FINANCE ADMINISTRATORJob DescriptionResponsible to:Finance DirectorHours:Full Time (35 hours per week) Monday to FridaySalary:SP8 ?28,756Appointment Term:Permanent subject to probation period of 6 monthsRole Purpose:Within the context of the Joint Finance Team to support the Finance Director and carry out those routine finance functions relating to the Winchester Diocese as detailed below.Background and Context:The Finance Administrator will work closely with the Finance Director and the Deputy Finance Director and other Finance colleagues to support the overall development of the vision, mission and delivery of the strategic aims in the Diocese of Winchester and the Diocese of Portsmouth. Responsibilities and Purpose: Direct Support to Finance DirectorManage and maintain Finance Director’s diary; identify key events and appointments that require diarising and resolving meeting clashes (between Dioceses). Identify key deliverables and assist with prioritization and project planning.Undertake research on issues in e.g. identifying previous correspondence and agreements.Provide all necessary meeting papers and information as required. Liaise with finance and investment committee members and distribute papers as necessaryAssistant secretary and minute taker for the Investment Committee as well as the Finance committee (WDBF Only)Work with appropriate members of the finance team or diocesan office to respond to routine e-mails and other correspondence, Legal & Company SecretarialTimely completion of statutory annual returns for Companies House and Charity Commission for: WDBF; WSE; PDBF; PDCSR; BoW Uganda Church Trust.Directors to be accurately recorded (adding and removing within the legal timeframe set out by Companies House and Charity Commission).Monitor parish registrations with Charity Commission. Annually check charity status requirements, contact parishes when income threshold is breached. Ensure returns are completed by deadlines, chase those outstanding – escalate within Dioceses as plete annual returns to the Pension regulator re the Winchester clergy closed scheme.BankingLiaise with Banking Relationship Managers for both diocese(s)Keep mandates updated with signatory changesArrange for any new accounts or loan facilities to be set up to schedule as required ensuring documentation prepared accurately and authorized appropriatelyWeekly banking of all cash/cheques received at the diocese of Winchester onlyLiaise with parishes on an annual basis as required to ensure that direct debits are accurately set up and/or amendedYear-end and auditAssist Finance Director by producing and maintaining a timetable for year end, audits, and completion of statutory accounts.Monitor progress liaise with all contributors to annual accounts, to ensure reporting deadlines met.Liaise with auditors ensuring appropriate timetables are established and their attendance at governance and monitoring meetings.Prepare and manage timetable for audit tender processes as necessaryTrusts (WDBF)Update & maintain current list of Trusts, identify deeds/objects (use of income). Investigate possibilities exist for trust funds to be better utilised. Clergy (WDBF)Maintain database of clergy currently in the Winchester retired clergy closed endowment scheme, send out annual statements, liaise with Barnett Waddingham with changes/retirements Liaise with WDBF clergy widow/widower officers and pension board to aim to maintain up-to-date list of clergy widows/widowers. Raise paperwork and payment for grants, and prepare and mail Christmas cards and giftsOrdinand Grants (WDBF)Work with School of mission to provide accurate figures for payments of grants to Ordinands.OtherTo manage other specific projects as requested by the Director of Finance.Participate fully as a member of the Joint Finance Team in the work of the Department, covering as necessary in colleagues’ absences, and during periods when workloads are heavy. It is anticipated that some home working may be available/necessary. The role operates within the joint finance team covering the dioceses of Portsmouth and Winchester and may also involve work from the Portsmouth Diocesan Offices, First Floor, Peninsular House, Wharf Road, Portsmouth, PO2 8HB. Getting to know and building positive working relationships with key people in each diocese is essential. The role holder will have an understanding of and empathy for the work of the Church of England as well as the mission, ministry and priorities of the Diocese of Winchester and the Diocese of Portsmouth.The role is offered on a permanent basis subject to a probationary period of 6 months.This is a full-time post (35 hours per week) Monday to Friday.Holiday entitlement is 25 days in addition to Bank Holidays.The role is offered on the basis of the role holder having a right to work in the UK.The employer will be The Winchester Diocesan Board of Finance.
