Pre-amble to OFFICIAL DUNCAN CURLING CLUB SAFETY PLANFirst of all, I would like to thank all of the committee members for the great many hours (over 100) we spent reviewing documents, developing plans and discussing issues. There will be many more hours spent in implementing items in this document. Committee members are: Vicki Sjoberg, Kelsey DenToom, Kelly Meikle, Lara Stuart, Cathie Montague, Nolan Reid, and me (Stephen Wiles). We also had some input from our President, Brent Dellebuur, Victor Gamble, Kathy Morencie, and our members through the survey sent out. In addition, the Board met to determine if the season would be financially viable with the constraints of the CoVid19 regulations and maintaining adequate safety for our members/staff. The guidelines throughout this document are subject to change due to on-going CoVid19 requirements issued by provincial and municipal government organizations, viaSport, WorkSafe BC, Curl Canada, Curl BC and the Provincial Health Officer. We will work closely with all health authorities to notify club members and staff of any potential exposure risks, and we have taken the following recommended steps:completed a Co-Vid-19 risk assessment, and have addressed these through the adoption of safe work procedures, elimination of risk, and introduction of PPEidentified areas where people gather, and have placed signage on the walls and floor to manage people flow. We have implemented SOP’s (standard operating procedures) to provide 2 metres of physical distancing between staff members/volunteers and curlers.hand sanitizer stations are located near doors and other high touch locations (still considering more locations).I would like to remind all curlers that our purpose is to provide an enjoyable recreational activity, as well as keep all curlers and staff safe. That means we have had to make some difficult decisions regarding equipment sharing, safety measures, entrance and exit protocols, movement of people within the building, storage, washroom usage, sanitization methods and products, etc. We realize that you have to make some difficult decisions too about whether to participate or not, and how you can fit into these procedures and protocols we have come up with. Also, you have to rethink what should be brought to the curling rink. Please minimize what you bring as there is little storage(small wallet, fanny pack rather than bag/purse.)RETURN TO CURLING SAFETY MEASURES AND RESPONSIBILITIESNo spectators may come at this time, and there will be no scheduled or unscheduled practice times. Re-evaluation will occur monthly, and posted if either spectators or practice times are allowed.Please remember that physical distancing (a broom length away) is the most important measure to keep in mind for the safety of all participants. It needs to be considered in all your movement throughout the building. You are ultimately responsible for your health. Please touch as little as possible, use sanitizers as often as you need to, and respect personal space and hygiene of everyone. Do not move chairs or tables, as they are positioned to maintain appropriate physical distancing. Most importantly, “Do not come to the Curling Club if you have any symptoms”.Remember to bring your own mask with you for moving in and around the curling facility. Usage of a mask on the ice, or in the upstairs lounge, once seated, is not necessary. Please also bring your own tissues as the club will not be providing them at this time.All spares will have to be members of the Club. That means individuals will have to be playing in at least one league as a regular, paying member in order to spare. No drop-ins will be allowed to practice curling during league play. This measure is to assist in contact-tracing should a case occur at the Club. There are links throughout this document to assist you in navigating through a safe season. They include a Co-Vid19 Self-assessment tool ( ), and resource documents and forms from Curl BC and Curl Canada. Use the Control – click method to activate them (press on control button, then click on link)Please note that the downstairs handicapped washroom, is now the ladies washroom. The downstairs ladies’ washroom is now a Co-Vid19 Wellness Room should a case occur. Only 1 person per washroom at a time is allowed. Other occupancy limits are in the plan below.ISSUES RELATED TO BEFORE GAME TIMES AND COMING TO THE RINKMany things that you normally do at the rink need to be considered to be done at home. You will need to do all pre-game activities at home: knowing sheet #, change area location, and draw time; stretching and warm-up; having all of your equipment in your vehicle instead of at the rink. League chairs will inform curlers about schedules, sheet assignments, and rock colours as league times on sheets have been staggered to allow physical distancing while entering and changing. Do not arrive too soon, as you will not be allowed into the building early. This season all league reps, including the Monday and Wednesday senior leagues, and the Competitive Master Mixed league (PCMCA) on