CALL TO ORDER:

First Selectman Wawruck called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE:

The Pledge of Allegiance was observed.

PUBLIC INPUT: None.

APPROVAL OF THE OCTOBER 16, 2012 REGULAR MEETING MINUTES:

Selectman Gragnolati moved to approve the Minutes of the October 16, 2012 Meeting as published. Selectman Wawruck seconded the motion. Both were in favor. Motion passed.

CORRESPONDENCE:

The following correspondence was reviewed by the Selectmen:

a. DEEP Letter – Approval of Solid Waste Disposal & Recycling Services Agreement –

Approval of Municipal Solid Waste Disposal and Recycling Services Agreement

b. Annual Torchlight Parade & Tree Lighting Ceremony – Saturday, December 1st @ 6:00 p.m. starting at Noden Reed Park.

c. Covanta Letter – Letter of welcome to Windsor Locks from the Covanta Family.

d. Capital Improvement Advisory Committee – information regarding submitting Capital projects for FY 2013-14, 2014-15, 2015-16 and 2016-17 prior to December 21st.

NEW BUSINESS:

a. CRCOG – Performance Grants

OPM Regional Performance Incentive Grants for 2012 will need to be applied for by 12/31/12. The CRCOG Policy Board has approved six (6) Projects for consideration:

1. Code Enforcement Software (estimated $450,000.00)

2. Human Resources On-Line Clearinghouse and Templates (estimated $50,000.00)

3. Human Resources Town Employee Portal–Regional Development (estimated $450,000.00)

4. Call Handling & Response Triage (CHART-Previously Local Call Log & Management) (estimated

$150,000.00)

5. Regional Computer Forensics Laboratory (estimated $250k)

6. Regional Mutual Disaster Recovery (estimate approximately $80k)

Selectman Gragnolati moved to continue forward with the Six Incentive Grants. Selectman Wawruck seconded the motion. Both were in favor. Motion passed.

b. Moving Dr. Carniglia Bust from Town Hall to Senior Center

Margaret Malec (daughter) has asked to have the bust of her father’s moved from the Town Hall to the Senior Center because the Senior Center was dedicated in Dr. Carniglia’s name.

The Selectmen decided to wait until all members of the Board of Selectmen were in attendance to make the final determination.

c. Ordinance Discussion

Selectmen discussed the addition of adult entertainment that is being proposed by a local business on Route 75. Both Selectmen stated their opposition and agreed to have the Town Attorney research the existing ordinance and determine what can be done to regulate adult entertainment within Windsor Locks. Selectman Wawruck cautioned that it might be preliminary to have the Selectmen weigh in on the matter. He stated that the Planning & Zoning Commission, along with the Town Engineer and Planner would be carefully reviewing the proposal and making their determinations based upon the establishment being in a business zone. The current Ordinance states that that type of activity would be prohibited only in a residential zone.

Selectmen Gragnolati moved to have the Town Attorney research the existing Ordinance and make a determination on what can be done to regulate adult entertainment within the Town of Windsor Locks. Selectman Wawruck seconded the motion. Both were in favor.

Selectman Wawruck will notify the Town Attorney.

The Selectmen briefly discussed the sale of the Montgomery Building.

OLD BUSINESS: None.

APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS:

Re-Appointments:

1. James Szepanski to Planning & Zoning Commission

2. Edward Lanati to CONA

Selectman Gragnolati moved to re-appoint James Szepanski to the Planning & Zoning Commission, and Edward Lanati to CONA. Selectman Wawruck seconded the motion. Both were in favor.

TAX REFUNDS:

Selectman Gragnolati moved to approve the Refund Request for November 20, 2012 in the amount of $9632.47, as defined in Schedule A. Selectman Wawruck seconded the motion. Both were in favor. Motion was passed.

A copy of Schedule A is attached to the Minutes of the November 20, 2012 Board of Selectmen Meeting.

PUBLIC INPUT: None.

SELECTMEN’S COMMENTS: None.

COMMENTS - FIRST SELECTMAN: None.

ADJOURNMENT:

There being no further discussion or information to come before the Board of Selectmen;

A motion to adjourn the meeting at 6:14 p.m. was made by Selectman Gragnolati and seconded by Selectman Wawruck. All were in favor. Motion passed.
