A. Community Summary

A.1 community and historical background

The East Nanjing Road Sub-District originally was the field of the northern suburb of Shanghai. In Qing dynasty Dao guang 28(1848) , the district was under the management of British Concession. In 1953, it was the fourth office of the Laozha District, and in 1956 it joined the Huangpu District and renamed the East Nanjing Road office in Huangpu district. In 1960, the sub-district joined Guizhou Road office and set up the East Nanjing Road sub-district office of Huangpu district. In August 1988, the East Nanjing Road and Changsha road sub-district were replaced by the East Nanjing Road sub-district. In March 2007, the original People's Square sub-district, the original East Nanjing Road sub-district and the three committees under the original East Jinling Road sub-district were integrated into the East Nanjing Road sub-district office.

East Nanjing Road Sub-District is now located in the northwest of Huangpu district with Middle Fujian Road in the east, East Yan' an Road, South Tibet Road, Jinling road west in the south, North Chengdu Road in the west, Suzhou Creek in the north. The Sub-District covers an area of 2.41 square kilometers with a registered population of 100,000. The Sub-District is the center of Shanghai Administrative and Culture center, and Shanghai government and over 20 departments work here. There are international restaurants and pedestrian mall in the sub-district, and many landmark buildings and national first-class cultural sites such as the pedestrian street in Nanjing Road known as "the first Chinese commercial street", attracting nearly millions of Chinese and foreign tourists every day. At the same time, the sub-district also gathered 63 commercial buildings with nearly 10 million staff and 1 million of daily circulation of population .

In Nanjing Road Sub-District, there are 19 residents' committees, 5 middle schools, 3 primary schools, 5 kindergartens, 1 vocational school, 1 hospital, 1 community health service center, 2 community health service branch centers, 4 community health service stations, 1 community cultural center, 1 nursing homes for the elderly, 22 sites for the elderly, 30 residential fitness sites.

In recent years, East Nanjing Road Sub-District has been awarded 6 national and 66 municipal honors, including the National Civilized Unit, 100 National Harmonious Demonstration Sub-District, National Open Administration Unit, the National Advanced Unit with the Best Support for Military Families, the National Model Sub-District on Community Education, of National Community education demonstration streets, Civilized Community in Shanghai.

A.2 Visions and Objectives on Safety Community

A.2.1 Vision for Building Safe Communities

After being named " the international safe community" in May 2011, the Sub-District works hard to improve people’s awareness about safety and minimize all kinds of accidents and casualties. We keep groping for and improving our work, implementing spirits in the document of the safe community, and actively carrying out work that is beneficial to people.

I To establish and improve organizational structure and working system

The leading group of Sub-District Safety Community is headed by the director of sub-district office, and deputy secretary of Community Party Committee and deputy director of Sub-District office are vice director. The project working groups are under the leadership of related departments of the Sub-District. The community health education institutions, social groups and voluntary organizations should participate in and actively play the role of cross-border organizations. To deepen the mechanism of multiple participation in community governance, the Sub-District should adjust the members of the leading group according to changes of personnel. The Conference on Safety Production and Safe Community would be held in the first quarter of each year to summarize previous year’s work and arrange this year’s work. The group would arrange special meetings on safe community and summarize safety promoting project.

II To focus on Information exchange and participation

The Sub-District has participated in and communicate" Conference on the construction of Safety Community in Shanghai", " Conference on National Safety Community Construction Work ", " Representative Meeting on Asian Safety Community", and conducted extensive communication with members of the safety community at home and abroad. The Sub-District publicized safety community ideas and promote safety education through the " East Nanjing Road Portal Website" and "East Nanjing Road Community Newspaper". The Sub-District also organized more volunteer teams (including volunteers for the elderly, safe production volunteers, volunteers for road traffic safety, volunteers for fire safety) , establish a monitoring hotline for safe production, improved monitoring network for Sub-District, the Committee, the Building Group and hazards discovery mechanism.

III Realize accident and injury prevention objectives

On one hand, we worked hard to improve the daily monitoring system. The Sub-District made full use of the community accident and injury monitoring network system to collect data through injury monitoring system of non-medical institutions, injury monitoring system of community health service center, disease prevention and control center of the community. The professional functional departments recorded accidents and injuries in different categories, and the community disease control center collected, classified, counted and analyzed daily injury monitoring data. On the other hand, we organized the identification and analysis of various accidents and injuries in the community. We established effective accident and injury prevention control plan, especially the safety promoting plan for key people and key places.

IV Pay attention to the basic work of safe production

The supervision department of the sub-district strengthened its responsibility. It established enterprise information database, urged enterprises to promote the standard construction of safety production. The sub-district worked to integrate the construction of safety community into daily safety work, deepened hazards screening mechanism (enterprise self-inspection, joint law enforcement inspection, and recheck) . We fully played the role of supervisor for safety production and encouraged the whole community to participate, maintaining a stable and controlled safety production of the sub-district.

A.2.2 general objective of the construction of safety community

The general objective of building a safe community in East Nanjing Road is to promote the concept of " safety, health, happiness and harmony ". Through the integration of community resources, we strengthened community function, created a safe atmosphere and improved people's safety awareness and prevention ability to reduce the injury and accidents in the community. Therefore, we try to achieve the general objective of " improving residents’ living environment and improving residents' safety quality of life ".

A.3 participation of local governments and leaders in the construction of safe community

The East Nanjing Road Sub-District belongs to the Huangpu district of Shanghai. At the beginning of 2010, Huangpu government decided to promote the construction of safe community in the whole district and designated the District Administration of Work Safety to lead the work on behalf of the government. The East Nanjing Road was the first pilot community and its experience would be summed up to introduce in the whole district. As the agency of Huangpu government, the East Nanjing Road Sub-District office set up the leading group of safe community, and the sub-district leaders and relevant departments participated in it and undertook corresponding work. The director of the promoting committee is headed by the director of the sub-district office and the deputy director were charged by deputy directors of the sub-district office and deputy investigators. The relevant functional departments, professional departments and social organizations of Huangpu government, such as transportation, fire protection, education, women's Federation, association for science and technology, gas and building, all of these departments also actively participated in the safety promoting project and guided the work of injury prevention.

A.4 community risk profile

(1) traffic crossing injury risk: The East Nanjing Road is a part of the old city, and the traffic crossing control facilities are not perfect. The statistics provided by the traffic police from 2003 to 2015 shows that there is increasing traffic accidents and personal injury caused by vehicle illegal driving, disorderly stop and retrograde non-motor vehicle.

Control of traffic and management of passenger flow

Project background

The community is located in the bustling commercial and leisure center of Shanghai, and road traffic is complicated. The large traffic volume on each traffic artery and dense human traffic at the crossroads especially large amounts of migrant workers brought great pressure to traffic safety management in the district. The traffic police took measures to improve holidays road order, to cope with passenger flow and to strengthen law enforcement of roads.

Project Objective

1. To direct traffic congestion and relieve road traffic pressure.

2. To strictly investigate all types of traffic violations to ensure road traffic safety.

3. To conduct safety campaigns and education to reduce and prevent accidents

Intervention measures

1. We worked hard to activate the road resources in a suitable way. The third traffic police reasonably adjusted the original road facilities to alleviate road traffic through road design. Through field research and multi-party demonstration, we ban vehicles from traveling from north to east at the rush hours in Yan' an-Zhejiang crossroad. We made full use of the flood discharge capacity of the branch road of East Ninghai Road, effectively relieved the pressure of entering the tunnel from the west East Yan’an Road to the east to ensure the traffic on the main road and elevated thoroughfare. In Huangpi and Chengdu intersections, there are many columns which block the driver’s view. The traffic police installed reflectors on the columns and safety tips of " column block, slow driving" clew. Vehicles drive from the South of Middle Chongqing Road (Jinling - Yan' an) to the north when entering the main driveway from the road, traffic problems always happen because of sights. The traffic police installed handrails to separate driveways in the marking place and guide the vehicle to drive according to the regulations to eliminate safety hazard. The disorderly parking of vehicles in West Nanjing Road (Huanghe Road-Middle Tibet Road) not only seriously affected the road order, but also caused traffic accidents. Regarding this, the traffic police conduct strict control to grope for the " physical isolation" management to curb illegal parking (by placing reflective cone to reduce illegal parking of vehicle) .

2. We strengthened cooperation to ensure traffic order on holidays. We worked together to solve traffic problems on Middle Tibet Road, East Yan' an Road, New world and Raffles City nearby People’s Square when there are lots of promotion activities of the shopping mall and largely increased tourists. Through on-the-spot direction and manual intervention, we improved the traffic speed on the square.

3. We work hard to publicize traffic safety, carry out " five into" activities for traffic safety, namely, traffic safety publicity into the community, into professional transport units, into the unit of vehicles, into ordinary units and schools.

4. The community has formed a traffic safety volunteer team to help the community to maintain the order of at major traffic junctions and to publicize traffic safety regulations and knowledge among people.

5. Strictly investigate all kinds of traffic violations and strengthen road control.

We create the characteristic management of drunken driving. Drunken driving is traffic violation which seriously do harm to people's life and property. The third traffic police called for the police, and formed MAT (Midnight Action Team) . Its main duty was to focus on the illegal drunken driving and illegal acts related to vehicle license. The traffic police chose to checked the traffic concentrated area such as off -ramp of elevated road like Yan' an-Tibet and Yan' an-Henanrather than in the entertainment and dinning venues. We also worked out methods like setting some suddenly checking spots and using the method of“Watch, Smell, Ask, Check. According to statistics, from 2011 to 2015, the traffic police investigated 2,588 drunken driving cases, of which 2136 were investigated by the MAT team, accounting for more than 80 % of the total cases.

Effect of intervention

The implementation of passenger flow management project has eased traffic congestion, and the number of traffic accidents and casualties have decreased, besides, and the traffic safety awareness of residents has improved significantly.

Continuous improvement

We should pay equal attention to traffic service and management, and integrate quality and efficient service into the daily traffic management to ensure safety and convenient travel. We adhered to characteristic management. On March 1st , 2014, the Shanghai Motor Vehicle Management Method was formally implemented, and the traffic police stuck to law enforcement, strict supervision and prestige and " strict control and punishment on violations ".

Combat illegal operation of the repaired vehicle project

Project background

The East Nanjing Road is located in the bustling commercial district of Shanghai, and there are large amounts of working people and visitors here every day to. During rush hours and holidays, there are lots of illegal operations of repaired vehicle near entrances and exits of the subway stations and soliciting in the scenic spots. These vehicles were renewed privately without safe detection and operating invoice which may bring great security risks.

Project objectives

1. The traffic police carried out centralized measures and long-term supervision to combat illegal vehicle operations.

2. The traffic police carried out publicity and education to raise the public awareness on illegal operation of vehicles and reduce the number of their passengers.

3. The police took convenient measures to facilitate the public to travel.

Intervention measures

1. We strengthened the management of police force. Under the strong support of East Nanjing Road management office, we made reasonable adjustment according to the characteristic of the district. We set four peak posts in Jiujiang- Shandong, Nanjing- Henan, Nanjing- Fujian and Nanjing-Zhejiang. We considered about the large passenger flow in East Nanjing Road at morning and evening peaks on subway line 10 and line 2 and people’s demand on repaired vehicles. This helps to stop these vehicles entering the pedestrian street landscape area. Meanwhile, we arranged a superposition patrol for mobile management of repaired vehicles on East Nanjing Road No. 380 subway line 2 and 4, Nanjing- Shanxi crossroad, Nanjing- Zhejiang crossroad during the morning and evening rush hours. We disperse the repaired vehicles to ensure that the pedestrian street is neat and orderly.

2. We renovate the facilities. From 2011 to 2015, the traffic police installed 179 barriers at the crossroads of the north to south pedestrian street with the support of the management office of the pedestrian street and the road design department. The space between each barrier was carefully studied, just 60 centimeters, and pedestrian and non-motorized vehicles could be passable, but repaired vehicles couldn’t because their width are 80 to 100 centimeters. Setting up roadblocks not only stopped people being drove on the pedestrian street but also brought an unexpected change. In the past, the non-motorized vehicles drove fast, so they often collided with people on the pedestrian streets, however, after installing the barriers, the non-motorized vehicles slowed down, which helped to increase the safety coefficient of the intersections.

3. We introduced sightseeing buses to compete with the repaired vehicles. This is the " soft strategy" adopted by our team to control the vehicles. On July 15th , 2011, under the coordination of the traffic police and south pedestrian street management office, temporary sites of the first sightseeing bus in spring and autumn were set up in Middle Henan Road and East Nanjing road with more than 400 tourists a day. In the past, because of the lack of coach service between the scenic spots, tourists can only take didn’t know the route but to take the repaired vehicles. Since August 1st, there were two new temporary sites of Nanjing-Zhejiang, Nanjing-Fujian, so the driver began to worry because there is no business. In order to prevent the tourist bus from entering the pedestrian street, the repaired vehicle drivers began to interfere with the business of tour bus. They also deliberately damaged the sightseeing bus mirror and even threatened to resort to violence against the officers. Fortunately, the traffic police already knew the situation, so with the protection of the East Nanjing Road office, the repaired vehicle drivers found that the sightseeing bus couldn’t be " scared away" and was unable to compete, so they had to leave from these areas.