Thursday Mornings, must provide the “first half of the season” schedules via email, and should have it posted online as we have now eliminated white boards. It will be the responsibility of a team designate to post the score on the online schedule, or on whatever else the league chair organizes. It is important for the league coordinator to pre-determine rock colour as well as sheet times because the yellow team (one member) will be responsible for cleaning all 16 rocks for the sheet prior to entry onto the ice of other players. Materials for cleaning will be made available. Please leave as many personal items in your vehicle other than your curling gear (broom/sliding device/shoes). We have limited space to store items. We would encourage small bags, however, curling bags will also be allowed. The bags and shoes will need to be stored in the designated areas for each team – under chairs/tables so as not to create tripping or touch hazards.As you enter the building, sanitize your hands with the sanitizer provided, and proceed to the change area. Each team member must sign into a book located at the entrance for Contact Tracing. Please include at least one phone number of a team member, as it is required for contact tracing.Once your shoes are on, and the designated yellow member has cleaned all 16 rocks, you will proceed directly to your sheet following the directions discussed in the document. No handshakes before the game please. Coin toss will be for choice of hammer only, not rock colour.Lastly, one thing every curler needs to think about is his/her pre-shot routine. Do you touch your face, your lips, your eyes, your knee, your derriere, etc.? Have you touched other items, then go through your pre-shot routine? Something to think about…be safe!!Happy Curling ! Co-Vid19 Committee and DCC Board of Directors**Should you wish to see the entire working document…50 + pages, you may contact the Committee Chair (s.wiles@shaw.ca)OFFICIAL DUNCAN CURLING CLUB SAFETY PLAN….OCT. 23, 2020Physical Distancing, Assessment of People, and Ventilation are considered by Dr. Bonnie Henry to be very effective measures to reduce getting Co-Vid19. The Duncan Curling Club is committed to protecting the health and safety of all members, including workers, volunteers and curlers. Although we want curlers in the building, we remind everyone to consider your own risk - “If you are at higher risk of experiencing serious illness from Covid-19, consider limiting or avoiding participation in sport activities for the time being.”At this time, “curling community” includes all curlers who have been previously participating with our curling club, or live in the area. There is no restriction from Curl BC on how many clubs you may curl with, and we have checked with local curling clubs on restrictions. There are none in place thus far.Limiting the number of people and physical distancing are the most effective practices against CoVid19. Remember to stay a broomstick away (2 m) from everyone. No spectators are allowed, at this time, and no coffee shop or food services will be available either.Using washrooms: We will provide sanitization materials for cleaning. In this time of CoVid19, we will be cleaning washrooms regularly, but recommend you take personal precautions to minimize transmission possibilities.We require that all staff and club members who are feeling ill to stay home. No person is permitted in the curling club premises if:He/She is not feeling well, or experiencing any CoVid-19 like symptoms during the past 14 days. Symptoms include: fever, chills, new or worsening cough, shortness of breath, sore throat, and new muscle aches or headaches.Someone in your household has Covid-19 or is showing symptoms of Covid-19.You have traveled outside of Canada within the last 14 days.Someone in your household has traveled outside of Canada within the last 14 days.Anyone found in non-compliance with the above symptoms will be asked to leave the club immediately.Proper sneezing/coughing ‘etiquette’. If you need to sneeze or cough, please cough/sneeze into your elbow area by bringing your arm/elbow joint towards your nose.All members/curlers in each league will be required to sign a Co-Vid19 declaration and waiver (may be check box in your online registration form) at the beginning of the season. If you are required to miss a game due to Co-Vid19 symptoms, you will be required to re-attest to the declaration and waiver again. If you are entering the rink, and sign, or have a team mate sign, the contract tracing book, then you are affirming that you have no COVID – 19 symptoms. Every curler, plus any other individual, in every league shall be required to sign the contact tracing book upon entering the rink. This may be done personally, or by one team mate who signs in the entire team (one phone number required if one member signs for the team. If you sign individually, then a phone number shall be placed in the book.PROTOCOLS IN PLACEMask information for workers and techniques for proper mask wearing will be covered by a board member (Health and Safety