2018 FSA/DCAP FAQs

1. Why is Allegiance asking me for verification? Flexible spending accounts are used to pay for eligible medical, dental, vision, pharmacy and dependent care expenses. Allegiance may ask you to provide proof of a transaction to ensure funds are used for the appropriate reasons, per IRS guidelines. Always keep your receipts and invoices, as you may be required to submit documentation of your expenditures.

2. How do I submit documentation if I am asked? Documentation can be sent electronically (), by fax or by mail to Allegiance.

3. What is considered an eligible expense? Visit for a list of eligible expenses.

4. How much can I contribute to my FSA/DCAP benefit? Active employees may elect to contribute up to $2,500 tax-free to their Medical Spending FSA.

Active employees may elect to contribute up to $5,000 tax-free to their Dependent Care FSA (DCAP).

5. Can I change my election amount? You may make changes to your election amount during the open enrollment period or if you experience a qualifying life event. Please refer to your benefits guide for a list of recognized qualifying life events.

6. I paid out-of-pocket for an expense. How do I file for reimbursement? Reimbursement requests can be sent electronically, by fax or by mail to Allegiance. For dependent care, if your provider does not accept Visa, submit the expense through the Allegiance website or complete a Day Care Contract if your monthly expenses are the same each month.

7. How and when will I be reimbursed? You may set up direct deposit for expense reimbursement via the Allegiance website. Claims are normally reimbursed within a week of Allegiance receiving the claim.

8. Will my funds rollover at the end of the year? No. Unlike the HRA, FSA/DCAP funds are "use it or lose it".

Dependent Care FSA (DCAP) funds must be used by December 31, 2018 and all claims must be filed by March 31, 2019. Any funds remaining after December 31, 2018 will go away.

There is a grace period ending March 15, 2019 to use your 2018 Medical Spending FSA dollars and all claims must be submitted by March 31, 2019. Any funds remaining after March 15, 2019 will go away.

9. I am enrolled in both Medical Spending FSA and Dependent Care FSA (DCAP). Are my funds combined? The Medical Spending FSA and Dependent Care FSA (DCAP) are separate. You cannot transfer funds between accounts or charge both accounts for the same expenditure.

10. I also have a HRA. Are my funds on the same card? You will receive a separate HRA debit card if you participate in the City of Dallas HRA medical plan. This is a Visa card that includes the Cigna logo. Remember, your FSA/DCAP card says "Allegiance."
