MAFIS Replacement

ADDENDUM #2

Dear Vendors:

This addendum is being issued to amend and clarify certain information contained in the above named RFP. All information contained herein is binding on all Offerors who respond to this RFP. Specific parts of the RFP have been amended. The following changes/additions are listed below; new language has been underlined and marked in bold (i.e, word) and language deleted has been marked with a strikeout (i.e, word).

1. Section 4.4, Page 68

TAB G REFERENCES

The offeror shall provide a minimum of five references of State or local AFIS clients with at least three being metropolitan sites similar in size and operation to the proposed system configuration.and in support of the AFIS vendors’ products and services. At least two references must be provided in support of each of the additional products listed within the RFP, preferably in regard to the Transaction Controller or other component requested. References must cover all products listed within this procurement. Vendors shall include a brief narrative description of the project (discuss scope of the products and services provided to the customer). Additional references shall be provided for subcontractors listed within the offeror’s proposal. Offeror shall include references of up to three of its customers who are capable of documenting: (Bullet list remains the same).

The vendor shall place all accepted software, including software updates and patches, for all system components of AFIS, Fingerprint Archive, Fast Identification, and Mugphoto Systems into escrow within 60 days of acceptance / implementation by the State. This Escrow account will be available to the State if the selected vendor discontinues business and will become the property of the State of Maryland. (Includes all system upgrades and enhancements.)

Latent training will include, at a minimum, latent fingerprint entry, latent palm print entry, use of filters, encoding of minutiae, use of enhancement tools, calibration tools, use of camera, use of scanner, use of printers, lighting techniques, search verification, ULF function, IAFIS entry and verifications and out-of-State entry and verifications.

8. Attachment H, Section 2.2.3 – L.17, Page 14

The system shall allow the use of third party image editing software (e.g. Photoshop CS/2) on all latent workstations with electronic import – export of images between latent workstation and image editing software. The vendor shall supply the latest version of Photoshop CS/2 (including licenses) on all latent workstations, on training workstations, and on disaster recorvery workstations (total of 33).

The vendor shall demonstrate industry standard project management methodologies. The standard desired by the State of Maryland follows the Project Management Book Body of Knowledge (PMBOK) methodology.

The scope of the MAFIS replacement will include the replacement of the following components of the current MAFIS System:

← Gateway Service Provider (GSP)

← Fingerprint Archive

In addition, the following components will be added to the Maryland AFIS Replacement:

← Optional Mugshot System

← Fast ID capability (including two pilot locations)

← Offsite Fail over systems with replicated data.

10. Attachment H, Section 2.2.1, A.14

A.14 The system shall guarantee delivery of a response within 3 seconds to any transaction that has been accepted or rejected, unless deleted by a System Administrator.

A.14 The State requires that all records upon initial receipt at the Transaction

Controller proceed through their assigned workflow without delay and in a

manner whereby no records are ever "lost", "orphaned", or fail to process

completely through all systems to include the Transaction Controller, AFIS,

Fingerprint Archive, and the MugPhoto System.  This includes the capability of the Transaction Controller to "know" that a record has been received by each system or sub-system as required and for the Transaction Controller and all other systems to be able to clear their respective work-in-progress databases and tracking queues once a record has completed its assigned workflow.  The Transaction Controller shall notify the System Administrator any time a tenprint record is delayed beyond a user definable processing time.  The vendor shall deploy message transmission methodologies between the various sub-systems that guarantee delivery of messages in a way that both the transaction controller and each sub-system acknowledge the transfer of the record or message and its associated workflow in the receiving system or sub-system.

CERTIFIED MBE UTILIZATION AND FAIR SOLICITATION AFFIDAVIT

This document shall be included with the submittal of the bid or offer. If the bidder or offeror fails to submit this form with the bid or offer, the procurement officer shall deem the bid non-responsible or shall determine that the offer is not reasonably susceptible of being selected for award.

In conjunction with the offer submitted in responses to Solicitation No.-DPSCS IT&CD 2006-04, DPSCS IT&CD 2006-17, I affirm the following:

1.
