Purpose of this Document:

To solicit proposals for projects that will provide professional development opportunities, resources, and supports for instructors of language training programs in Ontario in both English and French. The professional development is intended to increase the knowledge and skills of English and French second language training instructors, enabling instructors to better support newcomers in obtaining language skills in English or French and to assist them in meeting their settlement and integration goals, including employment.

Background:

In November 2005, Ontario signed the first Canada-Ontario Immigration Agreement with the federal government. Through the Agreement, Canada and Ontario are working towards supporting successful social and economic integration of immigrants. Since the Agreement was signed, Canada and Ontario held joint consultations with immigrants and organizations across the province on service needs.

Citizenship and Immigration Canada offers programs and services to help newly-arrived Permanent Residents and Protected Persons settle into, adapt to, and integrate into Canadian society. Programs and services provide newcomers with many of the tools they need to settle into Canada and integrate as quickly as possible. They encourage newcomers to become self-reliant and to participate fully in the economic, social, political and cultural dimensions of Canadian life.

Language ability is a key determinant of social and economic integration. Research has shown that language proficiency is a determining factor in how quickly immigrants integrate into the economic, social, political and cultural dimensions of Canadian life. Moreover, the lack of technical language and workplace communication skills, even for those individuals who may have adequate conversational language skills, can create an additional barrier to labour force attachment for some skilled immigrants.

Rationale for this Call for Proposals (CFP):

Recent research in the field of second language training, conference presentations, Canada Ontario Immigration Agreement (COIA) consultations, and the deliberations of the COIA Language Training Working Group have all strongly recommended the need for increased capacity and competency for instructors of second language training programs in Ontario.

Focus:

Instructors use a variety of methods for teaching English and French as a second language to adults. By using a range of techniques, tools, and resources instructors are better able to accommodate students’ various learning styles. Additionally, there are a number of skills and knowledge areas that can enhance an instructors’ ability to provide relevant language training to newcomers, so that newcomers can better meet their settlement and integration needs.

Deliverables:

Professional development proposals and activities might include (although are not restricted to) the areas identified below.

* Please note that applicants may apply to one or more of the components of this CFP. Applicants must submit a separate budget for each proposed project and must indicate measures that will be used to evaluate success. **Professional development projects may be community, local, municipal, region or province wide in scope. Applicants will need to identify the scope of the project and provide a rationale. ***We welcome the development of both English and French products instead of simple translation of curriculum related resources.

Section A

Design, and/or deliver training for instructors in areas such as:

Intercultural Communication

Pragmatic Competence

Workplace Communication

Soft Skills (pronunciation, body language, discourse rules, presentation skills and interviewing skills)

Strategies for increasing student motivation to learn language

Teaching higher level writing skills

Section B

Post-Certification Training Strategies:

Develop a strategy to provide access to as well as coordination and tracking of post-certification training to Ontario ESL/LINC instructors.

Develop an approach to ensure that instructors receive assistance in locating training appropriate to their needs.

Design and develop a process that would include the maintenance and distribution, as required, of funding reimbursements to eligible instructors in a timely and accountable manner, based on established criteria, including course completion.

Develop a transparent system for eligible instructors to access funding reimbursement that is client-based and equitable in the distribution of training dollars, and,

Promote and market the program/ process to instructors.

Section C:

Training Workshops, Conferences and Events:

Design and deliver training workshop(s), conferences, and other training events.

Develop and implement innovative practices such as summer institute models of one-week intensive training.

Develop and coordinate events/training that brings together language training instructors and assessors to facilitate better understanding and sharing of best practices.

Facilitate mentoring events and/or virtual networks that connect experienced instructors with less experienced instructors.

Section D:

CLB Training:

Design and deliver workshops to train instructors on how to integrate the Canadian Language Benchmarks into language training and assessment in the classroom.

Design and deliver workshops that include training on how to implement recently developed CLB based instructor tools, like the CLB 5-10 Exit Assessment Tasks.

Section E:

Employment Focused Professional Development:

Design and deliver professional development training for instructors to build and strengthen their capacity and competency to support the delivery of language training in and for the workplace

Design and deliver professional development training for instructors that enables them to engage in effective outreach to employers in order to involve employers more fully in language training in and for the workplace.

*Please note that “In” the workplace refers to programs that approach the employer to reach existing employees (e.g., through self-directed or classroom learning) and “for” the workplace refers to programs that focus on reaching unemployed or under-employed newcomers through the community.

Section F:

Development of Resources and Tools:

Design resources and tools, for both employers and employees, to support the advancement of workplace oriented language training programs.

Develop a tool kit that might include examples of model programs; communication advice and materials for providing information to newcomers, other workers, and program partners; and outlines of ways to help secure organizational buy-in.

Design and/or distribute resources and supports for the teaching of literacy in Ontario. Resources should include material to support reading and writing readiness as well as basic numeracy and provide worksheets that can be photocopied by instructors.

