Dear Child Care Provider:For over 20 years, the Department for Community Based Services (DCBS) has administered the Child Care Assistance Program (CCAP) through various contracted service providers. Currently, the Child Care Council of Kentucky provides CCAP eligibility and provider payment services statewide. Child Care Council eligibility staff are co-housed with DCBS staff in 117 of the 120 counties.Ninety-three percent of CCAP recipients receive other DCBS services, such as Supplemental Nutrition Assistance Program (SNAP-formerly Food Stamps), Kentucky Transitional Assistance Program (K-TAP), and /or Medicaid benefits. Under the current structure, citizens can make a single application for SNAP, Medicaid and Kentucky Transitional Assistance Program with a DCBS worker. However, currently a citizen must contact Child Care Council separately to apply for CCAP. Furthermore, a recipient of multiple benefits, such as SNAP, Medicaid and CCAP must report changes in their circumstance to both DCBS and Child Care Council.Changes to CCAP Family Eligibility and Enrollment Services: The online service, called Benefind, is the single access point for Kentuckians to apply for programs like Medicaid, the Kentucky Children’s Health Insurance Program, the Supplemental Nutrition Assistance Program (SNAP), or food benefits, and Kentucky Transitional Assistance Program (KTAP), or cash assistance.Effective October 1, 2017, DCBS will be adding CCAP to the Benefind System. Citizens will be able to apply for all of their benefits with a single application or add programs as needed. Consumers of CCAP will be able to conduct business with DCBS by walking into a DCBS office, over the phone, or create a Benefind citizen account to access the self-service features of the system. Furthermore, when recipients have a change in their circumstances, such as a change of address or employment, the recipient will be able to report this change and have it applied across all of their benefit programs at the same time, alleviating the need to contact both DCBS and Child Care Council.Therefore, effective October 1, 2017, CCAP eligibility and enrollment will be made through a DCBS worker, and not a Child Care Council worker. This includes making a CCAP application, completing a CCAP annual renewal, and reporting a change to their CCAP eligibility and child care enrollment. Changes to CCAP Provider Payments and other Provider Services:Also effective October 1, 2017 the DCBS Division of Child Care (DCC) will assume responsibility for the following:Making CCAP provider payments and payment adjustmentsProvider application to accept CCAP paymentsProvider overpayment claims (establishment as well as payment collection)How will this affect CCAP providers?If you bill for CCAP payment via the CCAP Provider Portal, nothing will change If you bill for CCAP via the hardcopy billing form DCC-97 through the mail, starting October 1, 2017, you must return your billing form to the Division of Child Care at the address below.Effective October 1, 2017, all CCAP providers will need to contact DCC at: 1-844-209-2657 (Toll Free)The Department for Community Based Services, Division of Child Care, 275 E.