Intervention Effect

1. The number of complaints and accidents related to the illegal operation of repaired vehicles has decreased year by year.

2. The residents' satisfaction with the surrounding traffic environment has increased, and the project has made achievements.

Continuous improvement

With the support of the management Committee of Nanjing road pedestrian street, the traffic police squadron will continue to control the illegal repaired vehicles in the scenic spots together with the neighboring squadron to ensure smooth traffic for the road around the pedestrian street.

(2) Fire risks in residential area: According to the statistics of the questionnaire of the community residents in 2015, the residents lack of knowledge about fire prevention, self-rescue awareness and ability. The committees in some communities of the old public house are not equipped with fire extinguisher, so there are risks for fire.

Community firewall engineering

Project background

Fire safety of the residence Committee is key to comprehensive administration of the residence Committee, and it relates to residents’ life safety and property safety in the whole community. Regarding this, we worked hard to learn from experience and improve working methods and safety prevention ability to reduce the risk of accidents to the lowest and maximize the safety protection for the development of the community.

Project objectives

We made a series of fire safety promoting plans and implementation schemes. Through the implementation of these intervention projects, we continuously improve our ability to prevent fire accidents and enhance residents' fire safety awareness. We worked to minimize fire accidents and property loss and avoid personnel injury caused by fire accidents.

Intervention measures

1. Upgrade fire-fighting facilities

1) In the public passageways and kitchens of the residential buildings, we installed fire sprinklers and leakage protector devices, replaced the aging wires in the residential buildings, cleared the sundries in the corridor. By 2015, the community installed a total of 5788.64 square meters of fire sprinklers;

2) In order to ensure that residents can safely escape from fire and to increase the rate for successful escape, the community has allocated 476 escape ropes in the community between 2011 and 2015;

3) From 2011 to 2015, the community had invested more than 4 million yuan of firefighting funds, and more than 5,000 new fire extinguishers were added. We replaced, filled and pressurized the fluids inside fire extinguishers in the community;

4) We installed automatic alarm and television monitoring system for relevant units in the community. We put up fire distribution maps in entrances and exits of main lanes. Since 2011, the community has invested more than 2.85 million yuan and set up 285 automatic alarm device and television monitoring systems.

5) In 2015, we maintained and repaired 147 outdoor fire hydrants and 278 outdoor fire control corners. We further developed fire safety infrastructure and lay a solid foundation for fire safety.

2. Strengthen fire safety supervision, inspection and management

1) The community conducted inspections of fire hydrants, fire extinguishers, spray valves, and rubber pipelines every year, and if any damage or leakage were found, it would inform to make timely repairs to ensure sound equipment and normal use;

2) The fire safety working group under the establishment of the safety community office coordinated with property and foreign population administrator. It adopted regular inspection and spot checks (especially on major holidays) and coordinated with the police to check the usage of electricity, gas and shower. If leakage rubber pipe aging and other issues were found, the problem would be timely informed to the residents, and made timely replacement or repair; If encountered the lonely elder people, or physically inconvenienced residents, the members of the working group would help them to solve the problem, and reminded them to carefully use gas appliances, and regularly did safety inspection of their residences, fire and electricity usage. The group would pay special attention to fire safety and fire conditions of electric blankets, radiators, stoves and other heating equipment to ensure the implementation of safety measures.

3) In terms of migrant workers, their safety awareness is weak due to their living habits, so they often used electric heaters and other dangerous appliances in a dangerous way such as the misuse of terminal board and wires in their hoses. The fire safety working group, polices and property department frequently carried out inspections, if electrical appliances misused, they should be pointed out to stop violations and confiscate dangerous appliances. Besides, the owners of rented houses were urged to supervise, restrict the lessee and improve their safety awareness;

4) The 9th day of each month is the fire safety inspection day. Inspections of the community fire facilities would be carried out to find problems and make repairs by the community police, the residential committee cadres, the comprehensive management coordinator and community fire volunteers under the leadership of comprehensive management department;

5) The East Nanjing Road Sub-District and the police station of the East Nanjing Road carried out special rectification on fire safety in public gathering places, high-rise buildings and underground buildings such as in community warehouses, dilapidated sheds and old buildings.

3、Establish the fire-fighting volunteer team

The community has established four fire-fighting teams including safe community in-service staff patrol team, safe community patrol volunteers, safe community volunteer team consisted of persons coming to Shanghai and fire-fighting safety mass work team to conduct safety patrols uniting the masses strength and assist in supervising and inspecting other hazards affecting the community safety in addition to the main fire-fighting safety prevention work.

4、Enhance fire-fighting safety publicity and education

1) A series of activities are held to promote fire laws and regulations, strengthen the fire awareness and legal concept of the community units and residents, improve the residents’ self-protection and self-rescue ability such as issuing fire safety publicity materials, making publicity exhibitions and bulletin board itinerant exhibitions, holding fire prevention consultations and fire case analysis, setting up the fire safety corner, establishing publicity signs and warning signs, conducting fire drills and so on;

2) More than 20 property managers of the high-rise building in the community received the “Fire Protection Special Action for High-rise Building ” training, which required that the high-rise building property should implement all the management work under the policy of “prevention first, fire prevention and elimination combined” as well as based on the principle of self-protection and self-rescue;

3) Carry out activities like fire-fighting into communities, campus and business buildings, organizing community fire volunteers to participate in fire-fighting training and fire drills to improve the overall fire safety awareness of community residents;

Intervention Effects:

No disastrous fire accidents occurred in the region in the past five years after the implementation of intervention measures of the project. A few fire cases took place in some residential buildings when the residents called the police timely and used the fire extinguishers and other fire-fighting devices of the community to actively carry out firefighting and fire prevention work. Some small fire has been put out as the firemen arrived at the scene, indicating that the various fire safety activities have achieved certain effect including the fire safety publicity and education activities, popularization of fire safety knowledge and the strengthened training in the prevention of initial fire. In the future, we will further analyze the causes of residential fire, strengthen the intervention measures, and continuously deepen the work of fire protection (home) safety project to ensure the residential fire safety.

Continuous Improvement

1、Continue to promote the community fire safety hazard troubleshooting mechanism, information feedback mechanism and supervision & elimination mechanism to further improve the fire safety system and job responsibility system;

Enhance the professional skills training for sub-district fire officers, fire wardens and fire volunteers, and improve the masses basis of fire safety.

3、Continue to focus on key objects, strengthen the fire safety education on the special population such as the elderly, children, the disabled, and other special groups. Meanwhile, the external rental homes are informed of the safety notification to avoid any dead zone of the safety publicity and education.

4、Gradually promote the installation of safety camera monitoring equipment in each residential area so that the safety prevention work can expand from manpower protection, material protection to technical protection. The organization shall conduct a comprehensive inspection and renovation of the fire box, the fire extinguisher and other fire-fighting facilities in residential areas to ensure the normal use of community fire facilities in the state of alert.

5、Integrate community resources, make full use of community fire safety training bases to improve the fire training quality of young students, migrant workers, key unit managers and other persons and to further develop a new joint management situation of community fire safety work.

Background of the project

Kindergarten is the main study and activity place of zero to seven-year-old children, there are 5 kindergartens in East Nanjing Road Community and 2,769 children under six years old. 28 children injury incidents have took place and have resulted in 33 injuries in the community kindergartens since 2009, the main causes of which are clamp injuries, bruises, falls and so on. In order to prevent and reduce the occurrence of injury, kindergartens provided a safe environment for children and carried out a series of safety project measures such as teaching safety knowledge, safety awareness and self-protection skills as well in accordance with the physiological characteristics of children such as lively and actively, unpredictable and energetic.

Targets of the project

All kindergartens shall participate and take action to promote safety awareness, improve the safety system, enhance safety details and strengthen scientific management.

2、To expand the content and connotation of children’s safety education and enrich its ways and approaches, gradually helping children promote safety awareness and master necessary safety skills for survival.

3、Publicity education cooperates with the kindergarten-home interaction, which jointly builds a safe network for the protection of young children.

Intervention measures

1、Improve safety protection measures

1) The smooth corners of the escalator are to avoid bruises;

2) There is the safe evacuation passage at the entrance of each class;

3) In order to remind the slope and the step, small footprints are marked on steps of each staircase and the slope, children are trained to form a good habit of going up and down stairs--“up on the right and down on the left” to prevent the occurrence of hedge accidents when they go up and down stairs;

4) Sockets are installed beyond children’s reach and equipped with safety covers to prevent the children from touching;

5) The external packing of tea buckets are specially designed to prevent scalding;

6) The flexible package of pillars is to prevent bruises;

7) A plastic floor of 2200 m2 is laid out in the outdoor sports ground to prevent children from slipping during the movement and to play a buffering role during the fall;

8) Non-slip floor tiles are used in all the toilets to ensure the safety and comfort of teachers and students for toilet and wash-up. Toilets of children have the types of squatting and sitting, handles and other facilities facilitating different toilet needs of the children;

9) Relatively spacious access stairs are designed in the interior of the building. There are obvious signs and warning words reminding teachers and students of going up and down stairs safely, keeping in calm in emergency because of the emergency evacuation measures and safety assurance;

10) We are to increase fund input to improve the construction of infrared probe, monitoring equipment, fire facilities and alarm equipment.

11) All the buildings and decorative materials in the school building are of green and environmental friendly safe materials, where professional institutions are invited to conduct scientific inspection after decoration to ensure the air quality and equipment facilities meet the safety standards;

12) Clips in “small palm” shape are installed in the iron staircase corners, sharp corners, the iron corner of the fire extinguisher outer box and other places, which are both beautiful and safe.

2、Strengthen safety management

1) We will constantly improve the “parents pick up the children system” of the kindergarten, children should be transferred to the right person at the right place and the accurate time to put an end to all insecurity factors, ensuring the physical and mental healthy development of children;

2) The head of the kindergarten directly takes the charge of the safety work, which adopts the grading responsibility and management, the implementation of safety work of each department is specified to each post and the duty is specified to every personnel;

3) We perfect the series system of safety work in kindergarten, define the responsibilities of the posts, establish the leadership responsibility system and accountability system for safety protection, the system of accident disposal plans, various emergency plans and so on;

4) We have established the safety work leadership team and the accident disposal leadership team, and have signed the responsibility agreement with each department and teaching staff at the same time to define everyone’s respective responsibilities. According to the injury monitoring report, since 2009, none child safety accidents and injuries has occurred in community kindergartens.

Project Background

East Nanjing Road community, located in downtown Shanghai, has a prosperity economy, crowd traffic and large number of public gathering places. The average daily floating population is more than 700 thousand. During every Labor day and National Day, the flow of people increases rapidly which causes swarm and jostlement, fall, bruises and other accidents, resulting in serious consequences and effects. Shanghai new world Co., Ltd is located in the intersection of West Nanjing Road and Tibet Road, the most developed and prosperous district of Shanghai, the total construction area reaches nearly 210 thousand square meters which is a centralization of eating, living, traveling, shopping, entertaining, business, tourism and culture. It is the largest and most functional and best environment place for public gathering, and also an aim of the project to show the image of Shanghai. The company has a total of more than 800 regular employees, nearly 7000 shop assistants and migrant workers, the average daily customer flow is about 100 thousand.

8、Prevent slipping caused by wet floor

The problem of wet floor often occurs mostly in the toilets and the entrance area, especially in rainy days when the main entrances of the shopping mall are wet and easy to occur slipping injuries. The company mainly implements measures from the the prevention of people and objects to reduce the general injury accidents such as slipping of customers or employees and the rate of injury accidents. Arrange security and cleaning staff at the entrances of the shopping mall, and wrap the customer’s umbrella with the prepared plastic bags to minimize the water flowing to the ground. The safety promotion work of public gathering place is a long-term and arduous systematic project. In the context of creating a safe community, the company has carried out several useful exploration for the safety promotion work of the public gathering place. There are many experiences and room for improvement urgently. The company will make a further summary on such aspects. THe injury rate of elder people over the age of 65 is 9.12%, among which falling injury is in the first place, counting up to 68.5% of the total population according to the injury monitoring report of East Nanjing Road sub-district community in 2015 ;

The Ivy Lifestyle House Program

I.Background

The southeast community elderly household population is more than 29212 which counts up to 28% of the total population. With the acceleration of population aging, the problem in the community is becoming increasingly prominent. To cope with the situation, the Ivy Lifestyle House Program was established according to the service needs of the elderly. In October, 2009, an Ivy League house was established. In 2011 the Ivy life museum was undertaken by the social organization of Shanghai Xin Qing Community Service Center. The program is aiming at a healthy living style of “be responsible for healthy life and help with each other”, organizing professional social workers, counselors, doctors and community volunteers to promote the program jointly.

