GENERAL MEETING- BOARD OF DIRECTORSOctober 27, 2020 – via Google Meet, 6:00pm Type of meeting: General Board meeting with Directors and President, open to public. Facilitator: Julie Franzen (Chair). Board Members: Steve Pope (Vice Chair), Dan Vander Pol (Treasurer), Rick Rosenkranz (Meeting Secretary), Mark Hargrove. School President: Bruce Kelly. Attendees: Michael Ahlen, Carol Meeuwse, Sigrid Jones, Dave Rehnberg, David Glass, Don Garnand, Vicki Shultz, Brett Ramsey, Jessica Burrows, Phil Conrod, Brian Ward, Al Stever, Nadine Fujimoto.Absent: None; all Board members in attendance.The meeting was called to order at 6:03pm with opening prayer by Julie Franzen. Minutes Approval: Approval of September 2020 General and Executive Minutes. Motion to approve: Steve Pope; Seconded: Julie Franzen. Minutes approved as revised/submitted by unanimous vocal vote.No other actions or approvals were conducted.Other Opening Business: Julie Franzen announced that Kent Bruce would be resigning from the Board effective immediately as he and his family transition to life in Arizona. Kent served on the Board for more than five years, leading and guiding RCS through some difficult times. His service to the school district is greatly appreciated. President’s Report, Bruce Kelly: LPPC – Adjusting well to the new hours of operation, but a potential COVID-19 infection affected the school’s Pumpkin Patch plans, which will now take place in November; school set to re-open November 9th; still need a lead teacher for the 2-year olds; Mrs. Trina has filled in nicely but leaves in January to have a baby.MVPC – Spirit week this week; entire staff doing well, but also hit by illnesses and the added stress; the school will use an online tool called Brightwheel for check-in/check-out; Karen Hastings deserves kudos for her transition to daytime janitor/maintenance for disinfecting and keeping the school clean and safe.KVE – Local baseball and softball groups using the baseball field have sanded and hydroseeded the field, and are also helping to put new blacktop in the basketball/playground area; the number of students participating online puts extra pressure/stress on staff to do “both worlds” (remote and in-person); COVID-19 cleaning/safety is wearing on the teachers and staff; new ELA is a challenge but teachers are striving to make it successful; praise for a recent $7500 donation; still giving tours to interested families.MVE – Enrollment is almost at 70; working on an “Amazing Race” type community event to bring families/kids together for fun while keeping interactions safe; as with KVE, MVE staff is feeling the stress doing “both worlds” of teaching (remote and in-person).RCMS – In-service discussions led to exciting ideas about grading philosophy; lack of substitute teachers is an issue; number of students struggling academically has decreased this year compared to last year.RCHS – RCHS was one of the few schools allowed to offer the PSAT on-campus; fall parent/teacher conferences will be held remotely this year, with detail still being finalized; pray for teachers/staff as COVID-19 is wearing people down.Question asked by Julie Franzen – Are there any plans to reopen the student store?Answer by Dave Rehnberg – Yes, since everything sold is prepackaged. Hoping to open next week.RCS-wide – Enrollment stands at 373 (350 in August, 367 in September).Athletics – Conditioning/skills/drills allowed under Phase 2, so girls volleyball and girls/boys basketball are rotating their practicing schedules; we still can’t host any league games at BDC, so pray that we find a venue to use as our home court; Bruce reported that at the recent meeting of Athletic Directors he got the general feeling that the ADs are beginning to realize it will be unlikely that COVID-19 will drop to a level that allows in-person sports competition any time soon.Finances – September net income = ~+$44K. FY 20/21 cumulative loss = ~-$333K. No new news regarding PPP forgiveness, but application should be received soon and Lindy with Chase will help Al Stever process the application. Hired OpenWorks Janitorial to streamline cleaning and daily maintenance to make campuses as safe as possible.HR – Year end audits for W2/1095 filings.Steve Pope asked if employees could donate unused emergency sick leave to those who run out. Sigrid Jones said that wasn’t allowed.Tech – Three more Logitech cameras purchased; added wifi access points at RCHS and MVE; added Comcast bandwidth at RCHS/KVE/RCMS; looking into intermittent phone issues at LPPC and network issues across the district; looking to streamline the online application and enrollment/re-enrollment process.President’s Items – With so many families new to RCS, teachers and staff feel like they are introducing Jesus and God to students, maybe some for the first time.Online Fall Auction begins this Friday. provides a compilation of reviews of local schools and thus helps referrals. Bruce said RCS value vs. reputation could be improved in order to get some positive PR via this tool.Looking for a home court option for basketball and volleyball.The district office staff are all going through some significant life changes and challenges and could use prayers.Safe re-open plan seems to be going well.Board will begin Trustee Training in order to help Board members better understand their Board roles. Open discussion time with attendees?: Mark Hargrove asked about the need to shut down LPPC if the child of the infected parent isn’t sick. Bruce responded that the CDC guidelines are that you assume those close to infected people are also sick and could potentially infect the staff, so that’s why LPPC was closed for 2 weeks.General session closed at 7:15pm with prayer by Bruce.Next General Board Meeting: November 24, 2020, 6:00pm – location KVE (or via virtual). ................
