Purpose of Planned ActionThe General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to refresh all GSA Multiple Award Schedule (MAS) solicitations to update Service Contract Act wage determinations and to make additional clause revisions, as necessary. Individual Schedules may update additional clauses/provisions to make clarifications, administrative corrections, and other required changes. GSA anticipates that the refresh will occur in April, 2018. Summary of Planned ChangesBelow is a high-level description of significant changes to be included in the upcoming MAS refresh and mass modification. Updated Service Contract Act (SCA) Wage Determinations (WDs)FAS is including an updated WD index in accordance with current FAS policy. There are no clause changes or policy changes to the application of SCA at this time. Contractors should ensure pricing and WD numbers are updated and included in their SCA matrix.FAR clause and provision updates through Federal Acquisition Circular (FAC) 2005-97Additional FAR provision and clause revisions, including those outlined in FAC number 2005-97, will be incorporated into the refresh and mass modification, as applicable. Refer to the FAC, available here, for additional details and a complete list of updated provisions/clauses.Note: Updates required as a result of GSAR Case 2016-G506 Federal Supply Schedule - Order-Level Materials and GSAR Case 2015-G512 Unenforceable Commercial Supplier Agreement Terms, will NOT be included in the April, 2018 refresh. ................
