Summary and Reflection Many of the Framers did not trust an average person's judgment about choosing a president. Framers were also concerned about giving Congress the responsibility to choose, because they thought that would give Congress too much control over another branch of government. They compromised by creating the Electoral College, a system of electors for each state. One idea for reform of the Electoral College is to choose electors from congressional districts as is already done in Maine and Nebraska. Another idea is to assign electoral votes based on the winner of the nationwide popular vote. A third plan proposes that the presidential candidates would win the same share of a state's electoral vote as they received of the state's popular vote. Students might also mention the idea that the Electoral College should be eliminated.