II. Project Objects

The Ivy Lifestyle House is built under the idea of “Promoting a healthy lifestyle, building a secure and harmonious community.”. The service platform promoting the healthy lifestyle built by our community is called Lifestyle House. Our service platform have two objects: first, through the intervention services provided by the Ivy Lifestyle House, we promote the healthy lifestyle to make our volunteers and the elders blend in our community; second, based on the improvement of the elders’ mental and physical health, self-care and self-protection abilities, as well as the increase of the elders volunteering to take part in the community support activities, our work is found to have effectively improve the community security, thus completing the injury prevention.

Ⅲ.Intervention Measures

1. Set up a Health Care Room. We invite retired doctors to the Health Care Room every Monday, providing consultation services about common diseases and chronic diseases for the elders, giving them home nursing training and rehabilitation training. The number of people receiving these services have been accumulating to over 1500 in one year. We hold a Health Seminar for the elderly every Thursday afternoon, focusing on various problems concerned by the elders, spreading slippage prevention information and giving guidance to help the elders live a healthy life. There have been more than 1000 people attending the seminar over one year.

2. Set up a Yoga Workshop. Every Friday, from 2pm to 3:30pm, we give special courses. In our workshop, we guide everyone to do yoga, which can ease our minds and improve our health. Particularly, it is beneficial to the elders since it improve the balancing ability helping reduce the slipping accident. The number of attendance hit an accumulative record of over 600.

3. Set up a Psychological Counseling Club. We invite psychological consultants of the secondary national levels to give lectures every month, which also provide visiting and calling psychological counseling services. Gathering in the Psychological Counseling Club, the elders in our community could communicate with each other about health care, life tips and so on, they can also find solutions to some self-care problems together.

4. Middle-aged and Senior Dating Club.By launching dating and marital activities, we provide family support for our community, which can improve relationship between the elders and their families. By setting up this club, the middle-aged and the elders also improve their social abilities which enlarges their social circle.Ultimately, this club promotes the harmonious development of the family relationship in our community.

Ⅳ.Intervention Effects

The health concept of Self-help

The elders in our community acquire the health concept of Self-help.Through health education materials spread by the Ivy Lifestyle House, more than 20 thousand elders get to understand the health concept of Self-help; the Ivy Lifestyle House and its health concept of Self-help is known by at least 20% of our community.

2.Change of lifestyle for the elders

By the help of The Ivy Project, many elders have volunteered to exercise the healthy lifestyle.The elders going to exercise for health take over 38.5%; the elders having a low salt and low fat diet take 19%; the elders who test their health index including weight, blood pressure and blood glucose take 41%;the self satisfaction of the elders in our community have been improved to 40%.

munity Concept of Mutual-help

The elders have gained a community concept of Mutual-help. The Mutual-help health activities held by the Ivy Lifestyle House have 1402 attendance; 1000 elders spontaneously build and take part in the Mutual-help teams; 100 elders provide health training for other elders; 1200 elders take part in the door-to-door Mutual-help activity.

Ⅴ.Continuous Improvement

We need to improve the service mode, which is government purchase of social organizations, and form a operation mode that is mainly managed by the Sub-district Volunteer Committee for the Elder, professionally guided by social organizations, and financially supported by the community public bidding. By this, we can further improve the Ivy’s service of promoting the elders’ healthy lifestyle.

(6) Environmental risks of food safety

Project Background

There is now 2 food manufacturing enterprises in Nanjing East Road Community and around 400 catering enterprise, big and small. Food safety is closely linked to citizen’s daily life. Safeguarding food safety is crucial to people’s livelihood and social stability. To implement Food Safety Law of the People’s Republic of China and the Enforcement Measures of Food Safety Law of the People’s Republic of China in Shanghai, we build a healthy environment for food safety, creating a great atmosphere of the community supporting and participating in the food safety activities. We need to strengthen our leadership, establish a full working mechanism, enlarge propaganda work and improve enforcement efforts, and effectively improve the management level of food safety in our community, which is important ground work for deepening the safe community construction.

Project Objectives

Through careful organization, sound mechanism, responsibility implementation, linkage propulsion, strengthening the propaganda and social participation, the work order of food security could be further improved, safety condition of food quality could be further improved, the concerted effort of food safety supervision could be further embodied, citizen’s food safety satisfaction could be further promoted, building a good food safety environment.

Intervention Measures

1. Build a supervision system for community food safety.

2. District sign responsibility pledges with other parties, classifying the building work and distributing them to departments and institutions.

3. Strengthening the input of food safety. 100 thousand is to invested to build a food street in Nanjing Road, 50 thousand is spent in producing various materials, 400 thousand is used in special project of food safety joint renovation, 20 thousand is invested in reducing unlicensed food vendors, 20 thousand is spent in setting up community awards fund for complaining food safety problems, which supports the training for institutions in food industry, residents, correspondents and supervisors in residential area in our community.

4. Implement joint law enforcement. Food and Drug Administration should implement staggered enforcement, flight inspection and cross enforcement; administrative offices for Industry and commerce should strengthen the work force of food sampling and fast test, 2125 food fast tests are carried out from 2011 to 2015.

5. District, functional department, community committee and volunteer are four levels in the patrol mechanism. The NPC deputies, the CPPCC members, the trade ethos supervisors, news media, citizen representatives, representatives of relevant government department and companies within the inspection area

are invited.

6. Strengthening food safety publicity. Activities like “Community, enterprises, classes”and “3.15 food safety publicity”are launched, with the use of blackboard newspaper and electronic board, which builds a good environment for food safety.

7. Projects like smoking control, reasonable diet and hypertension prevention are carried out to enlarge residents’ health knowledge and promote their behavior changing rate.

Intervention Effects and Continuous Improvement

There is no major food poisoning in 5 years, and no large processing facilities for unclean food in our district. Our district is granted the title of Shanghai Food Safety Demonstration Street with pride. With this, we are to push forward the construction of food safety.

(7) Injury Risk in Public Sports Venues: With the increase of aging population, community exercise has become a new trending. However, such trending could also bring safety problems in public places for the elders.

ChengXing Sports Act Safety Intervention

Project Background

ChengXing community is a typical Shanghai residential district in Shikumen, the central urban area. Many residents there tend to exercise nearby the community. People who take regular exercise take one third of all the residents. Accidents happens a lot, like wrist fracture caused when falling in running, bruise caused when playing soccer, sprain caused in exercise and crush injury caused by dangerous obstruction around the sports equipment. The cause of the accidents are mostly the absence of knowledge about the sports equipment. While the deeper reason is that : First, the residents have little safety awareness when exercising. Besides, the safety precautions and equipment is not enough which calls for stronger injury intervention. Second, the elders is at a higher risk, whose major injury are caused by falling.This is because the elders have difficulty in walking, weak safety awareness and weak safety precautions which also calls for stronger injury intervention. Third, children must be under adult supervision, whose safety awareness self-protection ability should be effectively improved.

Project Objects

1.The exercising people is familiar with the standard use of the sports equipment, which helps them keep a proper pace, avoiding bruises and sprain caused by misstep or falling from the equipment.

2. Supervisors in the sports ground should inform the exercising people of avoiding nonstandard behavior in case of accidents like crush injuries and bruises.

3. Before exercising, sporters should make precautions consciously in order to avoid accidents like sprain, strain and bruises.

4. The managerial personnel should exercise strict management, maintain sports equipment, warning boards and note boards. They should put an end to the dimness of warning boards and note boards as well as the damage of them.

5. Through education to the sporters, the self-protection ability of them is improved so that they could consciously read the warning boards and note boards of sports equipment.

6. After improving the environment of the public sport places, its surrounding places and improving the non-sports facilities, the risks should be lowered. And we aim to realize the non-accident goal before 2016.

Intervention Measures

1. Athletes Safety Instructions

Safety inspection should be strengthened by the volunteer groups organized by residents in peak hours of exercising.The volunteer groups could effectively promote the management of the sports equipment in our community and offer correct guidance of scientific exercising. The scientific concept of Safety Management by Residents should be actively adopted to prevent the accidents caused by misusing of the sports equipment.

2. Examining and Maintenance of the Warning Boards and Note Boards on the Sports Equipment

Guided by the Nanjing East Road Sub-district Safety Office, the joint management of the group was facilitated by the common effort of the Sports Safety Group, the Community Sports Group and the Community Health Promotion Group, so that it is made sure that all the sports equipment in communities have the warning boards and note boards. In this way, sports accidents could happen less and less using the scientific management, the effective measures with the safe equipment. Meantime, complete inspections and eradication are to be carried out at regular intervals, focusing on all the sports equipment in communities and sport places and their warning boards and note boards, so that those equipment in using could be consolidated and that those overdue or unused could be disposed of. We persevere in doing daily examining and conducting total maintenance once a month, stopping the accidents caused by sports equipment from happening.

3. Sports Field Supervision

Supervisors should be set to monitor the safety around the sports field. Once the residents are found conducting dangerous behaviors that is against the rules, supervisors should stop them in time and pass them proper information. Increasing the safety patrol in the peak hours of exercising. The hours of morning exercise should be given special attention by increasing volunteers to conduct total supervision, preventing the sports accidents. Field supervisors should limit the sports gears and sports balls brought by the residents by means of quality and quantity. The sports gears that could harm other people or damage sports equipment must be kept out of the sports field in case they pose great threat on the safety of other sporters and that of the exercising environment.

4. Enhance Emergency Treatment Ability

Sports Injury Supervision Station should be established in community health service station, where professionals would take care of the sports injuries, examining in time, handling the injuries on site and doing statistics. This station should accept the rational advice proposed by the residents at any time, whether it’s about sports field, sports equipment or humanistic concern. Meanwhile, in order to deal with the accident injuries in time, like skin cut or bleeding, we equipped the station with first-aid kit which could reduce the harm to the minimum.

5. Build Sports Volunteer Group

Our community take a strategy of Safety Management by Residents, recruiting volunteers from the residents to build a Sports Volunteer Group consisting of 158 people. Since the volunteer group is built consciously by the residents themselves, there is a lack of accountability, consciousness and especially professional quality. So the need to improve the overall ability of the volunteer group is great, and the emergency treatment ability of the group also require enhancement. Based upon that, once someone violates the regularities of using the sports equipment, the volunteers would step up to persuade him out of it; once sports accidents happened, the volunteers could use scientific methods to do emergency treatment skillfully.

Intervention Effects

By launching a series of sports safety promotion projects, with the awareness of sports safety, self-protection and injury prevention initially forming in all the residents’ minds, these projects take some effect within our community. Through the questionnaire survey we found that 98% residents in our community have the knowledge of sports safety, 90% residents knows about the emergency treatment information and 97% residents are satisfied with our sports safety work. By monitoring, making statistics and analyzing the sports injuries, the probability of sports injury is greatly reduced, proving our work significantly effective. The accident injury frequency declined year by year: 6 in 2011, 5 in 2012, 3 in 2013, 2 in 2014 and only 1 in 2015.

Continual Improvement

The continual improvements needs to accomplished in technical prevention, safety management and safety publicity according to the project implementation. For the hardware, regular maintenance of the sports equipment needs to be done carefully, besides, the warning boards and note boards also require regular updating. For management, the volunteer group should play its part by spreading the mode of Safety Management by Residents, promoting the sporters’ self-management and building a environment of mutual surveillance. For publicity, new medias like Wechat and Weibo should be used in safety publicity.

(8) City Appearance and Sanitation Risks

The background of Environmental Comprehensive Management Project around Yunzhong area proposed by Nanjing East Road District under the title of Improve Weak Links, Eliminate Deep Problems.

According to the official document with the title of Implementation Suggestions of Further Enhancing the Comprehensive Reform Work of Some of Shanghai’s Eegional Ecological Environment, under the work arrangement of district committee and district government, Nanjing East Road District Party Working Committee and district office press ahead and list the Yunzhong area, which is the largest, most problematic and most difficult region, into the crucial projects of 2016 City Appearance and Sanitation under the title of 1+10+x Improve Weak Links, Eliminate Deep Problems. Under the guidance of leaders at all levels and relevant departments, the district made extensive campaign to mobilize all the residents, after 4 months (March-June) , the initial task of signing the contracts of 9 projects with the district government were successfully fulfilled.

Project Objects

The Yunzhong area in the Nanjing East Road meet the Fujian Road in the east, the Fuzhou Middle Road in the south, the Xizang Middle Road in the west and the South Suzhou Road in the north. Its total area is about 540 thousand square meters. It contains six residential quarters including Yunzhong, Niuzhuang, Longquan, Guizhou, Xiamen and Small Garden. The number of registered population is 30367, while the number of external population is 7241. The Yunzhong area belongs to the typical Shanghai Old City Area, bearing the characteristics of “Too much level two old houses, too much external population and too much safety concerns”.

