EXECUTIVE BOARD CONFERENCE CALL

MINUTES OF JANUARY 22, 2015, 7:00 P.M.

The Executive Board of Texas Council of Child Welfare Boards, Inc. was called to order by President Nancy Preston at 7:00 P.M. on Wednesday, January 22, 2015. Members participating in the conference call included Nancy Preston-President, David Cory-Vice-President, David Williams-Treasurer, Anna Rigler-Secretary, Patsy Baggett, Shannon Ireland, Joel Levine, Lynda Topp, Vickie Maline, Janet Stansbury, and Jeanne Stamp. Following the establishment of a quorum, the minutes were read and approved as read. Shannon Ireland and David Williams presented the Treasurer’s report. Shannon reported on Website expenses. The new website and hosting has been paid in full, including one year of maintenance. The total cost was $10,925.00. TCCWB used $2687.50 from discretionary funds with the remainder being paid out of the council contract from last year. This included $175.00 for a new regional map design and photo credits. All billings through December 2014 have been sent to the DFPS Office.

Shannon has been paid through December on her part-time salary. All Council members have been paid to date for their submitted travel vouchers.

Receipts of small donations are beginning to come in. A deposit of $5.25 was received on November 7, 2014. Amazon will donate 0.5% of the price of eligible purchases when you shop on AmazonSmile. Details on how to sign up are on the website.

Valinda Bolton has asked TCCWB if they would pay for refreshments at the Youth Leadership Council Meeting to be held on February 21, 2015. The cost would be about $300.00. Vickie Maline moved and Anna Rigler seconded to pay for the refreshments. Following discussion, the motion was approved.

Prevent Child Abuse Texas Conference (Including report from Education Committee)

Upcoming plans for the PCAT Conference to be held in Las Colinas on February 21-24, 2015 were discussed. Those planning to attend include Nancy Preston, David Cory, David Williams, Patsy Baggett, Karen Cook, Joel Levine, Jeanne Stamp, with Shannon Ireland unsure at this time. Any CWB members attending are reminded to check that box on the registration form. The Executive Board will meet on February 22nd prior to the conference. David Cory has put in the request for the exhibition table, however, he stated that most of the materials for handout were used at the PEI conference. He suggested that TCCWB purchase materials to distribute from Discretionary Funds. Also, the trifold brochures need to be reprinted. David Williams and Vickie Maline of the Resources committee, along with David Cory and Shannon Ireland will e-mail to confirm what is needed and to order supplies. Shannon suggested that we also include Capitol Day with the brochures to be printed for PCAT. A budget of $500.00 was approved for promotional items. Resources has $335.00 out of contract funds in addition to some discretionary funds to spend. Nancy suggested that we order $300-$400 worth of brochures.

Presenters at the conference include Joel Levine, Diana Martinez, Ashley Harris, Madeline McClure, and the TCCWB board trainings. Nancy suggested that those doing training get together to make preparations. David Cory suggested that any Child Welfare Board members attending the conference be invited to meet with the Executive Board following their meeting, and be invited to join them for dinner.

Other Committee Reports:

Advocacy-Janet Stansbury reported on plans being made for Capitol Day on March 5. The committee is planning to fill six 2-gallon jars with gumballs representing children in foster to give to Governor Abbott and Lieutenant Governor Dan Patrick. Twenty seven 1-gallon jars will be filled for the Senate, and fifty 1-gallon clear bags will be filled with ribbon ties for the House of Representatives. In addition, 100 1-quart bags will be filled with ribbon ties. Total cost is expected to be $330.98 with $169.00 left in their budget. The committee will meet the night before Capitol Day to assemble. Shannon will put together a packet for Capitol Day and post it on the website.

Resources-Vickie Maline reported that the committee has developed a template for One Simple Wish. She also stated that CPS is starting a similar program called CARE Portal beginning February 1st and will be on the DFPS website. Regarding the tray liners, David Williams has been in contact with McDonald’s by letter. At this time, no response has been received. The Resources Committee is planning to meet the 3rd week of February.

Awards-Lynda Topp stated that it is time for nomination forms to be sent out. Joel Levine raised the question about splitting Region 6 into 6A and 6B in order to have nominees from each. Further consideration will be given to this suggestion. David Williams stated that Region 7 has developed new forms and will send these to Lynda and Jeannette.

Old Business-The PCAT Conference and website were discussed earlier in the meeting. The other old business is that it is time for the newsletter to be done.

New Business-In response to Shannon being asked by a journalist about CPS issues and concerns, TCCWB needs to determine who is able to speak for us and what our policy statement is when asked. A suggestion was that TCCWB does not comment on cases that are under litigation. The policy statement should be placed in the Operations Manual. Other suggestions need to include what responses are appropriate, and how do we state our support for our local office in our counties.

Nancy Reported that the cost of meeting rooms at the Wyndham has increased to $3400. Also, the cost of rooms does not include breakfast. Shannon has checked with Habitat Suites and it is available. The cost is less, plus breakfast is included in the cost of the rooms. Janet Stansbury moved to have the March conference at the Habitat Suites. Vickie Maline seconded, and following discussion, the motion carried.

The board is considering a change in the by-laws to allow for online voting.

Shannon had sent out an e-mail regarding the Round Table issues, and the board needs to decide which issues to support. The only controversial issues is the one considering moving prevention services outside of DFPS. Further discussion regarding this should be held at the Full Board Conference Call.

There being no further business, the meeting was adjourned at 8:25 P.M. by President Preston.