Section G:

Literacy Theory:

Design and/or deliver training on literacy theory, best practices in teaching literacy, and effective classroom management in literacy classrooms.

Constraints:

There is no budget ceiling for this project. However, proposals will be assessed for cost-effectiveness relative to other proposals received. Budget submissions should be as detailed as possible and reflect actual cost estimates.

Please note that where administrative charges are identified, CIC will ask for administrative costs to be itemized.

The successful applicant(s) will be required to maintain accurate financial records and receipts for all expenses incurred in the course of the project. The successful applicant(s) will be subject to at least two reviews of financial records relating to this project.

Proposals Must:

1. Include an executive summary that is no more than two pages, describing the type of professional development that will be provided, the geographic area of Ontario in which the activities will be delivered and/or targeted to, outcomes and outputs for the initiative for both language instructors and for newcomers.

2. Include a detailed work plan with stated objectives, tasks and timelines and expected results.

3. Demonstrate the applicant’s expertise and capacity to develop and deliver the proposed services*

4. Demonstrate knowledge of the language training and settlement sector*

5. Demonstrate and provide details of bilingual capacity in English and French*

6. Identify all subcontractors and partners and clearly articulate their role and demonstrate their qualifications

7. Identify an advisory committee, when necessary and include a description of anticipated committee members and how they will enhance project objectives and outcomes

8. Provide a resume for all individuals, demonstrating that they have the appropriate experience/skills for the described role

9. Provide two references with contact information from past projects or contracts, ideally of a similar nature to the one described in the applicant’s proposal. These references will be contacted for feedback on past performance

10. Provide details/ samples that demonstrate the applicant’s experience in the administration and delivery of similar projects or programs the applicant has completed on time and within budget

11. Include a detailed budget for the contract period (including itemization of wage costs, employee benefits, space rental expenses, travel expenses, task-associated costs, etc.) The proposed budget will include a statement disclosing funding from other sources for the same activities or eligible costs.

12. Include the following documents (if applicable): most recent audited financial statement, documents demonstrating the applicant’s legal constitution, most recent annual report, copy of personnel policy and copy of the conflict of interest guidelines.

*NOTE: The successful applicant will possess the required expertise in all areas to complete the project, and possess knowledge of the settlement sector and employment and language training sector. However, it is recognized that one applicant may not possess all the required skills, knowledge and expertise, and therefore, partnerships and/or subcontracting arrangements are encouraged. However, the primary applicant is responsible for the performance of all partners and sub-contractors.

Project Start and End Dates and Length of Funding:

Applications for projects of up to two years duration will be considered. In developing timelines, applicants should assume a minimum of three months from the CFP deadline date for a successful application to be approved for funding.

Reporting:

Monthly updates on activities must be provided with claims for reimbursement of costs.

The Selection Process:

• Proposals will be accepted in either official language: English or French.

• Proposals that are received by the deadline will be acknowledged with a letter.

• Proposals will be reviewed using common criteria.

• Applicants will be notified in writing of final decision made in relation to the funding of their proposal(s).

• We regret that we are unable to respond to individual inquiries regarding the status of a proposal during the review process.

Conflict of Interest:

Applicants must declare any potential or perceived conflict of interest that they may have. Where a conflict of interest exists, applicants must detail in their proposal the steps that they will take to deal with the conflict of interest.

Copyright:

CIC will have a non-exclusive, unconditional, irrevocable and royalty-free right and license to use, produce, reproduce, publish, translate, adapt, record by any means, diffuse and broadcast any of the products developed under the terms of the contract for the duration of any copyright.

Method of Payment:

The service provider will be reimbursed by CIC for actual expenses incurred only upon receipt of accurate Service Provider Reports and Claim Forms. CIC provides funding to organizations in the form of a contribution agreement not a grant. Additional Terms and Conditions:

CIC reserves the right to seek further clarification on all proposals and to take time as necessary to review and select the successful proposal. CIC reserves the right to withdraw or cancel the CFP and to change or delete any provisions of it, including time limits, without notice and without liability to any party for any costs or expenses incurred by any party in connection with or related to the CFP. Notice of changes to or cancellation of the CFP will be posted on .

CIC will not be liable for any costs or expenses relating to a proposal submitted pursuant to this CFP, whether successful or not. The approval of successful proposals will be subject to the negotiation of a contribution agreement, and CIC is under no obligation to approve any application through this process.

The successful applicant(s) will be required to sign a standard CIC Contribution Agreement as a pre-requisite to receiving funding. The Agreement will contain provisions which will include, but not be limited to, provisions to ensure accountability, to require funding recipients to obtain appropriate insurance and to protect CIC from liability. Under the Agreement, CIC will reimburse eligible expenditures that are reasonable and directly related to the project. The Agreement will stipulate that applicants receive funding subject to an annual appropriation from Parliament for the purpose in which the contribution is contemplated and that CIC may cancel or reduce the contribution if CIC funding levels are changed by Parliament.