There is 19 various roads in this region, including 4 main roads(Fuzhou Road, Jiujiang Road, Beijing East Road and Xizang Middle Road) and 15 middle and small roads.The number of enterprises here is 2289, including 272 individual companies and 322 food companies. With the superior location and unique environmental advantage and with the Characteristic Roads including the No.1 Chunghwa Commercial Street at Nanjing East Road, the Cultural Product Street at the Fuzhou Road, the Production Material Street at the Beijing East Road, the Small Metal Street at the Xiamen Road and Small Restaurant Street at the Guangxi North Road, a special management style is formed. It bears the characteristics of intensive shops, large flow of people , high ratio of retail and strong demand for cheap restaurants, thus inducing prominent problems like cross-door business, disorder stall and disorder parking of both motor vehicle and non-motor vehicle.

The problems are particular serious in the Yunzhong area (Guizhou Road - Ningbo Road - Zhejiang Middle Road - Tianjin Road) . Within a small area of only 30 thousand square meters, here stands 45 restaurants and about 80 other shops. Since it is close to the No.1 Chunghwa Commercial Street, this area has a daily flow of population of about 100 thousand. Because of that, restaurant managers rush here like bees, resulting in problems like multi-level contracting, multi-purpose of one shop, 24h operation and even unlicensed business activity. The management of these restaurants is out of order for a very long time, forming administrative difficulties like cross-door business, oily fume disturbing residents, falling leftovers disorderly, disorder signboards and disorder parking of non-motor vehicle. The problems in Yunzhong area are the most serious.

Intervention Measures

1. Fixing accurate governance objectives. Adhering to the general requirements of the “Four Benchmark, Four Necessary” proposed by the munici pal Party committee and the municipal government, we lead the governance process by demands, and adopt problem-orientated method. Linkage of all parties and ascertain our own responsibilities are required. We should give priority to the easy works and promote the difficulty level step by step. We should fix our objective and control the turning points. In our working process, we should resolve the current problems and eliminate the root causes and adopt comprehensive method. For the 9 fixed projects, we should take 4 months to fulfill our tasks in three steps. The work objectives should be accomplished, i.e. “Eliminate illegal construction, Clamp down on unlicensed operation, Strictly control the cross door business, Remove potential safety hazard, Improve Community Environment, Regulate the parking of the non-motor vehicle, Update the city appearance management, Improve the self-management ability.”

2. We made through and careful preparations: we set up steering groups led by the district secretaries and the district directors, make working plans, build 11 special working teams and make a responsibility list, have regular meetings, implement on-site working, make regular progress report, summarize and evaluate 4 working mechanics, have meetings including “seminars, administrative party committee meetings, residents forums and mobilization meetings for renovation”. Multiple ways were taken to spread publicity, by which every community committee built volunteer groups. And before the activity, the function departments and community committees has sent out over 2000 notifications.

3.We achieve achieve remarkable success in improving the city appearance: during the 4 months’ renovation, the regional Enforcement Directorate and regional City Greening Bureau have given us great support. Leaders in all the districts and departments pay high attention to this activity, who commanded in the first tier, making great progress. 120 centralized renovations were organized, which involves 19 roads. In these activities, over 400 cross-door business were cleared, 6 unlicensed business were banned, 428 illegal outdoor advertising boards were removed, 2 motor vehicle parking spots were regulated, 7 non-motor vehicle parking spots were regulated, over 600 disorder parking of motor vehicle were punished, 180 non-motor vehicle were temporary suspended and over 50 tons of illegal goods were collected in 20 trucks.

4. Comprehensive renovation have made integral advance: When renovating the city appearance, comprehensive renovation were also made in the old districts. The activity of Home Cleaning was actively carried out, when the one district was overhauled in Pan Yunzhong area just in the first half year (3 districts in one year) . The regulation on illegal buildings was kept strict, only in 6 months, 1117 square meters’ illegal buildings in 43 places were removed. The safety management of the community and shops along the street were strengthened. 48 rectifications of hidden dangers were carried out, and 10 group-oriented leasing were punished. Along with the traffic regulation, the disorder parking of non-motor vehicle were renovated in greater force. Over 900 places were marked out in the renovation zone; 150 meters of parking signs and standers were made; 15 administrative staff were added; a trial implementation of deciding parking sides by the month was carried out at the Ningbo Road. After all these efforts, the parking order of non-motor vehicle in Pan Yunzhong area have been greatly improved. We help the community develop their self-management ability; volunteer groups were built in the community committees of Xiamen , Guizhou and Longquan; district supervision offices and street supervision offices were set up; the patrol frequency in the district and on the roads increased; the internet supervision has covered the community completely with the help of Grid Computing Center

Intervention Effects

We have never ceased the renovation in the Yunzhong area. However, out of multiple reasons, it did not have great effects. This success is resulted from improvements in four aspects.

1. The improvement of determination and confidence. Improve Weak Links, Eliminate Deep Problems is the No.1 task for municipal Party committee and district government, which is paid high attention to, offering potent support and confidence to grassroots decision-making. So we held seminars and mobilization meetings for this activity. In communication among departments, we have seen everyone’s passionate for work. Through repeated studies and full demonstration , we decided to do more work with such good momentum, thus shouldering the task of 540 thousand square meters (nearly one third of the total area) and 9 projects. During the 4 months’ centralized renovation, all participants have fully shown their “sufficient knowledge, determination and confidence”.

2. The improvement of collaboration of all parties. The renovation activity involves a wide work range and it’s very difficult. With many departments involved and with many regulation projects to complete, the renovation is a tough battle which is comprehensive and long-lasting. Therefore, we cooperated to strengthen our concerted efforts. For organizing and guiding, we set up district party administration team, “6+1”offices, steering groups organized by the departments; the horizontal and vertical cooperation in the work of “the functional departments, the Bund streets, the South Step Office, departments and institutions” was improved. During the renovation, we stressed the combination of four aspects including “centralized renovation and regular management”, “community governance and practical works”, “law enforcing management and residents self-management” and “inside and outside the wall”. A good working atmosphere was created, i.e. “total involvement, divided responsibilities, mutual support and common advance”. During the renovation, we cooperated with multiple parties, with the support from the District Law Enforcement Bureau and the City Greening Bureau, with the concerted efforts of departments, institutions and peripheral units, and with the help of the third party and volunteers. It is shown from this renovation that we are strong as a group.

3. The improvement of publicity. Before the renovation, we understood that this crucial battle requires strengthen the publicity in a full range and a good environment for law enforcement and self-management. For the district, they made all kinds of publicity items and notifications for the residents; forums attended by the resident cadres and representatives were held to fully adopt the advice of the residents; volunteer groups were built to do the work of patrol, publicity and persuasion; the committees of relevant communities used multiple forms of publicity like electronic screen, blackboard newspaper, banners, notice board and broadcasting, based on the practical condition of shop managers, the resident cadres would carry out door-to-door ideological education work. The community committees of Longquan, Xiamen and Guizhou built Street Administration Office for the problem of disorder parking of non-motor vehicle, they signed the duty contract with 130 shop operators along the street, greatly reducing the disorder parking. The functional departments have launched door-to-door regulation publicity. The southeast city management team further extend the meaning of accountability management, they take the initiative to care for the business owners in trouble, make friends with them and establish great work relationship, laying firm foundation for the law enforcement. The sanitation cleaning companies add their staff to strengthen the cleaning and washing of the roads, whose staff actively collect the garbage for the restaurants and allocate garbage can for them, playing a crucial role in publicity. The non-motor vehicle management stations made notice boards and publicity boards, reflecting humanization when doing publicity and management work. Since the renovation is well-publicized, there is no threat against the law enforcement in the whole process, remaining safe and orderly.

4. The governance has improved. We have our management measures changed a lot in this activity. Firstly, the key points were focused on and the breakthroughs would play a driving role in the whole development. With careful analysis of the actual situation of this land parcel and the difficulty of this regulation program, the leading group identified the overall regulation on Yunzhong as the breakthrough of the whole campaign. Important and difficult problems, including doing business without license, cross door business, non-motor vehicle parking without order, disorderly booths and potential safety hazards existing in this area, have been solved forcefully through multiple measures like extensive publicity, centralized control, grid monitoring, joint law enforcement, autonomous management and adherence strengthening, thus accumulating experiences and laying foundation for the extended regulation in the next period. Secondly, centralized regulation should synchronize with maintenance, which means that the third party should timely take charge of the store as soon as it has been regulated according to standards without interval, thus avoiding the reoccurrence of the illegal phenomena after the regulation team has left and perishing the thought of the businessmen that the regulation was short-termed. Thirdly, grid management and monitoring have been effectively utilized. Grid commander and personnel on duty use video to patrol the area daily, dispatch and handle the problems found, supervise and evaluate the management effectiveness of the third party. Fourthly, external force have been utilized for support. In the course of regulation, the squadron of the District Law Enforcement Bureau and the Landscape Station of District Afforestation and City's Appearance Management Bureau have given strong support, and they arranged distinguished personnel led by the leaders of the units personally. The removing of 224 pieces of advertisements and shops by the District Landscape Station in 3 days has created the most effective rectification in East Nanjing Road over the years. The leaders of the East Nanjing Road police station and the No.1 traffic police squadron attached great importance to this regulation and held mobilization meeting in advance. Under heavy workload, a large number of policemen were arranged to secure this task and provided strong support for stability. Fifthly, the responsibility list was decided. We established 11 working groups for the 9 regulation items, detailed their respective responsibilities, worked out the task list and breakdown table. In the framework of the sub-district plan, all working groups strictly followed the working requirements of "fixed point, fixed quantity and fixed time" according to the three stages of regulation work and reported progress and problems through regular working meetings to ensure clear work responsibilities and orderly implementation. Sixthly, the mechanism of early intervention was adopted. In response to five unlicensed traders in Yunzhong, the market station staff had repeatedly notified them and issued rectification notice in the middle of February. As for stores passed through many hands, " big landlords "were interviewed with the help of Housing Management Office and Urban Management Squadron to control the using scope of houses from the source thus laid a solid foundation for eliminating unlicensed stores.

Continual Improvement

The regulation in Pan-Yunzhong Area has now achieved initial success. However, considering that the city appearance management was a long-term and repetitive work with great difficulty, we have started the second-stage regulation in June. Nine items have been set up including "Four Guarantees integrated to one" which are cleaning guarantee, green guarantee, maintenance guarantee and safety guarantee in community, removing illegal building in the lane, determining non-group oriented leasing communities, managing autonomously and jointly, serving the people, generally investigating licenses of stores, regulating the parking of non-motor vehicles, keeping environment clean and Tidal Parking, which are now pushed forward in order. The following four aspects should be emphasized for further regulation work:

1. Work should be done in maintaining a long-term normal of city appearance. It's necessary to fully understand the importance of " patching up short board and remedying stubborn disease " and prepare for long-term campaign, viewing the management achievements as a new starting point to further implement level management and confirm responsibility list. Through setting up grid center and workstation, mechanism with joint service shall be established in types of "street-street", "street-office" and between sub-district and community units. A rapid response mobile force shall be established, which should maintain high pressure, consolidate the regulation achievements and ensure the "safety, neatness and order" of city appearance management.

2、Improving people's livelihood should be emphasized. Importance should be attached to improving the living environment of the old town residents. We should extend the management work scope and continuously increase the residents' satisfaction with the government. Coordinated with the "comprehensive management of the residence community", the work of improving people's livelihood should be pushed progressively through items of keeping environment clean, practical projects and environmental governance, letting the general residents have a sense of gain, improvement, safety, convenience and recognition.

3. Efforts should be made in residents self-governance. The volunteers in the community should be guided more intensively. Sub-district management committee, lane management committee and stores' self governance organizations should be formed regarding management difficulties in different sections. By carrying out publicity and inspection on the stores along the street which coordinates with city appearance management, the governance effectiveness shall be improved. Regarding the cultural features of the six residential communities, we should continue to carry out the special activity of "the most distinguished community" and actively cultivate communities with their own characteristics, launch appraisal activities to select communities without group leasing or illegal buildings, progressively increasing the enthusiasm of residents for participating in social management.

4. Settling difficult problems and issues should be emphasized. With a wide size and unique location, Pan-Yunzhong area has many second-level old lanes, where exist many hard problems such as cross door business, disorderly parking of non-motor vehicles, mobile booths, illegal building and group renting, etc. The current situation of limited manpower and material resources, we need to strengthen the research in management power staffing, management method improvement, work mechanism establishment, mass mobilization, business format adjustment and improvement of road facilities, etc., and accumulate working experience, and strive for innovative and replicable solutions with highlights in dealing with the hard problems in governance.

