GENERAL DESCRIPTION:

This is a highly professional, technical, and supervisory position responsible for serving as the front line custodian of all county funds. Responsible for keeping records and preparing required reports of all funds received and dispersed by the Board of County Commissioners. The position is responsible for the collection, custody, disbursement of funds, and investments. Work is performed under the general supervision of the County Administrator and is able to function independently in these categories.

ESSENTIAL JOB FUNCTIONS:

1. Provides direction and supervision of accounting activities, MSBU activities, and internal audit procedures. Maintains general accounting system for the County Government General Fund, Enterprise Funds, Special Revenue Accounts, Debt Service, Capital Projects or all governmental and business type activities of the County.

2. Oversees cash management and investment and bond management programs and responsible for obtaining 8 hours of investments CPE annually.

3. Compiles and/or prepares fiscal reports, forecasts and other related items as requested and makes related presentations to the Board, staff, and/or the public. Analyzes, reconciles, and prepares financial statements; reconciles general ledger with subsidiary ledgers. Approves/prepares journal entries and transfers as necessary and appropriate.

4. Pre-audits expenditures prior to the actual payment of invoices to insure that all expenditures have supporting documentation and that they are reasonable, and serve a legitimate public purpose. Reviews and updates the internal control risk assessment annually and develops an action plan as necessary to ensure compliance with COSO Framework.

5. Insures that all county financial assets are safeguarded against unauthorized use or disposition and proper recording of all financial transactions.

6. Reviews and/or develops accounting procedures and policies to ensure regulatory and best practices compliance regarding financial management.

7. Tracks and forecasts financial trends related to revenues and expenses. Prepares revenue estimates, fund balance, and other estimates for budget preparation purposes.

8. Comprehensive involvement in the development of the County annual budget. Works closely with the Budget Coordinator and County Administrator throughout the process.

9. Provides advice/assistance and/or training to department heads and other officers on accounting related policies.

10. Trains, supervises, develops and evaluates subordinates.

11. Works collaboratively within the organization and the public, maintaining a high level of professionalism and team oriented attitude.

MINIMUM QUALIFICATIONS: The ideal candidate will be innovative, energetic and positive and will possess strong leadership and management skills. This position requires a detail oriented individual.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of governmental accounting principles, practices, and reporting requirements.

• Knowledge and comprehension of accounting software and how they interact.

• Ability to manage and supervise effectively.

• Ability to provide a high degree of computer knowledge.

• Ability to provide accurate, complete financial reports on a timely basis.

• Skill in preparing reports.

• Ability to work well within the organization and with the public.

EDUCATION AND EXPERIENCE:

Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Accounting or a related field with CPA Certification. Field related master's degree highly preferred. Five (5) years of progressive governmental accounting experience and three (3) years supervisory experience in a Florida County Finance Department.

LICENSES, CERTIFICATIONS.OR REGISTRATIONS:

Certified Public Accountant (CPA)

Certified Government Finance Officer (CGFO) or

Certified Public Finance Officer (CPFO)

ESSENTIAL PHYSICAL SKILLS:

• Acceptable eyesight (with or without correction).

• Acceptable hearing (with or without hearing aid).

• Ability to communicate both orally and in writing.

ENVIRONMENTAL CONDITIONS:
