Santa Anna created a new constitution, placing all governing power in his hands. Santa Anna sent General Cos to Texas to enforce his laws. .
Conflicts and fighting took place between Texas settlers and the Mexican government in Galveston, Anahuac, and Velasco. The Texas settlers were encouraged to rebel against the strong central government of Mexico by friends in the U.S.
The Law of April 6, 1830 prohibited further immigration from the U.S. to Texas, and stated that slaves could no longer be brought into Mexico. It placed custom duties on all goods coming from the U.S. into Texas
In 1821, Moses Austin received permission to bring 300 American immigrants to Texas to settle. Other Americans became empresarios and brought immigrants to Texas
