Any Champlain College student or alumni may sponsor any referendum, but only signatures of Champlain students with valid student cards shall count towards the ten percent (10%). Those who sponsor the referendum must take reasonable measures to ensure that those who sign are informed and of good mind to make a reasonable decision. ................
