Ottawa St., 4th Floor, Lansing, MI8:00am – 5:00pm Monday - Friday14.General Summary of Function/Purpose of PositionThe Certification/Testing Specialist position is responsible for the statewide administration of the BFS Certification Program that serves the training and certification/testing needs of the state’s fire departments and fire fighters as outlined in PA 291 and the rules. Duties consist of analyzing and recommending modifications to exams to minimally meet the National Fire Protection Association (NFPA) requirements for each fire service classification, evaluates the objectives and job performance requirements (JPR’s) to meet each NFPA requirement for every classification for course delivery and certification examinations, plans and coordinates train-the-trainers (TtT), serving as a liaison to the fire service training community and monitoring courses for compliance with laws, administrative rules and standards. 15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time60Analyze and recommend certification classifications and certification examinations in the administration of the statewide Bureau of Fire Service (BFS) Certification Program using the Information Management System (IMS), known as SMOKE.Individual tasks related to the duty.Establishes administrative and procedural manuals for the consistent delivery of each classification course.Design evaluation instruments for evaluation of certification course and instructor evaluations.Prepare the classification/certification sub-unit budget for approval by the deputy director.Monitor expenditures and manage the training coordinator budget for proctoring and administration of all classification certification exams.Conduct research and make recommendations regarding changes and updates to all associated NFPA standards to classifications with certification examination.Interpret and enforce examination policies from feedback from regional coordinators and training coordinators.Prepare and submit administrative records using SMOKE reports to share certification pass/fail rates for all classification/certification exams with the fire marshal before each MFFTC meeting.Recommend strategies and procedures for maximum use of BFS computer-based testing interfacing with the SMOKE.Establish procedures for entering exam data and exam results that will provide useful information to support the BFS exam process to share with internal and external stakeholders.Oversee the import and grading of all certification exams and assure that exam scores are entered correctly into SMOKE.Participate in the development of exam processes through the SMOKE data collection system that support personal training records for BFS classification/certification exams.Duty 2General Summary of Duty 2% of Time20Evaluate the objectives and job performance requirements (JPR) to meet each NFPA requirement for each classification for course delivery and certification examinations. Monitor the fire service publishers for textbooks that meet the objectives and JPR’s for each classification to support taking the certification examinations to meet each NFPA standard.Individual tasks related to the duty.Make recommendations to the BFS training division in an effort to select textbooks and adjust as needed to meet the current NFPA standard including objectives and identify JPR’s requirement for each level within each classification.Assure that examinations based on the objectives for each NFPA standard are included in each course to meet the specific NFPA level for each classification level developed based on the correct NFPA examination for the classification.Review each NFPA standard related to each classification for specific objectives and JPR’s in textbooks that support specific examinations.Continuously review and recommend updated courses to the fire marshal or fire marshal designee that meets the current NFPA standard.Validate each of the test banks for relevance to meet the current NFPA standard including objectives and identify JPR’s requirements for each certification level within each classification.Annually update the test banks to include 1/4 new questions in August prior to the October start of the state Fiscal Year to makes sure all exam questions meet the current NFPA standard including the objectives and JPR’s requirement for each level within each classification.Duty 3General Summary of Duty 3% of Time10Monitors all courses for content and compliance with laws, administrative rules and standards and recommends or takes corrective action.Individual tasks related to the duty.Evaluates and helps, write and implement all lesson plans with the support of all training division staff to make sure that certified fire instructors are using the correct text book, lesson plans, written assignments, in class participation scenario, including projects to meet all JPR’s prior to taking a certification exam.Reviews student evaluations received from Region Supervisors that identify problems with classification curriculum and certification exams from all students taking certification exams for all NFPA levels of training.Analyzes input from instructors regarding courses and exam process for each classification/certification.Conducts research to stay current with changes to all applicable NFPA standards that support curriculum and examinations that support a classification/certification process.Actively participate in the development of the curriculum.Formulates all lesson plans to support each level of specific classification.Formulates policies and procedures for BFS contract training coordinators, investigating testing concerns of testing security and changes as needed for each level of certification exam for each classification.Duty 4General Summary of Duty 4% of Time 5Plans and coordinates all train-the-trainers (TtT's) and serve as the liaison between the BFS administration and the fire service community on all curriculum activities, workgroups and committees.Individual tasks related to the duty.Travels to the course developer's training site and receives course specific training to deliver the TtT.Insures scheduling of facility, equipment’s, travel, lodging, meals, etc. for delivery of TtTs.Announces and schedules TtT's.Determines instructor prerequisites to attend each TtT.Work with the curriculum advisory board to review and validate the content of the exam questions for written practical examinations that support the curriculum and the current minimum NFPA standard for each certification exam.Plan, schedule, and chair all meetings for the Fire Service Curriculum committee bi-monthly meeting.Approve the Fire Service Curriculum Committee agenda prior to each scheduled meeting.Provide input and feedback on one or more certification exams.Serve as the liaison between the BFS training staff and all the major Michigan Fire Service groups on all matters related to minimally meet the current NFPA standards including objectives and identify JPR’s requirement for each level within each identified classification in PA 291.Attend all scheduled meetings of the major fire service groups (MI Chiefs, MI Fire Service Instructors Association, Michigan Fire Inspector Society, MI Professional Firefighter Union, Michigan State Fireman’s Association) when the fire marshal cannot attend or requests the Certification/Testing Specialist to attend.Duty 5General Summary of Duty 5% of Time5Other duties as assigned.Individual tasks related to the duty.Assist in keeping the BFS training internet web page current by developing clarification videos and other educational information for each classification/certification.Attend workshops, conferences, committees, meetings and programs.Other duties as assigned. Changes to PA 291, requiring the development and monitoring of certifications and exams for each fire service classification. 25.What is the function of the work area and how does this position fit into that function?The Fire Fighter Training Division is a statewide program that serves the training and certification/testing needs of the state's 1,075 fire departments and more than 33,000 fire fighters. These needs are met by preparing and publishing training standards; establishing courses of study; certifying instructors; establishing regional training centers; cooperating with local, state and federal agencies to facilitate training of fire fighters; and developing and administering mandatory certification exams for new fire fighters.This position has sole responsibility for statewide administration of the FFTD curriculum, which includes a menu of more than 50 courses. Quality curricula, that is based on the needs of fire fighters and their communities, is the foundation for providing a force of well -trained fire fighters, who are needed to staff the fire departments throughout the state.26.What are the minimum education and experience qualifications needed to perform the essential functions of this position?EDUCATION:Possession of a bachelor’s degree in any major.Bachelor’s degree in Education, Fire Science or Public Administration preferred.EXPERIENCE:Four years of professional experience equivalent to a Departmental Specialist, including two years equivalent to a Departmental Specialist P11 or one-year equivalent to a Departmental Specialist 12.KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of the methods of planning, developing and administering training programs.Ability to communicate with others verbally and in writing.Ability to plan, coordinate, and expedite work projects.Ability to interpret complex rules and regulations.