Chair).Worker Protocols:If a worker is severely ill (e.g., difficulty breathing or chest pain), call 911. Clean and disinfect any surfaces that the ill worker has come into contact with. Sick workers will be asked to wash or sanitize their hands, provided with a mask, and sent home to isolate.Masks are not required for servers or other staff unless physical distancing is impossible. Some may be wearing a face shield, and rubber gloves (sanitized and/or changed frequently).Sanitize everything on a regular basis. Wash hands regularly, upon arrival at work, before and after breaks, and after touching common equipment or high touch areas.Only the bartender touches the glasses on the tables once empty(will be wearing gloves)Hand sanitizers are to be placed on each table, in washrooms, at all entrances and exits, and on the barClean tops of kegs & connection pieces when installing new kegs; wash hands before and afterCurler Requirements:Only registered league members will be allowed into the club, and onto the ice surface.Spares must be paid, registered members (and in a league) of the DCC and Curl BC. If you are not curling in a league this year, you are not eligible to spare. Spares may be 5th or 6th members of a registered team, as long as they have paid the $50 person co-vid fee, and have participated in the payment process of that team.Masks (face shields are acceptable)for curlers shall be used (DCC will not provide masks for curlers) as follows:Each participant will don a mask properly (i.e. nose and mouth must both be covered), or a face shield, before entering the building, and wear it in the lobby and onto their designated ice sheet. Masks may be removed once on the ice, but must be stored in personal pockets (not on the backboard). Once the game is finished, masks must be donned again to go back into the lobby and upstairs, or until you exit the building. Masks may be removed once upstairs, but shall be placed back on when leaving the upstairs area to exit the building.No borrowing club equipment. Due to CoVid19, and the risk associated with sharing equipment, we have placed all Club equipment (brooms, sliders, grippers, sliding aids, sticks, etc. into storage at this time, until we return to near normal status. You will have to purchase your own curling equipment (except juniors who will be provided with all equipment for the season, but must take home, and bring back for each practice). SENIOR LEAGUES DURING THE DAYSeniors are going to have to clean surfaces in the lower floor area (see below).You must have designated senior representatives/volunteers disinfect the downstairs high traffic/contact surfaces: rocks, score boards, measuring devices, chairs, doors, etc. The upstairs lounge will not be open after the game. You must leave the change area and exit the building as quickly as possible so that physical distancing is maintained, and cleaning for the next curling game can be completed by the aforementioned volunteers.May borrow/rent sticks from senior coordinator as discussed at Board meeting on Sept. 30, 2020. May also rent broom from junior program coordinator for the year ($5 cost). Brooms are to be taken home each day until end of the year. If sliding devices are available, they will be rented for $25, plus a deposit of $20 to be returned at the end of the season if undamaged. We have installed barriers when physical distancing between staff and members, or members and members, can’t be maintained, specifically in the bar service area, and changing areas.We will have signage posted throughout the club indicating guidelines surrounding traffic flow, waiting areas, shoe change areas, etc. Signage regarding hygiene has also been posted. Floor indicators (arrows, etc.) where curlers are to stand in the lobby, and while waiting to get onto ice, will be used. Procedures for Entrance, Exit, Getting to Ice and On-Ice:Coming Into the Building - Only 16 people at a time will come into the building. We have spaced draw times out by 7 minute intervals: sheets 4 and 5 participants first; 7 minutes later, sheets 2 and 3 players enter the building; then sheet 1 participants enter. The groupings are very specific in order to assure physical distancing. If there is not a full contingent of curlers on every sheet, the same system must be maintained. For example, if there is a bye on sheet 5, only sheet 4 curlers may enter in the first round, If there is a bye on sheet 2, only sheet 3 participants may enter in the second wave of curlers. The “16 only” process will minimize close contact between curlers. Please do not enter the building until the previous 16 are on the ice. The last person should let the next group know that the next group may enter the building. Once you enter the building:Wash or sanitize hands in entrance area, then enter the main building. You may also choose to sanitize your broom handle and sliding device in the entrance as you enter.At the entrance, there will be a Contact Tracing book; one member from each team will be required to record the players present, and leave one contact phone (person who signed in).Follow arrows on the floor to get to your assigned change area (You need to know what sheet you are on and what colour rocks you have as there will be no posted draw).Once Inside the Building/Change Area and SeatedChange into shoes as quickly as possible, and leave street shoes/bags under table or chair.Yellow team designated person for each sheet goes onto ice first to sanitize all 16 rock handles.Getting to the Ice Procedure (all will enter ice through sheet 1 door)Remaining 14 players shall enter the ice as a group with the appropriate “broom handle apart” spacing. Higher sheet # people first….