MEETING MINUTES

The meeting was called to order at 8:01 a.m.

Minutes:

Minutes of the August meeting were approved as submitted.

Treasurer’s Report:

Marty reported our current balance to be $2,728.57 after $123.46 was spent on pizza for last month’s luncheon.

Damage Report:

Marty handed out the substructure damage summary. No damages were reported for the month.

Old Business:

Contractor’s Night was moved to Wednesday, October 17th because of conflicts with Spooky’s.

Bill would like to see a good representation from everyone affiliated with our council. Patsy at Chenowith PUD will be collecting door prizes for those who want to drop them off early.

New Business:

Bill attended the quarterly OUCC Meeting in Medford last Thursday. It was a good meeting with some changes in the laws. Check out the OUCC website for the changes that have been made in the book.

The next quarterly meeting in December is at Lincoln City at Chinook Winds Casino. Bill told us the state is going to require representation at their quarterly meetings before they issue councils their $1,000 checks. Bill feels our representation at meetings is picking up and moving in the right direction.

Bill asked this question—if engineering specs say that a contractor is responsible for protecting utilities for up to 4 to 5 feet of the marks, how do we mark these? Dale suggested we call the agency and ask why certain specs are being used since everyone uses ODOT and APWA standards and specs. If those particular specs are needed, reflect that cost on the bid.

Paul Titus informed us he is being appointed to a PUD position on the OUCC State Board and is awaiting the appointment by Governor Kulongoski.

❖ Mike is on vacation

❖ Replacing a few bridge decks and stringers on 5-Mile Road

❖ Finishing up the chip sealing on Wells Road, Carroll Road, Orchard Road, Rail Hollow, River Road and Bret Clodfelter

❖ Starting the Seven Mile Hill realignment

❖ Finishing up with manholes and catch basins on the Chenowith Intertie project

❖ Lone Pine project is moving along

❖ Two demolition jobs in The Dalles

❖ Backfilling at Columbia Gorge CC, hoping to be done in 6 weeks

❖ Rock Creek Slide Area in Stevenson—massive cleanup job, running 2 crews a day for 2 weeks and lots of equipment being used

❖ Clearwell Project for the City

❖ Subdivisions in Hood River and all over

❖ Putting in 1,000 feet of underground on the lower berm of the landfill on Steele Road

❖ Short runs to individual residences

❖ 1.5 miles of underground on Juniper Flat off Rd 216, heading south

❖ 3,000 feet of 3-phase underground near Wamic

❖ Working in conjunction with the phone company laying conduit and section cabinets for 5 to 6 miles on Rd 44 into Camp Baldwin

Randy Seibel – City of The Dalles Public Works

❖ New sewer line between Kelly & F Streets and 7th & 8th Streets within the next month

❖ Several sanitary sewer lines to individual residences

Dale McCabe - City of The Dalles Public Works

❖ Maintenance of water lines and hydrant flushing

❖ Finished Eastside Intertie Project Phase I with Crestline

❖ City is surveying for Phase 2 of the Intertie Project and will design the project this winter and contract it out next spring

❖ Awarded the bid for the East Fremont Collector Project to Crestline Construction. Project should start within the next few weeks

❖ At Monday’s city council meeting a discussion will be held on widening 10th Street from J to Lewis Streets

Paul Titus – Northern Wasco County PUD

❖ New underground cable to Westside Village

❖ New pole at Lone Pine near 3-Mile Creek

❖ Service to new condos and townhouses at E. 14th & Washington

❖ Replace the underground at Garrison & W. 22nd

❖ Setting a pole for a radio repeater for Chenowith PUD on 7-Mile Hill

Pat Smith – Oregon Dept. of Transportation

❖ Working mostly in Sherman & Gilliam Counties on wind farms

❖ Been approached to lay fiber optic on 216 over the ridge to Tygh Valley but it has to have a 48” depth so it is questionable if the project will proceed

❖ Painting is winding down in Wasco County

With no further business, the meeting adjourned at 8:31 a.m.
