REGULAR MEETING - TUESDAY, SEPTEMBER 30, 2003, 9:00 AM

Meeting was called to order at 9:05 a.m.

Present: Members Greg Cox, Chairman; Pam Slater, Vice Chairwoman; Dianne Jacob; Ron Roberts; and Bill Horn; also Thomas J. Pastuszka, Clerk.

Approval of Statement of Proceedings/Minutes for the meetings of August 5, 2003; August 12, 2003; and August 13, 2003.

ACTION:

ON MOTION of Supervisor Horn, seconded by Supervisor Jacob, the Board of Supervisors approved the Statement of Proceedings/Minutes for the meetings of August 5, 2003; August 12, 2003; and August 13, 2003, on Consent.

|APCB1. |SUBJECT: |CONDEMNING ALL ACTS OF ECO TERRORISM IN SAN DIEGO COUNTY (DISTRICT: ALL) |

| |OVERVIEW: |

| |On August 1, 2003 an organization known as the Earth Liberation Front (ELF) claimed to have set fire to a five-story apartment |

| |complex under construction in the UTC area. Responsibility for the three-alarm blaze was claimed by the ELF under the guise of |

| |protecting the environment from rampant urban development. On September 19, 2003, the ELF claimed responsibility for additional |

| |fires at three new home construction sites in the Torrey Highlands community. |

| | |

| |Although militant environmental organizations, such as the ELF, portray their actions as beneficial to the environment, setting |

| |large-scale fires is nothing more than eco terrorism with serious impacts to the region’s air and water quality. |

| | |

| |In the best interest of public and environmental health, we must immediately act to officially condemn all eco terrorist activity |

| |in the County of San Diego. |

| |FISCAL IMPACT: |

| |There is no fiscal impact associated with this proposal. |

| |RECOMMENDATION: |

| |CHAIRMAN COX: |

| |Condemn all acts of eco terrorism including arson and vandalism in the County of San Diego. |

| | |

| |Direct the Chief Administrative Officer to draft a letter for the Chairman’s signature to the Mayors of all cities in San Diego |

| |County expressing the opposition of the County of San Diego to eco terrorist activities due to their negative impact on the |

| |environment. |

| | |

| |Request that the Sheriff of San Diego County express the Board of Supervisors’ support to the law enforcement community for their |

| |efforts to identify and capture all arsonists, vandals and other persons who commit criminal acts under the guise of |

| |environmentalism but at the expense of the public and environmental health of the San Diego County region. |

| |ACTION: |

| |ON MOTION of Member Horn, seconded by Member Jacob, the Board of Supervisors took action as recommended, on Consent. |

| |AYES: Cox, Jacob, Slater, Roberts, Horn |

There being no further business, the Board adjourned at 10:31 a .m.