(9) Safe Production and Operation Risk of Small Businesses

Safety supervision on small businesses (catering or hotels) along the street without competent authorities

Project Background

East Nanjing Road Community is located in the bustling business center. Against the high-grade star-rated hotel are the small hotels and restaurants in the narrow lane along the street, a total of more than 400, which form a sharp contrast. There exist many potential safety hazards in these places and there are 2 main reasons. Firstly, the business owners are lack of security responsibility consciousness and the money invested in security aspect is not enough. Secondly, the employees especially the migrant workers are lack of safety consciousness and self protection. Therefore, it's necessary to start the intervention program and improve the workplace in the community through various intervention measures. And we have established a full-time leading group for this.

Project Objectives

1. We shall urge the enterprises to fulfill the main body responsibility of safety production and fully implement the safety production laws and regulations and various management systems.

2. Through daily supervision on safe production and special rectification measures on production safety, potential safety hazards will be rectified and production safety accidents will be reduced. And it shall be ensured that production safety accidents with serious social impact will not occur and the safe production of this community are kept in a controlled state at all the time.

3. Safety publicity and education shall be strengthened to improve security consciousness of the employees and the public. Safety management personnel and employees should participate in safety knowledge training with the aim that 100% of the business owners, safety management personnel, special operators are on duty with certificates and over 90% of the employees have received safety training.

4. We shall urge all the businesses to increase their investment in security and improve producing and running environment, safety facilities and equipment and working conditions of employees, thus improving the overall safety level.

5. Comprehensive governance should be carried out across Pan-Yunzhong Area. In the first quarter, a leading group will be set up and work promotion meeting should be held. Various working mechanism should be established and liability statement of food safety work should be signed with all the neighborhood committees. Meanwhile, new version of work record of neighborhood committees should be established and improved and personnel should be identified while filling and reporting should be done as required. The importance of food safety will be publicized. Combining the work of district committee and government on 1+10+x patching up short board and remedying stubborn disease, central regulation should be done on small catering business in Yunzhong Area and unlicensed business should be banned. In the second quarter, the activity of food safety publicity week shall begin. General investigation on illegal food manufacturing shall be carried out in committees and food safety will be included in the scope of grid management. Sidewalk snack booth will receive particular governance. In the third quarter, we shall screen every restaurant and crack down on illegal oil. Centralized governance will be conducted on unordered booths. Grid management shall be carried out. Food safety shall be publicized in six places which are communities, schools, rural areas, enterprises, scenic spots and construction plants. In the fourth quarter, we shall review the former work of regulation on small-size catering business. Information should be collected and organized as required by the establishing work in the district and make summaries.

Interference Measures

1. The safety responsibility agreement was signed. Every year the safe production convention of the sub-district shall be held in the first quarter, during which the Responsibility Agreement on Safe Production Objective shall be signed between sub-district and businesses. All the restaurants and hotels without competent authorities should sign the agreement.

2. Safety training was carried out. Since 2009, under our supervision and urge, a total number of 1,856 enterprises' major principals and persons in charge of safety matters have attended the safety training successively; 2,135 special working personnel have received training for work certificate, and enterprises have carried out their pre-job training for employees and continued their safety education to ensure that time and personnel have been determined and training has been carried out. With our assistance, the number of migrant workers trained by the District Administration of Work Safety has reached 4,000 in five years.

3. Inspection has been strengthened in key areas. As for the concentrated catering businesses in Huanghe Road and Guangxi North Road, safety governance was launched jointly by Administration of Work Safety, Quality Control Department (special device supervision) , Comprehensive Fire Protection Department, East Nanjing Road Police Station, Premises Office and other departments. Through trans-department coordination in governance, tough issues and difficulties have been overcome. Phenomena like random wiring and illegal use of liquid propane gas cylinder should be banned at once or rectified within a certain time. Safety department shall follow up the later work and review the result. Units which refused to rectify shall be reported to Administration of Work Safety.

4. A database has been built and improved regularly. All small-scale restaurants and hotels shall be input in safe production supervision and management system of Huangpu District. The standing book system that each store has its own record was set up with information of enterprises supplemented regularly and inspection work recorded. All small-scale restaurants and hotels without competent authorities have been included in the supervision system of sub-district, which only has the right of supervision rather than law enforcement right.

5. Supervision network was established. A safety supervision network has been built between district, sub-district and neighbor committee (enterprises) which has three levels. At the level of district, the sub-district shall cooperate with the departments of the district and participate in joint law enforcement and inspection in key issues, including Administration of Work Safety, Quality Control Bureau, Urban and Rural Construction and Communication Committee of the district and other departments. At the level of sub-district, assistants in safe production supervision of Safety Supervision Section shall inspect over 100 enterprises in areas within their own responsibility each month. Once a great hidden danger has been noticed, the function department of the district should be informed. At the level of residential community, directors of 20 communities have been invited as the special supervisors of safe production. They would receive special training organized by District Administration of Work Safety before they could obtain the certificate for the job. They could supervise and report the changing potential safety hazards at community level so that the hazards could be timely discovered and reported and early coordination could be conducted to overcome them. The special supervisors should give priority to inspection on individual workshop in rental housing of the residential areas and timely report the problems to safety supervision section of the sub-district.

6. The system that newly opened stores should submit safety report and present themselves to safety supervision section of the sub-district for record has been established.

7. The system has been set up that interview should be done for rectification. The safety supervision section of the sub-district should provide safety education on people in charge of the enterprises or safety management personnel and urge them to rectify the potential safety hazards with the rectification commitment letter signed.

Interference Effect

There were no production safety accidents with severe social influence from 2011 to 2015. No accidents occurred in the year 2011, 2012, 2013, 2014 and 2015. The state of the safe production of the district was stable and controllable.

Continual Improvement

1. Inspection on potential safety hazards should be further strengthened and special regulation should be deepened, especially the safety management on the gas of catering businesses conducted jointly by police station and fire protection department.

2. Safety training shall be further strengthened. Pre-job training for job certificate and on safety operation should be emphasized.

3. The maintenance and updating of computer information system should be well performed to better grasp the information of the enterprises. According to the requirements in the Work Implementation Scheme on District Food Safety Construction in Huangpu District, East Nanjing Road sub-district formulates the work promotion scheme on food safety regarding the key governance work conducted by district committee and government about 1+10+x patching up short board and remedying stubborn disease. The scheme will play an important role in carrying out all construction assignments timely with quality ensured and responsibility clearly divided.

B Community Structure

B.1 The Population Structure

By the end of June, 2016, the total population of the district reached 60,662, among which the number of male was 29,952 (occupied 49.37%) and female 30,710 (occupied 50.63%) . Besides, there are 5,247 people from 0 to 14 years old, which occupies 8.64% of the total population; 25,192 are from 15 to 44 years old, occupying 41.52%; 13,994 are from 45 to 49 years old, occupying 23.06%; 16,229 are over 60 years old, occupying 26.75% of the total population.

B.2 Overview of Safe Community Construction Work

The East Nanjing Road continues to make effort in safe community construction work and has established a damage monitoring network headed by Disease Control and Prevention Center of the district and Community Health Center and jointly participated by all functional departments. According to the rules of safe community, we collected the community damage data through interview, informal discussions, questionnaire and damage monitoring. After damage reasons were analyzed, the safety promotion plan and damage interference program were implemented, which covered transportation, fire protection, children, schools, sports, the aged, gas, disaster prevention and emergency response, wading, public security and workplace.

After gaining the honor of National Safe Community in 2009, the community participated in the international safe community network in 2011. After that, we have kept our effort in overall improvement. In 2014, East Nanjing Road sub-district was honored the National Safe Community again.

The safe community construction has improved both the environment of the community, with a lower level of all kinds of damages in the whole city, and the security consciousness of the residents.

B.3 Support and Incentives Provided by the Community and Superior Government for Safe Community Construction

In March, 2006, the sub-district established the safe community construction office which provided special workplace and equipment and awarded those outstanding units and persons. Shanghai Safe Community Promotion Center and Huangpu Administration of Work Safety provided their support and instruction in safe community construction work and listed it in the annual district assessment.

B.4 Community Safety Planning

(1) In March, 2006, Overall Plan on Safe Community Construction (2006-2010) was made which determined the objectives of safe community at city level and country level.

(2) In November, 2009, Implementation Scheme of Promoting Safe Community was made which set up the goal to become a member of international safe community network.

(3) In October, 2014, the Five-year Plan of East Nanjing Road Sub-district on Safe Community Construction from 2014 to 2018 was made, the objective of which is to make the safe community construction more scientific and professional.

B.5 Management Departments of the Community in Charge of Safe Community Construction

East Nanjing Road sub-district office is responsible for the planning and management of the safe community construction as well as all kinds of work of safe community promotion committee. The general objective of building safe community in East Nanjing Road sub-district is to improve the living environment of residents and life quality by advocating community concept which includes safety, health, joys and harmony, and reducing the damages in the community by integrating community resources, strengthening functions of the community, cultivating safe environment and improving people's security consciousness and safety guard ability.

B.6 Departments Responsible for Safety Promotion / Damage Prevention Plan

The safe community of the sub-district set up leaders' group, the headman of which is the director of the sub-district office and the vice team leader is the vice-director. Project teams under the group are led by the community safety office of the sub-district. The participation of community health education institution, social organization and volunteer group has played an important role in cross-border organization. The participation of community governance should be more diverse. The sub-district shall modify the name list of safe community construction leaders' group according to the personnel change. In the first quarter of each year, safe production and "safe community" promotion conference is held, which summarizes the safe community work of last year and arranges the work of this year. Unscheduled special conferences on safe community shall be held according to actual situation, which would summarize and promote the safety promotion project.

B.7 Long-effect Mechanism of Safe Community Construction

The sub-district safety community promotion committee regulates the working system and meeting system which have been committed to for years. Ever since 2007, the Overall Plan on Safe Community Construction (2006-2010) and the Five-year Plan of East Nanjing Road Sub-district on Safe Community Construction from 2014 to 2018 have been formulated. At the end of each year, the work plan of next year and continual improving scheme shall be made according to the damage supervision result of the year. The safe community promotion office, located in the safety office of the community, takes safe community construction as its duty and implements.

B.8 The Scope and Objectives of Safety Promotion Plan

The safety promotion plan includes ten items about safety, covering people of different ages and various circumstances. The plan aims to achieve the following goals by 2016:

The goal in transportation damage interference: The service layout shall be adjusted reasonably regarding the regional characters. Disabled cars searching for business have been banned from entering the pedestrian area, specifically aiming at dealing with the phenomenon that there's a high need for disabled cars when the exit of subway line 2 on East Nanjing Road brings large passenger volume at morning and evening rush hours.

The goal in fire prevention: Various fire protection safety management systems shall be made and implemented according to the actual situation of the community, including regular meeting system, publicity system, assessment system, business training system, facility maintenance system, three-level network interaction system and infrastructure construction information reporting system, etc. Grid management shall be explored and established in fire protection. The One Card One File system of community fire hydrant should be well maintained and projects like fire drill, safety inspection and special governance should be further promoted. As for school safety, the difference between students in primary school, junior middle school and senior high school should be considered. Surroundings governance coordination mechanism shall be utilized to help school safety management, potential safety hazard screening, especially the prevention and rectification of the bad behavior of the students. As for the psychology of different students, developing, preventative and remedial psychology health education shall be conducted.

As for sport safety, measures should be taken to effectively reduce the damages caused by sport, including safety instruction on sportsmen, strengthening check and maintenance of sports facilities and signs of safety warning and instruction, site supervision on sports place, improving sportsmen's ability in dealing with emergency and forming a volunteer team about sports. Residents shall be guided to cultivate a consciousness of doing sports and mobilized to participate in safe community construction work through lecture, publicity showing window and blackboard newspaper. Communication mechanism shall be built to ensure timely feedback to residents' suggestions and offer better solutions to problems during the sport safety construction period.

As for public security, the safeguards of the community protect our living space, including our houses, water tank equipments, bus stations, commanding points and places around school. All of the 20 community committee are under monitoring and the control room is located in sub-district.

B.9 Safely Promote the Formulation, Adoption and Implementation of the Objectives

Formulation: (1) All safety promotion groups shall propose safety promotion plan and objectives according to the diagnosis of community. (2) The safe community office is responsible for the objective collection, arrangement and assessment.

Adoption: All safety related functional departments of government and East Nanjing Road sub-district make the decision.

Implementation: Sub-district community safety office coordinates with all safety promotion groups for implementation.

B.10 Assessment and Report of Safety Promotion Objectives

The overall construction situation of the community shall be reported annually. Concrete projects should be assessed in practicability during planning to see if it is necessary to set up the project. Applicability assessment shall be conducted during implementation to adjust technology roadmap and concrete measures. Finally, effect evaluation shall be conducted to see if the planned goals have been achieved. The assessment methods include data analysis, inviting experts for assessment and organizing community questionnaire survey.

Safe community office organizes and participates in assessment before reporting the result to safety promotion committee and giving feedback and suggestions to relevant project groups and units. At the end of each year, safety performance assessment about overall safe community construction effectiveness shall be organized and reported to Huangpu Administration of Work Safety.

