The members of Hubbard City Council met in regular session on Monday, May 18, 2020, in council chambers with President William Williams presiding. Approximately 8 people were in attendance.

It was moved by Ms. Viele with a second by Ms. Zambrini to accept the minutes of the May 4, 2020 regular session as presented to council. There were no questions or comments on the motion. Motion passed. Vote unanimous.
COMMUNICATIONS
Mr. Williams- Do we have any communications?

Mr. Williams- At this point, not only is this our regular meeting but this is our yearly joint session with the Hubbard Township Trustees to set the millage for the Hubbard Union Cemetery. I would ask that someone make a motion that council suspend the regular order of business to go into a joint session with the Hubbard Township trustees.

Mr. Williams- Well we are here this evening to set the millage for Hubbard Union Cemetery. Is there anyone who wants to do that?
It was moved by Mr. Mogg with a second by Mr. Crowe to set the millage at .2 mill for Hubbard Union Cemetery. There were no questions or comments on the motion. Motion passed. Vote unanimous. Hanley & Jacobs voted.
Mr. Williams- Is that it? Is that everyone? Again, Mr. Hanley and Mr. Jacobs thank you for coming tonight. I guess I would just like to say like I do every year, it is a pleasure working with you guys. I think we kind of set the example for some of our neighboring communities on what you can get done when you work together. We got a lot of good things done over the years. I think we might have a few more projects in store in the

not so distant future. I hope they come. I think they could be good things for the city and the township. Again, I just appreciate working with you guys and all that you guys do. Does anyone else have anything to say?

REPORTS OF STANDING COMMITTEES
Finance- Ms. Zambrini- On behalf of Hubbard City Council’s Finance Committee I would like to thank all who attended the Monday, May 11 committee meeting and who lent their expertise to the discussion of the city’s current financial status. The following are some highlights from that meeting. As the economy begins to re-boot, the City of Hubbard, like other communities across the State of Ohio and country, is entering uncharted waters. On the downside there are several unknowns. The city will most certainly experience a cut in state revenues, interest on investment monies is at an all-time low, and the full extent of income tax collections will not be known until the July 15 deadline. Unemployment and job loss are expected to impact this year’s tax collection. A comparison of the General Fund from January 1 to April 30, 2019 to the same time period this year, shows a drop of approximately $130,000. This is largely due to the income tax deadline extension. But here is what is known: City services have continued uninterrupted, there have been no layoffs of city employees and the City Administration Building, although closed to the public, has remained operational and could re-open in June with proper health practices in place. Utilities are financially stable, despite the fact that many local businesses temporarily closed their doors, including large utility users like Hubbard School District. This winter less costly for the Street Department which had fewer callouts, thus saving money. Although the Grandview Avenue culvert replacement project has been pushed back to next year, the Myron Street bridge replacement project through the Trumbull County Engineer’s Office is still a go for this year, as is the paving of Rt. 304. While scaled down, a street paving program for this year is still being considered. A bright spot on the horizon is payoff this year of debt assumed in 2005 for the police station, fire station and sidewalk projects. Also coming off the books this summer is debt from the decades-old waterline project extending lines from Pennsylvania to the downtown water tower. This will free up money that can be allocated to other needed areas. But, there’s work to be done. It was noted during the meeting that when department heads fine-tuned their budgets at the end of last year no one knew what lay ahead. Now, five months later, city departments are being asked to trim their budgets, up to 25% if possible. So yes, the City of Hubbard is entering uncharted waters, but those waters are very much navigable with an eye on careful spending and strategic planning for the months ahead. That is the end of my report.

Park & Rec-Ms. Viele – The monthly Park & Rec Board meeting will be held here in council chambers Thursday, May 21st at 6:00 pm. Hubbard citizens interested in serving on the board can apply in writing to the Mayor’s Office. There is an unfinished three-year term available. Paperwork for the ODNR Nature Works Grant has been signed and sent to Columbus. Arrangements for the removal of the outdate playground equipment is being scheduled. The tentative date for new installation of new equipment is late July 2020. As always, the public is encouraged to attend and participate in Park & Rec meetings. Thank you

REPORTS OF STANDING COMMITTEES
Economic Development- Mr. Mogg- I have no report Mr. President.

