Position Status: 1 FTE

The Chief Financial Officer has responsibility for the effective and efficient management of all aspect of St Vincent de Paul Society (Tasmania) finances and administration. Key outcomes for this role are:

? Ensure the Society meets all financial, legal, governance and legislative requirements.

? Effective management of the Society's cash flow, budget and balance sheet, in accordance with instructions from the CEO and State Council.

? Ensure finance functions are informed of and fulfill the relevant objectives in the Strategic Plan, are delivered in accordance with our policies, mission, values and ethos.

? Develop and maintain effective stakeholder relationships related to finance and admin, in particular with; State Council and its committees, Conferences, CEO, Special Works, managers, staff and external funding bodies.

? Effective management of all internal and external resources related to finance. ? Other responsibilities appropriate to the role as requested by the CEO.

Chief Financial Officer Position Description

Position Context

Line Management Responsibility

This role reports to the CEO and has management responsibility for internal and external resources directly involved in the finance and admin functions.

Key Interactions / Relationships

State Council, Council Executive Committee, CEO, Conferences and Managers / Supervisors

Australian Taxation Office, Office of Consumer and Business Affairs, banking institutions, external auditor, St Vincent de Paul National Office and various Government bodies / agencies.

Authority to Act / Delegations

Authorised Signatory for bank accounts, payment of wages, account transfers and other financial transactions as approved and within delegated limits.

Authority to enter into contracts approved by the Society and within the approved budget.

Credit card holder for Society purchases with the limit of financial delegation.

Special Conditions

Flexible approach to work as some tasks will require after hours work

Valid TAS driver's licence and some country travel

Employment is subject to a satisfactory National Police Check and Medical Assessment.

Budget

Prepare the monthly and annual budget for the Society, noting risks, significant variations, issues for attention, preparing forecasts and recommendations for improved financial performance.

Identify and promptly communicate cash flow matters to the CEO, State Council and Managers.

Advise, assist and empower Conferences, Special Works and Managers in relation to budget matters and activities which impact on work areas / functional budgets.

Ensure general donations, program specific and event specific donations are allocated and processed efficiently in accordance with our legal responsibility as a charity.

Responsible for asset management, including appropriate controls to safeguard the financial assets, in the area of property and leasing advice, vehicle fleet, insurance policy for all aspects of our operation and `best value' purchasing arrangements.

Prepare financial analyses and proposals for change, initiatives and special projects.

Financial Reporting

Prepare informative, internal financial reports, including monthly, end of FBT / financial year and annual reports for the CEO, State Council, Conferences and Mangers as required.

Provide direction and assistance to work areas regarding information required for reporting.

Prepare annual statutory financial statements and lodge these with external bodies as required.

Manage all taxation matters and liaise with the Society's external auditor.

Payroll

Ensure all payroll responsibilities, including the timely and accurate payment of wages, and communication regarding pay conditions, arrangements and regulatory requirements are met.

Investments Relationship Management

Ensure accounting systems and processes are up to date, maintained and delivering outcomes which enable the Society to manage its finances, initiatives and organizational changes effectively.

Design and develop integrated and accountable financial processes through evaluation, collaboration, staff and volunteer training and quality improvement.

Collaborate in the development / implementation of National Council strategies related to finance.

Ensure financial delegations are communicated and applied correctly.

Ensure all accounts for payment are correctly authorised, journals processed, promptly paid and take into account discounts and GST.

Where necessary, prepare authorizing documentation for presentation to the CEO, Chair, Treasurer, Conference President, Manager, Special Works Supervisor or Committee.

Responsible for daily investment monitoring and information to assist decision making.

Develop and maintain positive working relationships by applying effective communication strategies with Society members and those in the wider community.

Respond to all information requests from stakeholders in a responsive and professional manner.

Ensure timely and valuable advice and reporting within the organization.

Negotiate in fair and respectful manner that recognizes the goals of both parties and aims, wherever practicable to achieve mutual benefits.

Sound knowledge of accounting practices and standards, gained through practical experience, qualification and personal development

Knowledge of the financial environment for a charity.

Relevant knowledge of Australian Taxation requirements, Office of Consumer and Business Affairs requirements, contemporary financial management systems and audit processes.

Working knowledge of contracts, asset management and insurance.

Appreciation of the Society's goals, activities and organisational challenges as they impact on finance, admin and IT.

Office Procedures and Practices and Administrative Skills

Experience in an office environment is essential.

Highly competent in the use of office technology including all Microsoft Office applications.

Demonstrated commitment to sound financial management and general management practices, including OHS&W, performance management and professional development of staff.