Security community construction in the sub-district is operated under the unified planning and coordination of the district government. The District Administration of Work Safety carries out the specific coordination and guidance, and relevant departments including the center for disease control of the district, police substation, traffic police squadrons, fire squadrons, etc., support and cooperate, and also conduct a series of projects, such as the community fire grid construction, traffic crossings renovation, prevention of fall for the elderly, safety of preschool children, wading safety, and home gas safety. The center for disease control of the district and community health service centers in the sub-district carries out the monitoring and analysis work of injury.

1.3 Participation of the social organizations

Social organizations actively participate in the construction of security community, and play an important role in the planning and implementation of the projects. In the safety promotion projects of the elderly, various activities are carried out by the elderly association to enrich the leisure life of the elderly. D Rule 2 Injury prevention programs with long-term and sustained coverage of persons with different gender & age and all circumstances and situations

2.1 Security and safety promotion plans

2.1.1 Safety plans for prevention of burglary in residential areas

Residential burglary cases occurred every year in the community, the criminal modus of which is mainly bursting in houses from windows and doors, and the criminal places of which are concentrated in the old residential buildings, causing property infringement as well as personal injuries at the same time.

Implementation of plans:

(1) Residential buildings in the areas of jurisdiction are old dwellings built in the 1930s, and most of them do not install any security doors. From 2010, electric-controlled security doors have been installed for about 1,500 residential buildings.

(2) 100 patrol bicycles and battery trucks have been distributed to the property security and social security in various cells for daily security patrols. And 280 torches with strong light and 60 electric loudspeakers have been issued for 14 neighborhood committees for night patrols.

(3) During the past five years, 1,000 sets of simple alarm devices of doors and windows have been installed for the families in the areas; magnetic stripes of metal security doors have been installed for 2,000 households; hooks of security windows have been installed for 3,000 households; confining walls inserted with glass pieces on the ground floors have reached 1,000 meters long; outer electronic fences of residential areas have been 3,000 meters long.

(4) Security linkage mechanism of the "community, public security and property" have been implemented, integrating and docking the community property security patrols, public security police patrols and community safety volunteer patrols. The community police and volunteers patrol twice a week, and the cadres of neighborhood committees go on patrol according to the following four steps: general surveys, reviews, inspections, and spot checks.

Effect:

19 burglary cases occurred in 2015, decreased by 42.4% from that in the same period of 2011; No personal injuries occurred due to burglary in the community within five years.

2.1.2 Operation plans for the safety linkage center of the Hi-tech King World

Shanghai Hi-tech King World, named by the municipal government, is the only high-tech incubator park in the center of this city. It integrates sci-tech elements with high-end industrialization and electronic marketization, and forms the industrial pattern of “one park with multiple bases”. There are three reasons for the high clustering of the people, logistics, capital flow and information flow in this area. Firstly, the unique geographical environment. It is located in the junction of the Huangpu and Zhabei district; Secondly, the integration of the building office and the electronic market, as well as complex personnel in and out frequently; Thirdly, various and complex enterprises settled in the buildings. Within the construction areas of 210,000 square meters, there are more than 2,200 companies and enterprises, including 18 foreign companies; There are also more than 1,260 shops in electronic emporium. Therefore, the demands of all the enterprises and employees in the buildings have been more and more diversified, and safety production, fire safety, public security control and some other safety activities have been increasingly complex. In view of the above situations, Shanghai Hi-tech King World Management and Development Co., Ltd, actively undertakes its social responsibilities of enterprise citizens, and integrates the security community concept of “resource integration, full participation and continuous improvement” into its daily managements. Under the guidance and assistance of the East Nanjing Road Sub-district, it initiated the establishment of the “Linkage Service Center of the Safety King World” (Put into and run formally in January of 2013) .

Project objectives

According to the characteristics of the building management and the actual needs of enterprises and employees, the Linkage Service Center of the Safety King World has actively assisted the relevant functional departments of the district government to coordinate the resources of the relevant departments, including public security, industry and commerce, safety supervision, quality supervision, labor, justice, the party and the masses, etc., and introduced a series of services, such as the foreign population management, safety production supervision, labor security supervision, administrative management of industry and commerce, supervision of quality and technology, fire safety consultation, and services of the party and the masses. The linkage center strengthens preventive measures in advance to reduce various risks of potential accidents, through daily supervision, safety publicity, special rectification, etc.

Intervention measures

1. Establishing the systems to abide by.

The linkage center formulated the Project construction programs for the safety linkage center of the Hi-tech King World and the police stations in the East Nanjing Road community, clarifying the operation mode, service content and time arrangement, and putting forward the work requirements. It also formulated the commitment content, work flows and the regulations for mediation services of public security disputes in eight consulting services, including foreign population management, exit and entry administration, labor security supervision, administrative management of industry and commerce, supervision of quality and technology, people’s mediation, fire safety consultation, and services of the party and the masses.

2. Six measures to ensure availability.

First, to introduce a recommendation list, presenting the service content, time and work mechanism of the “linkage center”; Second, to establish a team of patrol and control, enhancing its power to deal with emergencies; Third, to create a microblog, the name of which is the Linkage Service Center of the Safety King World, timely releasing information and forming multi-level, polycentric, and open communications; Fourth, to edit a subject newspaper, setting up a column under the newspapers of the Hi-tech King World to promote the “Double Platforms”; Fifth, to provide a set of menu, making daily business consultation and publicity convenient; Sixth, to make a seal with address of the microblog and contact numbers, facilitating the contact between enterprises and employees.

For the consulting businesses, a public commitment has been made that they shall be answered on the spot, and for the businesses within the departments, they shall be resolved within the prescribed time according to the regulations of the work flows; for the businesses beyond the departmental jurisdiction, they shall be transferred to the relevant departments through the internal transfer system, and be contacted and solved within 2 working days. The police stations regulate that civilian police shall provide services on the spot for 15 minutes per hour in every day and night to ensure availability. Every Wednesday afternoon is the reception time for the specific civilian police. Shanghai Hi-tech King World Management and Development Co., Ltd, has assigned a dedicated person to be present for the organization and coordination every day.

4. Strengthening technical protection to ensure security.

In 2013, the linkage center invested more than 3.868 million yuan to strengthen the reformation of monitoring equipment, and replaced the old equipment with all-digital electronic video monitoring system, and in the second phase of the whole year 794 probes have been modified and newly installed, comprehensively monitoring the various parts of the building, to find the problems immediately and solve them in time.

5. Increasing publicity to popularize safety knowledge.

The microblog of the safety linkage center of the Hi-tech King World publishes the content of daily services and timely releases the service information. According to the seasonal and working characteristics of common security incidents, it also timely releases some information of fire safety, anti-theft and anti-fraud, as well as some cases of fire, traffic, theft, and fraud in society to improve the public alert attention. At the same time, the microblog releases some information about the important current affairs and politics, health care, philosophic words of the celebrity, etc., to attract the attentions of netizens, and expand its influence. 6,232 pieces of various information had been issued by the end of 2013.

Intervention effect

In 2015, more than 20 conflicts and disputes were settled successfully, and a batch of disputes were solved at once before they start. In the building, pickpocketing and burglary dropped by 75% and 80% respectively, and calling 110 reduced by 50%. There were only 12 report and complaint cases violating the laws and regulations of labor security, decreasing by 58.62% compared with the same period last year, maintaining the vital interests of workers, and having a good social effect.

Continuous improvement

The safety linkage center of the Hi-tech King World operated canonically and achieved obvious effects. The next step is to further understand the connotation of the security community, broaden the service content, strengthen the operation mechanism, enhance the quality of service, and strengthen and cooperate with community governance, on the basis of summing up experiences seriously, making a contribution to ensure the Hi-tech King World peaceful, harmonious and civilized, and laying a good foundation for the continuous improvement of security community.

2.2 Plans for the safety of work places

As of June 30, 2016, there had been 3,236 production and operation units within the sub-district of the East Nanjing Road. According to its classification of enterprises, these units include: 11 construction companies, 19 operation units of dangerous chemicals, 983 stores with over 50 square meters, 63 hotels, 15 star-rated hotels, 433 restaurants, 9 dancing halls, 9 Internet cafes, 17 bath houses, 14 hospitals, 13 schools, 2 subway stations, 4 exhibition halls and museums, 25 chess and card rooms, 90 high-level buildings (business) , 124 property units, 7 rental workshops, 9 underground shopping centers, 1 renovation company, 7 units for underground cleaning and 2,071 units of industry and trade. The main risky situations in the areas of jurisdiction include hidden fire hazards of old residential buildings, and potential safety hazards in the crowded places of large shopping malls.

Implementation of plans:

1) Team building

The sub-district community offices of the safety affairs are responsible for the daily supervision and management of the safety productions in the sub-district, under which is the supervision and inspection team of safety productions. 3 safety supervisors of production and operation units and 3 safety supervisors of special equipment shall be assigned, being responsible for daily inspection, hidden danger investigation and special rectification works.

2) System construction

A series of systems have been formulated, including the Safety production responsibility system, the Law enforcement inspection system of safety production, the Regular meeting system of safety production, the Education and training system of safety production, the Work examination system of safety production, etc.

4) Daily inspections and special inspections

For 5 years, the community offices for safety affairs (formerly known as the safety supervision department) actively cooperated with the District Administration of Work Safety

to strengthen the daily safety inspections and supervisions within the areas of jurisdiction; Every safety production assistant in the sub-district shall check 100 units per month, and issue the Proposals for safety production supervision and inspection to the units with hidden risks (The sub-district has only the prosecutorial power and no penalty power) , requesting further rectification.

E Rule 3 Prevention projects aimed at high-risk personnel and environments and improving the security of vulnerable groups

3.1 Prevention projects aimed at high-risk personnel

3.1.1 Intervention of environmental injury factors in kindergartens

The injury intervention projects of preschool children based on the demonstration spots, have been planned to improve the facilities of the areas of learning and living in kindergartens, to enhance their self-protection awareness and identification ability of hazard sources, and to reduce the incidence of injuries.

Multiple cameras have been installed in the doorways, classrooms and dormitories of the kindergartens, monitoring in real-time; handrails suitable for children's height have been installed on the original handrails of the stairs; plastic mats have been paved at the fitness sites; all the sharp corners of fire extinguisher boxes, desks and chairs have been wrapped up with soft coverings; anti-slip mats have been laid on rainy days and on wet ground; guardrails have been added to the windows to prevent children from dropping.

3.1.2 Protective strips against crack of the doors for children

In mid-January of 2014, the leaders of the security community promotion committee investigated the safety and education of kindergartens, and learned that accidental injuries and hurt by the crack of the doors occurred occasionally, so they decided to take the kindergarten as a pilot, and installed protective strips against crack of the doors free of charge for kindergartens.

On February 7, 2014, we visited the kindergartens, formulated the implementation plans for the safety promotion projects against crack of the doors according to their actual demands, and then contacted the construction units, carefully planning the material use, installation requirements, and completion time. The installation of protective strips against crack of the doors for children has been completed successfully.

A return visit survey showed that 94% of the parents were satisfied with the protective measures. Subsequently, the security community promotion committee of the sub-district promoted this project in the community. At the end of March, the project was completed, with a total installation of 168 pieces of protective strips against crack of the doors, 60 pieces of soft cushions against knocking, and 640 meters of protective strips against scratching. About 45,000 yuan were invested and nearly 700 children benefited from it.

3.1.3 Injury prevention for students in chemistry laboratory

In order to prevent accidental injuries in chemical experiments, the schools purchased protective equipment such as eye protection, gloves, etc. The students are required to wear correctly before conducting chemical tests. The management of protective equipment is specially arranged by a teacher who are responsible for their inspection and maintenance.

The laboratory teachers carefully introduced the safety precautions in the process of chemical experiments to the students, teaching the students to use the teaching aids correctly.

The project teams also organized experts in the center for disease control of the district and other institutions, and in response to the potential accidents and injuries of chemical laboratories, the teams also helped schools formulate emergency response plans for laboratory injuries in order to minimize the risks of injuries.

By the end of 2015, the project teams conducted a follow-up survey of the students. Among the surveyed students, the knowledge awareness rate of chemical experiment safety was 89.7%, increasing 24% over that in 2011, and the compliance rate of safe operation reached 96%.

3.1.4 The Elderly Fall Prevention Intervention

Background of the Project

At present the Southeast community has more than 29212 elderly people, 28% of the total population. Since the aging of the population is speeding up, the community's aging problem has become increasingly prominent. The life quality of the elderly has to be improved. The investigation of the elderly over 60 years old from 2000 families in the community, has found that the elderly are prone to accidental injury due to the lack of accidental injury prevention knowledge. Once the elderly suffer from an accident, the quality of personal life or the mood of the elderly will be adversely affected. Except the need for additional care, the elderly are likely to lose confidence, which leads to their decreased mobility and limited scope of activities. They themselves and the quality of their families’ daily life are to be significantly impacted, and thus it is more likely to cause a vicious cycle.