Planning & Zoning- Mr. Toda- No report but we do have a scheduled Planning & Zoning Committee meeting this coming Thursday, May 21st at 5:00 pm here in council chambers.
Mr. Williams- Okay, thank you
Utilities- Mr. Kerr – Thank you Mr. President. We had a meeting for an hour and twenty minutes. We had eight people in attendance. We are looking at the bill currently,
the software that produces the bill, issues with the columns and the reading of the bill. We mentioned, and it came up a rate study. Right now, we are on a 1989 rate. We were looking at a gentleman coming in. Mr. Palestro was going to contact the rep along
with the Mayor and have a committee meeting for us to have a presentation done on our rates. Eventually, come back to council to do a rate study. That was it for utilities. Thank you, Mr. President.

Streets & Sidewalks –Mr. Crowe- The annual branch pick up is coming the week of…Monday, June 8th. The rules will be published in the paper. Some of those are…they will spend no more than 10 minutes per residence. There will be more to it, but they are going to do one sweep through town. The branch pick up Monday, June 8th. They are not coming back so watch for it in the paper and have it out ahead of time. Thank you

Mr. Crowe- Oh, one last thing. The street resurfacing project is underway. We are looking at the list we compiled back in March. The Mayor and the engineers are meeting together to come up with the streets. Hopefully about ten streets.

Safety- Mr. Hallapy- Yes Mr. President, Radio Project: The police department has been notified by BearCom, the company doing the police radio upgrade that work has begun on the radio towers. This brings us one step closer to the completion of the radio upgrade. Regarding the Police Department hiring Process, Brenda Freeman has passed all phases of the testing process for the City of Hubbard Police Department and will be sworn in as a full-time Police Officer within the next several weeks. Officer Freeman is an experienced Police Officer, with approximately 13 years of experience. Regarding the Police Department Law Enforcement Automated Data System Audit, this past week, the Police Department was notified that it has successfully passed the audit for the automated data systems. This audit is done to inure that the department is in compliance with the laws, rules, and regulations governing the handling of sensitive law enforcement data. The department is in compliance in all areas. Special thanks to Sergeant Haynie who is the department’s Terminal Agency Coordinator and Sgt. Mike Banic, who is the Assistant Terminal Agency Coordinator. That is all Mr. President.

REPORTS OF SPECIAL COMMITTEES
CEMETERY BOARD- Mr. Mogg- Yes, I met with Aaron the sexton out at the cemetery last week. I had a nice chat with him about the improvements that needed done out there and the improvements on their part that need done out there. We are getting bids for a new entry way fence coming into the cemetery and get rid of the chain link fence. I was just informed the county will be out later this week to possibly look at a chip and tar of the roadways out there. That is all I have thank you.

FIRE DISTRICT- Mr. Kerr- Yes Mr. President, the Eagle Joint Fire District had 19 calls for the month of March, so COVID-19 did effect people staying at home. Thirty-three calls for the month of April. The parking lot…the fire hydrant was replaced with the new one. The old one was dead and moved off to the side. Mr. Palestro and his crew did an excellent job doing it. They are in the process of getting a survey company (the same one the city has used) to survey the land for that parking gravel pad that they were looking at. All the attorneys for the fire district have the paperwork from Mr. Carano. They are going to get the property surveyed with the actual measurements to add that on to the building that has the 10ft. wrap around currently which is what the building was. The one dollar for the building would extend into that once we get that done. Right now, the building is 10ft. One building with 10ft around so we have to change that once this goes into effect. We did approve a new firefighter, Mackenzie Pasco on to the department. She passed all her certifications and that was approved. That is all I have Mr. President.

Mr. Toda- Can we get a copy of the list of streets that are going to be paved?
Mr. Crowe- Yes when that is compiled. We should have possibly, possibly by the next meeting.

Mr. Williams- Mr. Kerr, so what you were saying was with the lease on the building to the Eagle Joint Fire District it is 10ft around the building?
Mr. Kerr- Yes, right now for the dollar it is the building and 10ft all the way around.

