SECTION 2. The background check will include local, state, and federal government databases. If any potential buyer’s name is recognized in any database, an investigation must ensue before the purchase is allowed. The two tests must be completed before the purchase is allowed to occur. The first test will include safety questions regarding the specific weapon they want to purchase. The second test will be a mental psychology assessment administered verbally to the potential buyer by a psychologist.SECTION 3. The Pennsylvania Department of Human Services will work in conjunction with local governments and have access to FBI records in order to enforce the background checks, the written test, and the verbal assessment. A. Each county must administer both assessments on all Saturdays from 9:00 A.M. to 5:00 P.M. and the cost of the psychologist for the verbal assessment and cost of the administers for the written tests must be worked into the current Pennsylvania budget. B. The background checks will be administered after both tests have been passed with a 90% correctness rate. After clearing all federal, state, and local databases, a person may purchase a firearm.SECTION 4. This bill will go into effect at the start of the next fiscal year after passage.SECTION 5. Cryptocurrency shall be placed under strict regulation, inspection, and analysis by the U.S. federal government.SECTION 2.“Cryptocurrency” shall be defined as, according to Merriam-Webster, “Any form of currency that only exists digitally, that usually has no central issuing or regulating authority but instead uses a decentralized system to record transactions and manage the issuance of new units, and that relies on cryptography to prevent counterfeiting and fraudulent transactions.”SECTION 3.This defined category of “cryptocurrency” shall include, but is not limited to, Bitcoin, Litecoin, Ethereum, Zcash, Dash, Ripple, Monero, etc. (These specific cryptocurrencies are merely examples.)SECTION 4.An amount of two and a half million U.S. dollars per agency (a cumulative total of five million U.S. dollars) shall be allotted to the Department of Treasury and the Department of Justice to invest in understanding, analyzing, and regulating all cryptocurrencies that are being actively used and exchanged as part of the U.S. economy. Upon this legislation becoming effective, the two aforementioned U.S. Departments shall publish monthly reports as to the economic status and circumstances of cryptocurrency, as well as a recommendation as to the position and precautions the United States should take towards cryptocurrency. Surveys show that the biggest issue Americans have with buying an electric car is the high price of these vehicles. This bill will serve to strike down this barrier and increase EV sales.Section 2.“EV” is defined as a vehicle that uses one or more electric motors for propulsion. Examples of EVs include the Tesla Model 3 and the Toyota Prius Plug-In Hybrid. “Temporarily” means that this increased incentive will be in effect until 25% of the American population owns at least 1 electric vehicle. Section 3.The Environmental Protection Agency (EPA) will be charged with tracking the number of Americans who have bought EVs, and will report to the U.S. government when the quota of 25% has been met. Then, the incentive will be lowered back to $7,500.The EPA will also be responsible for using any resources necessary to minimize the environmental damage done from the production of the lithium-ion battery packs used in EVsSECTION 4.This bill will be put into effect starting in June 2018. The Harlem Project, also called the Harlem Children’s Zone Project, works to directly impact families and the upbringing / home life of children.Whereas the Harlem Children’s Zone Project is currently a system that is working in Harlem and other cities should emulate on a larger scale. Obama started Promise Zones in a few cities, but even these need to be expanded.Whereas the cost of this is too much for most cities to handle, but if it can break part of the cycle of poverty that current impacts too many Americans, the system would end up paying for itself in the long run as children who graduate out of the Harlem project do not rely on public funds as much as their parents did / do.Whereas in order for this plan to work, children need to be involved from grade school all the way to college, and parents must be mandated to attend the classes in order for their children to be a part of the program.Therefore, be it enacted by the student congress here assembled that version of the Harlem Project be implemented in all major cities in the United States.Respectfully submitted,North AlleghenyA Bill for Reforming the Penal System and Marijuana Criminalization Be it enacted by the Student Congress here assembled that:SECTION 1. All federal private prisons shall be reapportioned back to the federal government ownership. The federal government shall remove all criminal penalties relating to the possession, consumption, or selling of marijuana. SECTION 2. The phrase “private prisons” shall be synonymous with the terms detention, correctional, or penal facility. There shall be a 15% federal excise tax on non-medical marijuana and marijuana products and no federal taxes on approved medical marijuana products. Funds deriving from the taxation of marijuana products shall be set towards any necessary funding for federal prisons.Any and all excess taxation from marijuana that is not used for federal private prisons shall be allocated to the Departments and Agencies listed in Section 3. SECTION 3. The Department of Health and Human Services, Department of Justice, and Internal Revenue Service shall be responsible for the implementation of this legislation. The Food and Drug Administration shall be responsible for approving medically beneficial marijuana products. The Department of Justice shall be responsible for all matters regarding prisoner release, such as adjusting law enforcement and affected parties under the Department of Justice’s jurisdiction to become compliant with the legislation. Prisoners that are eligible for release are those that have been imprisoned for solely nonviolent marijuana related crimes.Those that are not eligible shall have their verdicts redressed to be in compliance with this legislation. SECTION 4. This shall take effect in the next fiscal year.SECTION 5. The fiscal year 5 budget for 2020 shall include $5b, specifically earmarked for the OECE. 6 C) The OECE shall be responsible for overseeing a nationwide network of 7 schools, offering free optional child care programs for children between 8 six months old and two years old and free mandatory early education 9 programs for children between two years old and five years old. 10 SECTION 2. Schools for child care and early education programs shall follow the same 11 guidelines already established for the location and zoning of primary 12 education schools. 13 SECTION 3.