Project Objectives

1. According to the needs of the clients, the environment assessment and improvement are to be conducted on both sides: the family with elderly people and the community, in order to explore a set of effective measures against accidents and services.

2. The slip prevention safety plan is to be carried out in the community, which involves public services such as elderly health, learning, entertainment and social participation.

3. Focus will be put on home environmental transformation services for 400 elderly people in the East Nanjing Road Sub-District to prevent fall.

Interventions

The first stage (December 2011 to June 2012) : Active detection of the elderly slip prevention in the community shall be implemented. It is also required to investigate the home and community environment where the elderly live, and clarify the transformation information and projects of East Nanjing Road Sub-District;

The second stage (December 2011 to November 2012) : The establishment of Ivy Life Experience Museum for the Elderly is expected to complete in the Sub-District, which is of self-management and self-service. The self-care ability enhance program, which integrates the health education, family management and health club, will be carried out in the community by focusing on fall prevention public service for the elderly of East Nanjing Road Sub-District ;

1. Knowledge campaign of injury prevention: It takes place monthly in the community to promote knowledge of injury prevention. As a result, the elderly group is very concerned about the knowledge of accidental injury and many have begun to actively consult the doctor invited to the activities.

2. Expert lectures: Doctors from Huashan hospital and national secondary counselors have been invited there for the elderly to consult. They will collect and analyze the health data of the elderly to help them understand their physical condition, according to which the elderly can prevent particular injury in life.

3. Salons for the elderly: Community workers will monthly organize Salons for the elderly to participate in. Every salon the elderly will be involved into some collective activities, in which some health and psychological knowledge will be added into. These salon activities also enable the elderly to make friends with their peers and interact with each other.

Continuous Improvement

1. In the process of the project implementation, some volunteers lack professional knowledge and skills. The next step is to strengthen the volunteer training and supervision, communicate with the volunteers in a timely manner, and adjust the service time, content and personnel according to the actual situation.

2. The improvement is to be made in the elderly knowledge and participation of the project. The next step is to strengthen the publicity of the project and actively guide the elderly to participate in so that the elderly live a healthy and safe life in the community.

3.1.5 Household Gas Safety Intervention

In 2015, the Sub-District focused on the promotion of the "Household Gas Safety" project while improving the safety intervention projects. First, more than 8,000 gas safety materials have been issued to the residents and gas safety exhibition tour has been carried out in the residential area so that residents could master the correct use of gas stove, the self-test of gas hose and precautions. Second, the community has communicated with the gas company to ensure that the gas company professionals give a security check on the gas equipment in each household of the community every two years. Third, intervention has been conducted in the whole high-risk residential area of Chengdu North Road 140-162 (located in Chengdu North Road, next to the gas station) . There is a total of 179 households and the gas safety publicity rate is up 100%; Of the 179 households, 168 have accepted door-to door safety checks, a coverage of 93.8%; 125 that are found to be rectified after checking have been issued a rectification submissions, and they should themselves afford the new gas equipment while the gas company will give a 20%discount and the Sub-District will offer them a subsidy. The power company is commissioned to examine the electricity in 94 households where elderly people live alone and 28 elderly entertainment rooms as to reduce the elderly electricity use risks.

3.2 Prevention Projects of High-Risk Environments

3.2.1 Traffic Environment Safety Intervention

(1) Scientific revitalization of road resources: Traffic police of the third squadron has adjust the original road facilities in a scientific and rational manner based on the road construction proposals and effectively alleviate the road traffic contradictions. Through the field researches, and multi-argument, a north-to-east limit in the peak hours is constructively set to vehicles passing by the Yan'an-Zhejiang intersection. Full use of Ninghai East Road Branch is made to discharge flood, which effectively has alleviated the pressure of the west-to-east tunnel on Yan'an East Road and ensured the access of the main road and the viaducts. There are many viaduct columns at the Yan'an-Huangpi and Yan'an-Chengdu intersections, which is more likely to cause drivers blind spot. The traffic police detachment therefore has installed mirrors on the column, put up warning sign like "Column Block, Please Drive Slowly". (2) To strengthen the joint action to ensure a orderly road traffic on holidays: In view of the increases in the pre-holiday promotion activities of shopping malls and the number of the tourists, the joint action to disperse congestion is strengthened on the roads around the People’s Square such as Tibet Middle Road and Yan'an East Road, and main roads next to New World, and Raffles City, etc.

(3) To strengthen the traffic safety publicity: Traffic safety publicity has been carried out in the community, the professional transport units, the vehicle units, the ordinary units and the schools.

(4) The community has set up a team of traffic safety volunteers to help the community maintain the order of the major traffic arteries and give wide dissemination to traffic safety regulations and knowledge among the masses.

3.2.2 Workplace Safety Intervention

Marriott Hotel is a five-star luxury hotel invested by the state. It is located in the heart of Shanghai, with 60 floors and 150,000 square meters of building space, and has 597 guest rooms and several restaurants. The hotel owns 652 employees, including 22 foreigners. Hotels (especially large hotels) share common hazards such as slip, fall, cut, hit (press) and so on. Of all the minor injury occurred in Marriott hotel in recent years, slip accounts for 49%, hit or abrasion 17%, cut 7%, scald 7%, sprain 5%, fall 5% and others 10%.

The project is to be carried out in Marriott Hotel, and all-round security intervention will be conducted where accidents are most likely to occur.

Project Objectives

1. To develop the workplace safety promotion project plan and the implementation plan for starred hotels, and strengthen prevention through daily supervision, safety knowledge publicity and special rectification to reduce the incidence of workplace accidents;

2. To gradually form a situation where businesses participate in and society concerns about the workplace safety work.

Interventions

1. To improve the safety responsibility system

The JW Marriott Hotel attaches great importance to safe production and has established a work safety team within the hotel. Led by the hotel manager, the team is composed of the directors of the all departments of the hotel. At the same time, the person in charge of the safety in each department is appointed and the work safety responsibility statement is signed to develop and standardize the safe operation rules, which clears the responsibility of work safety for all departments and establishes and improves the work safety management network. Work safety meeting is held once a month, aimed to give a timely record and report to the hotel leaders and proprietor the security risks.

2. To Strengthen Examination of Security Risks

The hotel work safety team conducts a monthly safety check in the hotel's key areas, especially very before major holidays. In the inspection a comprehensive examination must be seriously conducted for possible problems. The inspective focus should be put on checking the precautions, fire equipment, facilities and if the security risks are removed. The hotel proprietor also invests a special fund for the renewal and updates of fire facilities, which functions as a guarantee of the hotel safety.

3. To Carry Out Safety Publicity and Education

Based on the actual security situation of the hotel, the security department has edited PPT multimedia materials about public, operational security and fire prevention, according to the laws and regulations of China and the safety management plan of Marriott International Group. By a series of weekly training and work safety posters, the hotel intends to raise the awareness of prevention and protection in staff in order to encourage production and operations in compliance with the regulations and to prevent accidents. The employees are also required to participate in escape and fire emergency rescue drills to improve self-rescue ability. At the same time, they also need to attend the "work safety analysis" training to achieve top-down supervision at all levels and prevent and control the accident probability.

4. To Signe the Management of Security Protocol

The hotel, together with the external wall cleaning company and stage set-up company signed a security protocol in order to clarify the responsibilities of the hotel and other related parties. The protocol has defined the rights and obligations of both parties, such as construction, maintenance, compliance with the safety regulations during stage set-up operations as to prevent accidents.

5. To Set the Slip prevention Safety Station

Marriott Hotel has set up slip prevention safety stations in the service elevator hall of six floors, in the staff channel of one floor and in the corridors of two floors.

6. The hotel has set up an eye-washing emergency station in the kitchen and other areas. In the event that you accidentally splash chemicals or other objects into your eyes, go to the nearest eye-washing station. Each bottle of eye-washing water can only be used once. The catering department is expected to supply new ones. Do not use the bottle used or discolored!

Intervention Results

By carrying out safety promotion program, the Marriott Hotel has rooted a strong slip prevention concept in its staff and achieved a significant reduction in the number of slippery incidents from 14 in 2009 to 2 in 2015. Marriott Hotel, since its opening, has not seen a serious injury / death or a fire incident.

Continuous Improvement

Marriott Hotel has accumulated some experience of safe operation and management in a high star-level hotel, and would like to introduce it to starred hotels such as Howard Johnson Plaza Shanghai and Central Hotel. Marriot Hotel will continue to improve the safety management, and provide high-quality security services to the guests and employees when reminding that everyone is responsible for safety at workplace.

3.2.3 Security Intervention at Public Places (Large Shopping Malls)

Adjacent to the People's Square, Raffles City is located at No. 268 Middle Road, Tibet with a total construction area of 168,000 square meters. It started operating in November 2003 and is a well-known commercial comprehensive building in Shanghai, with daily traffic of about 70,000 people and more than 140,000 people on holidays. For the safety management of the property operation, Raffles City has taken the following measures: to put up warning signs for occupational hazards in the computer operating workshop and provide standardized operation of key parts in graphics and maps and strengthen the plague prevention; to strengthen the anti-riot and -terror as well as fire emergency equipment and personnel construction in the central control room, where drills are often conducted. Raffles City strengthened the building's cleaning and disinfection efforts In response to the H7N9 avian influenza virus in Shanghai on April 2, 2013 and strengthened anti-terrorism knowledge imparting and competency training aimed for tenants and employees in response to frequent terrorist activities in 2014. Raffles City has developed safety management approaches to security risks from glass walls of high-rise office buildings, which include frequent maintenance, inspection and repair as well as sound precautions during high temperature, flood and typhoon attacks.

In order to explore the new ways of urban management and law enforcement, East Nanjing Road Sub-district in 2016 set up the Shanghai Raffles City joint service station which has further delegated the urban management power to civilians, integrated the law enforcement teams, and enhanced the urban comprehensive management level. All member units shall pay enough attention to urban management and work together with the same mind to create a win-win situation; ensure the personnel in place and to perform their duties carefully with tasks and goals clear. The law enforcement forces of each post should lead the security team as a joint force. The daily work is coordinated by the sub-district community management office of East Nanjing Road, and the on-site commandment is conducted by the urban management squadron. Joint efforts are required to solve the persistent problems in urban areas and create a “standardized, orderly, clean and safe" surrounding environment.

3.2.4 Natatorium Safety Intervention

"Red Swimming Cap" Safety Project of Gezhi Swimming Club

Supported by the Education Bureau and Gezhi middle school, the club, in September 2015, reinstalled 23 surveillance cameras at swimming pool and on first five floors and there are full-time monitors who shall record problems found and timely report to the leaders. It provides a further guarantee to the club safety. Under the command of the club’s safety leading team, the members and responsibilities of the work safety leading team are clarified, and safety education and training are conducted for all the employees of the club according to the requirements of the club work safety responsibility system so as to make the work safety standardized and institutionalized. The club also adheres to the administrative safety duty system, conducts inspections at the stadiums every day and makes records, finds out safety risks and points out to the party concerned and timely reports to the club leaders for their opinions.

In order to create a good safety atmosphere, the club takes a series of measures to strengthen people’s awareness of safekeeping their belongings, such as banners, safety warning signs and other means of publicity and education. The swimming club also provides the swimmers safe deposit box for valuables for free, removing their worries of property loss. In the opening hours for swimming, security guards in their uniforms shall strengthen the patrols in the locker rooms, which will increase the deterrence and improve the safety index. Property losses never occurred in the swimming pool locker rooms throughout the year 2015. At the same time the club has strict regulations for the lifeguard appointment and only those certificate holders shall be employed. There are inspectors around the swimming pool who will discourage swimmers running around the pool or diving in shallow water and other dangerous acts to ensure their safety. Before each semester, the natatorium coaches shall check swimming teaching auxiliary equipment to ensure students safety. The club has appointed a special safety guard who will pay much attention to the junction of the deep water and shallow water, where is prone to accidents. In 2015, thousands of students from more than ten schools were trained in the swimming pool and no accidents occurred. As a result the club was recognized by the Education Bureau. The swimming club has strict physical examination to prevent people with skin diseases, high blood pressure and heart diseases from getting into the swimming pool. It also continues to record the natatorium safety diary and improve the natatorium security warning signs. In servicing the 70-year-old or above swimmers, the club provides them with red cap and has established the electronic real-time data monitoring center in order to conduct real-time monitoring over water temperature, PH value, turbidity and other key data.

3.2.5 Electricity Security Intervention of Old Residential Area

For the electricity security risks of old housing (Shuntian village and Dingxing district are still using the outdated switch blade) , the sub-district has started the "Bright Project - Urban Old Residential Installation Renovation". Currently there are two residential committee pilots: Junle and Dingxing, with a total of 706 households renovated in Junle and 496 in Dingxing residential areas.