(5 first, then4; 3 first then 2, 1)When the first 16 curlers (sheets 4 and 5) have left the change area, the next group of 16 (sheets 2 and 3) will enter (7 minute intervals hopefully). Remember: the higher numbered sheet players enter first in order to keep physical distancing. Finally, sheet 1 players will enter the building.We have eliminated sharing of ice time for safety reasons. No one will be allowed to utilize “extra, unoccupied” sheets of ice during league play. On Ice Procedures:Enter the ice through sheet 1 door, and exit the ice through sheet 5 door.Stones are to be lined up in a single line (1 to 8) along each side.Flip for hammer could be done before you enter the building.Team with hammer moves to designated markers on the left side of the sheet between the 2 hog lines. Skip moves to far end marker onto boards (left side).Team without hammer moves to throwing positions (one sweeper, one thrower and skip). Remaining team member is along backboards behind thrower on left side mark.Each curler throws the same 2 rocks throughout the game. Do not touch anyone else’s rock.1 sweeper only (same one) the entire shot. No sweeping behind t-line by either skip. Active sweeper may sweep his/her rock behind t-line, but not any opposition rocks.Skip, or third, of team with first hammer is responsible for scoreboard the entire game. Blue team cleans the scoreboard numbers at end of the game (designated person)All teams physically distance while the 2 thirds determine score. Team that scores is responsible for clearing entire house and placing rocks along sideboards in a line (order doesn’t matter).If measuring….3rds remove gloves and sanitize hands (before and after) measuring; also must sanitize the measuring stick when finished measuring. (Gloves are difficult to sanitize)At the end of the game, blue team designate cleans scoreboard, while remaining curlers exit via sheet 5 allowing for physical distancing and sanitize hands at top of stairs. Please leave the changing area as soon as possible by either leaving the building, or going upstairs to the lounge.**League coordinators should consider how to keep and record league standings.IMPLEMENTATION OF SAFETY PROTOCOLS/CLEANING PLANLara, Nolan and Bruce, as well as any additional staff required, are responsible for cleaning. They will determine necessary requirements for cleaning their areas. Staff must wash hands:upon arrival at work; before and after breaks; after touching common equipment or frequent touch pointsPlease read rock cleaning information mentioned below. It is the responsibility of curlers to clean/sanitize rock handles prior to the game. Supplies are available. DCC staff will sanitize all rock handles once a day.One designated team member (yellow rocks) will clean all 16 rocks prior to the game. At the end of the game, a designated team member (blue rocks) will clean each scoreboard number and return them to their original places.Practice physical distancing at all times while in the curling club facility.Please do not arrive earlier than 15 minutes prior to adjusted draw times for your scheduled sheet. You will have to wait outside, or in your vehicle if you do.A mask is mandatory in the lower lobby area, all hallways, and stairways of the facility. Once you get to your seat in the upper lounge, you may remove your mask. When leaving the upper lounge area, place the mask back on until out of the building.Use designated/marked waiting areas only – line control for waiting and entrance onto the ice surface is in place; please adhere to these procedures.Use the marked sanitization stations for hands, throughout the facility, as required. Please do not bring chemicals, sanitizers or disinfectants, or cleaning items for non-personal use into the Club. These can interact with our cleaning products causing adverse reactions with our chemicals. Should you require a surface to be cleaned, please use our products.Dispose of all disposable masks, gloves, tissues, etc. into the designated trash bins.Tissues will not be provided by the DCC, please bring your own.Water bottle filling will not be available; please bring your own filled bottle from home.Please leave personal items in your vehicle except for shoes/bags.Curlers are asked to be ready to curl on arrival at the Club. Shoe change areas (2 chairs per team) will be provided and clearly marked in the lower lobby area. Please do not use or touch another team’s chairs. Be COVID conscious. There is a small