|SUMMARY OF MAIN DUTIES | |
| |
|Main Duties: |
| |
|Support the Chief Finance and Commissioning Officer in developing effective strategic financial planning, financial management |
|and leadership of the finance function. |
| |
|To deputise for the Chief Finance and Commissioning Officer on all financial matters, including fulfilling the role of Deputy |
|Section 151 Officer for the Office of the PCC (OPCC). |
| |
|Co-ordinate the drafting of the Medium Term Resources Strategy and Reserves Strategy, in consultation with the OPCC’s Senior |
|Leadership Team (SLT) and the Force’s Head of Finance. |
| |
|Lead on the production of key financial reporting for senior management and the PCC, including working with the Force’s Head of|
|Finance to co-ordinate preparation of the revenue budget, timely revenue budget monitoring (including savings plan delivery) |
|and final accounts production. |
| |
|Support the Chief Finance and Commissioning Officer to lead on all aspects of capital for the PCC and Force, including |
|programme development, monitoring and capital financing. |
| |
|Promote effective financial management, control and reporting by ensuring a coherent financial control, policy and procedural |
|framework is in place. |
| |
|Liaise with partners to make payments of funding, and resolve queries as necessary, from the Commissioning budget |
| |
|Provide support to the integration of strategic and financial planning processes. |
| |
|Ensure appropriate controls are in place for the allocation of funding and assist with the preparation and/or review of funding|
|bids. |
| |
|Oversee and review the performance of the financial accounting process, including liaison with the Force finance function, |
|external auditors and the audit committee. |
| |
|Oversee and review the performance of the treasury management function |
| |
|Exercise control over the allocation of resources including grants, reserves and the funding of the capital programme. |
| |
|Monitor receipt of grant and other income (approx. £5m + £1.5m other) |
| |
|Prepare as and when required management information and other reports |
| |
|Responsible for the completion and submission of statistical returns and grant funding bids in a timely fashion, including |
|monitoring and adhering to specific milestone dates |
| |
|Provide financial advice on grant and commissioning proposals to Chief Finance and Commissioning Officer and the Partnerships |
|and Commissioning Manager |
| |
|Identify and recommend opportunities for innovation and improvement in financial services. |
| |
|Liaise with SYP staff and other stakeholders as required |
| |
|Assist with other accounting and financial procedures as and when required |
| |
|Work with the Commissioning Officer to take part in the assessment of grant applications as required. |
| |
|Contribute to the ongoing development of the commissioning systems and processes |
| |

|Assist with all requests for information under the Freedom of Information Act, ensuring compliance with the legislative |
|timeframes and to produce performance management information |
| |
|Contribute to the development and maintenance of administrative systems within the OPCC |
| |
|Undertake such other duties, commensurate with the nature and responsibilities of the post |