East Nanjing Road community continues to improve the injury monitoring process, and further improve the accident and injury monitoring network in order to grasp the prevalence of community injuries and risk factors, which will be taken as a scientific basis of the intervention.

Major ways of injury data collection of East Nanjing Road community:

(1) Non-medical institution injury monitoring station: Injury monitoring station is set up in 19 residential committees, schools within their jurisdictions and community units. There are special persons responsible for the injury monitoring and case registration. They need to fill up the injury report and submit to the Prevention and Healthcare Office of Community Health Service Center.

(2) Community Health Service Center injury monitoring station: The station shall collect, sort out and analyze the statistics of residents' medical treatment records in Community Service Center and report to the Establishment Office and District Center for Disease Control and Prevention.

(3) District Center for Disease Control and Prevention: The injury treatment records of residents in East Nanjing Road sub-district submitted by second-class or above hospitals in the district and Community Health Service Center will be reported to the Establishment Office by District Center for Disease Control and Prevention.

2. Accident and Injury Records Collection, Sort-Out, Analysis and Feedback

All specialized departments of East Nanjing Road community shall respectively record different types of accidents and injuries, and conduct monthly injury data sort-out and submit to the Community Establishment Office.

(1) Traffic Injury Records

Real-time records made by the squadrons under the district traffic police detachment

(2) Fire Accident Records

Real-time records made by the squadron under the district firefighting detachment

(3) Social Security and Violent Injury Records

Real-time records made by the police station of the East Nanjing Road Sub-District

(4) Occupational Injury Records

Real-time records made by Safety Office of the East Nanjing Road Sub-District Community

(5) Hospital Injury Data Collection

Community injury monitoring stations shall collect the daily data, fill out the “Injury Monitoring Report”, and submit monthly the injury data to the Community Health Service Center, which will report to the District Center for Disease Control Center.

3. Management of Accident and Injury Records

1. “Shanghai Injury Monitoring Personnel Registration” is saved by the District Center for Disease Control Center for 5 years.

2. The functional departments shall respectively collect and sort out the related accidents and injury data by means of accountability at all levels. The data preservation period is determined by corresponding functional departments based on the file management system.

3. The District Center for Disease Control shall analyze the accident and injury data, and put forward injury intervention suggestions. The professional work groups shall apply the analysis results to the project feasibility assessment, project process assessment, project effectiveness assessment and the overall safety performance assessment, which will provide basis for plan and project adjustment.

G Rule 5 A system for recording the frequency of injury and its causes

5.1 Information of accident and injury and the channels to get it

5.2 How does the accident and injury data pass and go public

(1) Every injury monitoring unit of neighborhood committee report injury information to the Community Health Service Centre every quarter;

(2) The departments of traffic, fire protection, safety production, and others report injury information to the Sub-District Safe Committee Office every quarter. After collection and analysis, the information will be reported to District Center for Disease Control;

(3) The Community Health Service Centre reports the information of patients first injured Sub-District Safe Committee Office every quarter, later reports to the District Center for Disease Control after collection;

(4) District Center for Disease Control analyses the data of accidents and injuries, and compiles Injury Assessment Report, and reports it to the Sub-District Safe Committee Office;

(5) handing the Injury Assessment Report to the member of Safe Community Promotion Committee.

5.3 Recording and application of data information

The injury data information is recorded by the departments in 5.1, and it shall be kept uniformly preserved by the District Center for Disease Control and the keeping period is not less than five years.

Each quarter, the District Center for Disease Control will study and analyze the data information reported by the Community Health Service Centre and Safe Community Promotion Office to make the Injury Assessment Report reporting to Safe Community Promotion Office and the related project groups, to adjust the plan and project implementation, and to formulate the continuous improvement plan.

H Rule 6 The evaluation method of safety promotion project, work process and change effect

6.1 The evaluation method of safety promotion project, work process and change effect

6.1.1 Evaluation method for the implementation process and effect of safety promotion project

In the process of formulating safety promotion project work plan, we organizd expert panel discussion and on-site inspection, evaluate the feasibility and applicability of safety promotion project.

6.1.2 Evaluation method of damage detection and rectification

We regularly organize safety inspection and special inspection of work places and public places, to know how to find out the hidden dangers and how to make rectification and make on-site verification, and to make sure whether the hidden dangers are adequate, whether the rectification is thorough, and whether the results are valid.

6.1.3 Evaluation method of annual work

At the end of each year, the community units, street departments and neighborhood committees will carry out self-assessment according to the work plan and work objectives formulated at the beginning of the year. At the same time, the community safety construction leading group held a promotion conference on the construction of safe community every year, to evaluate the overall work of the safe community and the various safety promotion projects, and to put forward the improvement requirements.

6.1.4 Evaluation method of injury monitoring

The District Center for Disease Control analyses the results of medical injuries surveillance reported by community health service centers and the injury surveillance units, and compares with analysis results of the previous year.

6.1.5 Evaluation method of accident monitoring

The accidents of safety production, traffic, fire and other aspects in the community are analyzed in terms of types, injury time, injury source, injury grading, and the number of injuries, by the Sub-District function dept., allying with public security station, traffic police squadron, urban management squadron, fire brigade and squadron, etc.

6.1.6 Evaluation method of household survey

We make the household survey by random sampling to judge residents’ awareness rate and satisfaction of safe community.

6.2 Application of the project evaluation results

According to the materials and information of the accident and injury data, we evaluate the results, make the continuous improvement plan, adjust the project in the implementation, and plan new project.

6.3 evaluation results

The evaluation results of the safety promotion project plan, implementation process and effect are described in guideline 2 and 3.

Through the construction of safe communities, the number of accidents and injuries has decreased significantly:

Traffic safety: Through the implementation of mass passenger management project, the road traffic congestion situation has improved, the number of traffic safety accidents and casualties have decreased, and community residents’ the traffic safety awareness has improved significantly.

Fire safety: After the implementation of project intervention measures, no major fire accidents occurred in the region in the past five years. In the case of fire in some residential buildings, because the residents called to the police in time and used the fire extinguishers provided by the community, actively carried out firefighting and rescue work, some of the smaller fires have been put out when the firemen got to the scene. This shows that the early efforts to carry out fire safety publicity and education activities, the popularization of fire safety knowledge and strengthen the training on putting out the initial fire, have achieved a certain effect. In the future, it will analyze the causes of residential fire, strengthen the intervention measures, and continuously deepen the work of the fire protection (home) safety projects, to ensure the residential fire safety.

School safety: we strengthened the campus safety management, formulated and perfected the safety management systems and emergency plans, and established the campus emergency network; Built the campus perimeter renovation coordination mechanism, the surrounding environment of the campus has been improved; The protective measures of " dressing" are adopted for all the support bars of basketball stand in the campus; In order to avoid accidental injury to teachers and students, the angle of the outside corner of the blackboard in the classroom is cut and processed into a plastic fillet; Various forms of campus safety education have been carried out. Since the establishment of the safe community in 2015, there have been 124 security lectures, 48 training, 22 emergency exercises and 12240 person-time; the number of campus injury events and the number of injuries in the community showed a downward trend.

Sports safety: Through the implementation of a series of sports security promotion projects, the community sports security work has achieved certain effect. All the residents initial formed sports awareness, self-protection awareness and prevention of injury awareness. Through questionnaire survey, we find that the community residents' awareness rate of sports security reached 98 %, the awareness rate of first aid knowledge reached 90 %, and the safety satisfaction rate of sports reached 97 %. Through the injury monitoring, statistics, analysis and implementation of sports security, it greatly reduced the probability of accident injury events in sports places, and played a significant effect.

Workplace safety: According to the accident data statistics analyzed by the District Administration of Work Safety in 2009 - 2015, the number of accident happened at East Nanjing Road dropped year by year, the rectification rate of the safety hidden danger increased year by year. There are no major safety accidents in this area (5 safety accidents in 2009, 4 in 2010, and zero in 2011 - 2015) , and the situation of community safety is stable and controllable.

Public security: According to the data of public security cases provided by the East Nanjing Road Public Security Bureau, the number of burglary cases dropped from 2009 to 2015 (from 125 in 2009 to 28 in 2015) . Through launching measures of civil defense, technical protection and implementation of public security prevention and control, community residents and departments’ life and work safety has been improved.

The results of household survey showed that the residents were satisfied and partially satisfied with the safety community.

In 2012-2014, street safety community building offices focused on the emphatic crows of security promotion projects, conducted three community safety satisfaction KAP sampling surveys that a total of 9000 questionnaires were distributed, and 8500 effective questionnaires were collected. As can be seen, most of the community residents can use security knowledge to actively prevent and reduce the occurrence of injury.

Appendix 1 Analysis report on injury monitoring of residents in East Nanjing Road Sub-District Community in 2015

Background

Injury and infectious disease, chronic non-communicable disease, known as three major public health problems that endanger human health, seriously threaten the people’s health. In order to know the impact, characteristics and changing trends of injuries on residents’ health and quality of life in this area, we analyzed the data collected from the public health monitoring network of East Nanjing Road Community in Huangpu District in 2015, including routine monitoring, cause of death monitoring and so on. This provided scientific basis for the prevention of injury.

Overview

The crude death rate of the residents in East Nanjing Road Community in Huangpu District in 2015 is 39.59/ 100,000, and the standardized death rate is 14.50 / 100,000, which is obviously lower than the crude death rate, which reflects the impact of population aging on death rate to some extent. The cause of death is in the fifth place of all causes of death in our community in 2015.

From the results of case analysis of the injury monitoring, the age distribution of the residents in my community was mainly 40s, accounting for 49.5 % of the report cases. The injury was the main fracture, 44 cases (48.4 %) . The second was contusion / abrasions, a total of 43 cases (47.3 %) . The incidence of injury was mainly at home, 67 cases (73.6 %) . The second is public places, 11 cases (12.1 %) . The incidence of activities, when injury happened, mainly was housework / learning, a total of 62 cases (68.1 %) . The second was leisure activities, 20 cases (22.0 %) . The cause of injury mainly was tumble / fall, a total of 86 cases (94.5 %) . The second was non-motor vehicle accident and blunt injury, 4 cases (4.4 %) .

Objects and Methods

I. sources of information

Data of death: The death card of residents from Huangpu District in 2015. The death of the injury was confirmed by the professional staff of the District Disease Prevention and Control Center after medical treatment; Death in home or other places was confirmed by autopsy of public security department or by household survey made by professionals of the community health service center.

Injury monitoring data: From a secondary hospital (Ruijin Hospital luwan branch) in East Nanjing Road Community, included in the injury monitoring network established by Huangpu District disease prevention and control center in 2015.

Population data:All the population data are obtained from the Household Registration Section of Huangpu District Public Security Bureau.

Ⅱ. Research methods

Etiological classification: The death case of residents is coded by professionals according to the international disease classification rules (according to ICD - 10 in 2015) .

Monitoring method: The patients who come to the outpatient and emergency of the community health service center fill out the Shanghai injury report card and it all will be put into computer; the professional staff of the District Disease Prevention and Control Center make the data audit every month.

Statistical method: The Access data is converted to excel or SPSS for statistical analysis. SPSS13.0 is used for data processing and statistical analysis.

Part one: Analysis of injury death

1. All cause mortality

According to the sequence of the causes of death, injury death was the fifth of all cause mortality of the residents in our community in 2015, accounting for 3.95 % of all deaths. See table 1-1 for details.

2. Injury mortality rate of age groups

In 2015, the crude injury mortality rate was 39.59, and the standardized mortality rate was 14.50. The mortality rate increased gradually in the age group of 75 years old, and the mortality rate of the group of 85 was up to 447.09 / 100,000. See table 1-2 for details.

3. Age-specific Causes for Death of Different Injury Types

Causes for injury death of different age groups differ. For young people (below 40 years old) , moto vehicle traffic accident and suicide are main causes for injury death. For the aging group above 65 years old, accidental fall is one of the main causes for injury death of the elderly. See Table 1-4 for details.

Discussion

Part I:

From the perspective of rank of cause-specific death, injury death was in the fifth place among all cause-specific deaths of registered residents in our community in 2015. The injury mortality of age groups began to increase after the age of 70; the standardized injury mortality is obviously lower than the crude mortality, which may have something to do the aging of population in our community.

Causes for injury death of different age groups differ. Suicide is the major cause for injury death of young and middle-aged group. For the aging group above 80 years old, accidental fall is one of the main causes for injury death of the elderly.

Part II:

According to analysis results of all-year injury monitoring data of the community, the 40-year-old~ middle aged people are primarily the injured objects among the monitored cases. The causes for injury are mainly fall (94.5%) , suggesting that injury intervention in the community can start from preventing the elderly from falling, so as to strengthen publicity and education as well as the elderly’s anti-falling awareness. On the other hand, most monitored injuries have taken place at home (73.6%) , suggesting that injury prevention efforts in the community can commence with the home environment, and evaluate potential risk factors, for the sake of preventing and reducing the occurrences of injuries at home as much as possible.