storage space on (coats), and under the table/chairs for shoes & bags.There will be no lost and found area during this season due to Co-Vid19. Items left, or found unattended will be removed by staff.Lockers will not be available, nor will the change room.Please observe occupancy limits in all areas.UPSTAIRS LOUNGEPool table and shuffle board game usage will be closed until further notice. These items have been moved, and stored against the wall. The couches in the upstairs lounge have also been moved and will also be out of usage.Minors – must use and remain in the designated area. Teams with minors will be provided with the appropriate table where minors can be seated. This location will be at the table closest to sheet 1 viewing area, near the stairs exiting the lounge.Tables will have a maximum occupancy of 4 patrons. These limits must be adhered to. The expectation is that there will be one team per table. No table-hopping, and no movement of tables or chairs. Only tables marked as clean may be used. Tables will be sanitized after each use, and clearly marked as such prior to next usage.All tables will be numbered so that the bar-keeper can deliver drinks to a specific table. The barkeeper will assign teams to a numbered table. Considering a text format with one team member to text Lara the team drink order to minimize movement in bar and line-ups blocking movement.IN THE EVENT OF A CASE, OR OUTBREAK (2 cases or more), contact tracing needs to be effective. Therefore, we need to know who is/was in the building when the case/outbreak occurred. To implement this, we will put the following protocols in place;A sign-in book will be placed at the entrance to the curling club: a pen will be provided - members will be able to use the pen and hand sanitizer or use their own pen. The book will be a large hardcover book; there will only be one for the entire club. That way, should we need to know who was in the building on a specific date, the information will be in one place.One member of each team will be required to sign in each time the team plays - recording the first and last names of the curlers (including spares playing)? ie: Team name; first and last name of players playing, and the phone number of whoever signs your team in.We have a very complete system for contacting our membership in the event of a CoVid 19 situation that requires contact tracing.? Should this situation arise, our membership would be notified. The aforementioned book will be used to identify any members not in our system who may require notification. Everyone should be signed in each day by one team member. It is especially important for spares’ names to be added if they play in place of a regular member.Any visitors, including delivery personnel, salesmen, or other non-curlers entering the building (excluding Lara and Nolan) will sign into the book (this will include any helpers for the ice-maker or Board of Directors, and volunteers should there be any)The league coordinator will be notified by the curler if he/she develops CoVid19 symptoms, and the league coordinator will notify Kelsey DenToom, who will notify the rest of the Board.Contact tracing will begin, along with notification to all teams who participated that day. Teams will be notified by Kelsey. Contact tracing of a possible case will be carried out by Lorrie Bell-Wiles, in consultation with Kelsey. The local health authority will be notified by the President of the Club (Board of Directors), and any media issues will be vetted by the President, or his designate.If necessary to move back to phase 2; we will consider keeping teams of 4, with a 3 people of the 4 person teams rotating weekly.Occupancy limits:Lower Lobby – 50Ice Surface – 41Office 1/Sales (Nolan) - 2Office 2/Bookkeeping area (Danny/Lara) - 2Changeroom (will be closed) – 0 except:Storage Room with Supplies/vacuum -1Lower Kitchen (will remain closed) – 0Downstairs Storage Area (back of kitchen through door) - 4Co-Vid Wellness Room (formerly the ladies washroom) - 2Lower floor washrooms (Men’s and Ladies) – 1 person per washroom at a timeHandicap washroom becomes ladies’ washroomLower hallway - transit area only…no loiteringStairMaster Stairway/Emergency Exit stairway – transit area only...no loiteringBar Service staff area - 2Bar Service patron area – 0 (order online)Upper Lobby/Lounge - 45Upper washrooms - 1 in each area (Men’s and Ladies)Upper storage rooms – 2 (staff and volunteers only)The Dance Floor is closed and will be used as additional space for upper loungeRESOURCES…. - Self Assessment Tool The following attachments can be found at the bottom of this document:DCC Illness PolicyWHO Handwashing TechniquesSanitizing, Disinfecting InformationDUNCAN CURLING CLUB ILLNESS POLICY Sample Illness Policy (Adapted from Allied Golf Association of BC) In this policy, “Team member” includes an employee, volunteer, participant or parent/spectator. Inform an individual in a position of authority (League Coordinator/President, Chair of Board if employed), or coach (if junior ) immediately if, you feel any symptoms of COVID-19 