the achievements of the health interventions in the project targeted wards and communities in Kairuku and Rigo Districts of Central Province, Papua New Guinea, particularly in relation to improving the health outcomes of women and children. Analyse reasons for success, and constraints to achieve them, including assessment of technical aspects, the methodologies/approaches used in all steps of the project cycle, and strategies for mobilising different stakeholders in the implementing process to achieve project outputs and desired outcome. It will also assess community and other stakeholder participation, inclusion of marginalized/most vulnerable groups, and ownership of the implementation process.Draw lessons and practical experiences achieved through the impact of ChildFund’s health interventions. Assess the outcomes against ChildFund’s Health Sector Model and MEL Framework. The evaluation seeks to address the following issues and provide specific and practical recommendations for future programming:?Assess the project objectives and proposed outcomes by measuring performance against each performance outcome indicator under each result area. Analyze key determinants that, positively or negatively, were critical for obtaining these results. The evaluation will be informed by the results of the endline survey.?Assess the relevance of the project in relation to priorities and needs of both the communities and district, provincial and national health priorities?Evaluate the effectiveness of the project with regard to achieving the stated objectives.?Evaluate the efficiency of the organizational set‐up for the project and systems used in the delivery of the project and to what extent these contributed to or inhibited the delivery of the project outcomes.?Assess the level of sustainability of the individual project components, and identify critical areas that may affect sustainability as well as make recommendations of how sustainability might be improved in future similar projects.Assess the positive and negative changes produced by a development intervention, directly or indirectly, intended or unintended.As part of organizational learning, address ChildFund’s relevant assessment, analysis and learning questions contained in its MEL Framework.4. Deliverable and Key Tasks: The key tasks to ensure that the consultant(s) will achieve the objectives of this evaluation will be to:Design and lead an endline survey and evaluate the extent to which the key behaviours, practices and knowledge which have changed. Conduct analysis of provincial/district health data regarding key impact indicators. Collect qualitative data from meetings /interviews/ FGDs to triangulate and support the quantitative data.The consultant will develop an evaluation methodology in consultation with ChildFund PNG Health and Monitoring and Evaluation teams. The consultant will be expected to write an inception report of the literature review and gaps where the intended methodology applies and clearly defining the sample size and how selection bias can be avoided. This will be presented to ChildFund Management Team for review and further inputs.Identify and organize an evaluation team comprising relevant ChildFund PNG staff where necessary.Undertake desk review of the relevant project documents that include the Project Proposal, Baseline, Review Reports, Project Implementation Reports, and any other relevant documents.Design data collection methodology as enshrined in policy documents, international evaluation standards and relevant analytical framework(s).Design, develop, critique (with project team) and refine data collection tools including translation to the local language as required.Carry out data collection, entry, processing, and analysis and write up the report. This will also include a comparative analysis of the evaluation findings vis-à-vis the baseline study data. Present draft report to ChildFund management team for first review before producing a second draft. Management and Reporting ArrangementsThe Consultant will report to ChildFund PNG’s MEL Manager or his delegate. All reports must be written in English and provided in an electronic format (Microsoft Word). 7. ConfidentialityAll discussions and documents relating to this ToR will be treated as confidential by the parties.8. Child SafeguardingThe successful applicant will be required to comply with ChildFund Australia’s Child Safeguarding Policy and Procedures and to sign a Code of Conduct. The consultant will also have in place an Australian Federal Policy Criminal Background Check or equivalent, e.g. Working with Children Check.9. Counter-Terrorism ChildFund Australia acknowledges its obligation under the Australian laws relating to counter-terrorism. In order to meet its obligation, the consultant’s name will be reviewed against Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of any financial relationship.10. InsuranceThe successful applicant will be required to have in place insurance arrangements appropriate to provision of the requirement in this TOR including (without limitation) travel insurance.11. Acknowledgment and DisclaimerChildFund, its Board and staff make no express or implied representation or warranty as to the currency, reliability or completeness of the information contained in this ToR. Nothing in this ToR should be construed to give rise to any contractual obligations or rights, expressed or implied, by the issue of this ToR or the submission of Expression of Interest in response to it. The successful consultant should have appropriate knowledge and experience of rural development projects, and demonstrable experience in program monitoring and evaluation. The Consultant must be available for distance and face-to-face meetings, as necessary.The Expression of Interest should include resume, referees, proposal containing competence for the required work, professional fee, approaches/methodologies and timeline based on the Terms of Reference.