Mr. Kerr- so that, I would imagine, would have to be altered once this comes in or does that not affect that for maintenance and care.
Mr. Williams- Well that depends on whatever you are going to do is going on the city’s property. I am not trying to be …Do you want to except the responsibility for maintaining the driveway and all that and blacktopping or leaving it up to us?
Mr. Kerr- No. It is gravel for now.
Mr. Williams- You are saying you are putting gravel?
Mr. Kerr- Yea
Mr. Williams- Well, you are not going to extend into the existing drive?
Mr. Kerr- No
Mr. Williams- We may not have to do anything. That is why I did bring up my questions that I had so that if we had to do something with this lease. It is probably a good thing that we pumped the brakes a little bit

Mr. Williams- Okay, we will move on to our Mayor’s Report. Mayor Kyle
MAYOR’S REPORT
Thank you everyone! Just to give a quick update on the different things and remind everybody that Memorial Day Celebration…the traditional procession and multi-venue parade is canceled for 2020. We will be doing a virtual Memorial Day. You will be able to watch it through the city’s website and also on Facebook and the new City of Hubbard You Tube Channel. It will be linked right to our website for anyone that would be able to have access to the internet. I also want to thank Mark Ciccone for the hard work he is doing at the wastewater plant and the things that are coming up for us. To go along with that, we are going to be opening the city building on June 1st with amended hours from 8:00 am to 1:00 pm so that we can provide proper sanitization for the next working day. There will be published guidelines at the entrance of the building, throughout the paper, the city website, and social media for everyone to understand what is going on and the different guidelines. Warren Glass & Paint installed and delivered new safety measures for the employees and the general public. Also, Leave Your Impression, a local company here in Hubbard will be doing all the signage and floor graphics for everyone to understand when they enter the building the requirements they have going on and need to follow. Also, we received a mosquito grant through the county for $2,500.00 for the spraying. That is going to defer. It is a reimbursable grant. Normally, the cost is around $3.800.00 and $2,500.00 of it is reimbursed through that grant. We have a couple of items and information on projects that are currently going on. The water flushing program is finished, Erie Street prep work and paving hopefully are coming up in the next week to finalize that project. Street sweeping is ongoing. The East Liberty Street resurfacing with a large project with Shelly & Sands and ODOT are coming in to do. That should start within the next month. The Grandview Culvert will be looked at by a Structural Engineer on Wednesday for structural integrity since the loan was postponed until next year. We need to make sure that the integrity of that structure can withstand another calendar year. They Myron Street bridge will also be started within the next month. All the electric rebuild that needed to happen is nearly completed. The large-scale electric line replacement and relocation is nearly completed.

MAYOR’S REPORT
Also, the Myron Street Sidewalk Grant that we applied for and received, the documentation is being completed to then walk into the next phase, that will be a project for 2021. That ladies and gentlemen is all I have.

Mr. Crowe- Yes Mr. Mayor, what was the cause you had for the Grandview Culvert, did you say that is postponed until next year?
Mayor- Yes. It is an OPWC loan and because it was not a grant it was a loan; the state postponed all loans until next year. It was not a grant. It was a zero percent loan we received. With the budget cuts and the reallocation of money, all state loans through OPWC are postponed.
MR. Williams- any other questions?
Mayor- One last thing, I want to thank our Chief and our Safety Director and our Police Chaplains. Thursday was the Police Memorial. We did a really nice virtual ceremony. We were able to have the chaplains and members of our law enforcement participate right here in chambers. Everyone was able to safely distance themselves from each other and we were able to provide that via social media. Hopefully, we will be able to upload to the city website once everything is up and running with our new technological addition.

Mayor- Yes, we do.
Mr. Williams- This could be interesting.
Mayor- The City of Hubbard You Tube Channel is the easiest and most secure way to provide videos on our website.

Mayor- You will be able to actually watch the videos. You would go on to the city website and click on that and be able to watch a video.
Mr. Hallapy- **inaudible** are the comments on or off?
Mr. Williams- I believe you can time delay them, and someone could watch those.
Mayor – Yes because we want to make sure that anything that is done, for instance like the war memorial, the event we are going to have down at the war memorial. We want to make sure that it gets uploaded properly and is able to be right at the city’s website.

Mr. Williams- Take it off!

Mr. Williams- Take it off! If it is not on his request. They do not want it done, so take it off.
Mr. Villano-Well, you are looking at like $700. This is not free for the city to put this language on the ballot.
Mr. Williams- Well, that did not seem to be a concern when the ordinance was requested so
Mr. Villano- I got you, okay.

MISCELLANEOUS BUSINESS
Ms. Viele- Yes Mr. President, I have a couple of items. The annual tire recycling event will take place Saturday, July 11th from 9:00 am until noon at Hubbard Township Administration Building, 2600 Elmwood Dr. Ext. This is a joint effort of Hubbard City and Hubbard Township funded by a grant awarded by Geauga-Trumbull Solid Waste Management District. Please refer to the local newspapers for more guidelines and restrictions. Thank you