such as fever, chills, cough, shortness of breath, sore throat and painful swallowing, stuffy or runny nose, loss of sense of smell, headache, muscle aches, fatigue and loss of appetite. The league coordinator should then immediately inform the DCC Board of Director Chair, who will then inform the Board. Employees should inform the Board Chair, who will then inform the Board.Assessment Curlers and workers must review the self-assessment signage located throughout the facility before their shift/practice/game to attest that they are not feeling any of the COVID 19 symptoms. Managers/coaches/skips will visually monitor team members to assess any early warning signs as to the status of their health and to touch base on how they are regarding their personal safety throughout the workday/practice/game. If Team Members are unsure please have them use the self-assessment tool. or through the COVID-19 BC Support App self-assessment tool. If a Team Member is feeling sick with COVID-19 symptomsThey should remain at home and contact Health Link BC at 8-1-1. If they feel sick and /or are showing symptoms while at work, they should be sent home immediately and have them contact 8-1-1 or a doctor for further guidance. No Team Member may participate in a practice/activity/game if they are symptomatic. If a Team Member tests positive for COVID-19The Team Member will not be permitted to return to the workplace/practice/facility until they are free of the COVID-19 virus. Any Team Members who work/play closely with the infected Team Member will also be removed from the workplace/practice/facility for at least 14 days to ensure the infection does not spread further. Close off, clean and disinfect their work/practice/facility area immediately and any surfaces that could have potentially be infected/touched. If a Team Member has been tested and is waiting for the results of a COVID-19 TestAs with the confirmed case, the Team Member must be removed from the workplace/practice/facility. The Public Health Agency of Canada advises that any person who has even mild symptoms to stay home and call the public health authority of B.C. Other Team Members who may have been exposed will be informed and removed from the workplace/practice/activity for at least 14 days or until the diagnosis of COVID-19 is ruled out by health authorities. The workspace/practice/activity space will be closed off, cleaned, and disinfected immediately and any other surfaces that could have potentially been infected/touched. If a Team Member has come into contact with someone who is confirmed to have COVID-19 Team Members must advise their league coordinator, employer/coach if they reasonably believe they have been exposed to COVID-19. Once the contact is confirmed, the Team Member will be removed from the workplace/practice/activity for at least 14 days, or as otherwise directed by public health authorities. Team Members who may have come into close contact with the Team Member will also be removed from the workplace/activity for at least 14 days. The workspace/activity area will be closed off, cleaned, and disinfected immediately, as well as any other surfaces that could have potentially been infected/touched. Quarantine or Self-Isolate if: Any Team Member who has travelled outside of Canada within the last 14 days is not permitted to enter any part of the facility and must quarantine and self-isolate. Any Team Member with any symptoms of COVID-19 is not permitted to enter any part of the facility and must quarantine and self-isolate. Any Team Member from a household with someone showing symptoms of COVID-19 is not permitted to enter any part of the facility and must quarantine and self-isolate. Any Team Member who is in quarantine or self-isolating as a result of contact with an infected person or in families who are self-isolating, is not permitted to enter any part of the facility. World Health Organization hand-washing technique Sanitizing, Disinfecting and Sterilizing DefinitionsSanitizing refers to the removal of gross contaminants and visible material using soap and water, preferably a hot soapy wash.Disinfection refers to the process of cleaning using chemical means such as a bleach solution in order to destroy bacteria. A useful tool to use when determining the desired concentration of chlorine solution is the BC Food Safe online bleach calculator Bleach solutions should be made fresh each day. Smaller semi-porous medical items such as blood pressure cuffs should be soaked for 10 -15 in minutes in bleach solution ensuring to rinse with fresh water and let dry before storing. Products such as disinfecting bleach wipes should not be used to sanitize skin. Additional hard-surface disinfectants and hand sanitizers for use with areas which are suspected to be contaminated are available on the Government of Canada website. Sterilizing refers to elimination of 100% of all forms of life and biological agents from an object or surface. This is typically achieved through use of an autoclave or special chemicals, typically conducted in a hospital setting ................
