City of Walton Council Meeting MinutesFebruary 12 2019 Call to Order The Common Council of the City of Walton, Kentucky met in a regular meeting on Tuesday February 12, 2019 at 7:30 p.m. with the following present: Mayor Gabe Brown. Council Members; Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown. City Attorney Mike Duncan. City Clerk Sharon Stevenson.Invocation/Pledge Council Member John Wainwright gave the invocation and led everyone in the pledge to the flag. Approval of Agenda Council Member John Wainwright moved to approve the agenda. Council Member Barb Farrow seconded the motion. Upon roll call the following Council Members voted “yes”: Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown. Approval of Minutes Council Member Rose Beach moved to approve the minutes of the special called meeting held on January 2, 2019 and the regular meeting held on January 8, 2019. Council Member Stephanie Williams seconded the motion. Upon roll call the following Council Members voted “yes”: Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown. Audit PresentationPatricia Edgley, Senior Auditor at VanGorder, Walker & Co., Inc presented to council the 2018 City of Walton Audit. The audit came back stating the City of Walton is in good financial shape and no problems noted.Municipal OrderCouncil Member Matt Brown moved to approve Municipal Order No. 2019-02 declaring surplus property on the following two items; 1998 Chevy pickup and a seven (7) foot western snow plow. The City Clerk was directed to notify the newspaper and accept sealed bids for the surplus items. Council Member Bobby McDonald seconded the motion. Upon roll call the following Council Members voted “yes”: Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown. Page 1 of 2 Minutes of February 12, 2019 OrdinancesCouncil Member Bobby McDonald moved to approve Ordinance No. 2019-01 on its first reading adopting the city’s stormwater quality management ordinance in order to prohibit illicit discharges and illicit connections to the city’s stormwater system in furtherance of the city’s continuing efforts to keep the city’s storm water management practices in compliance with state and federal law. Ordinance No. 2019-02 was also approved on its first reading adopting the city’s post-construction stormwater management in new development and redevelopment ordinance in order to establish minimum requirements and procedures to control the adverse effects of increased post-construction storm water runoff and non-point source pollution associated with new development and redevelopment in furtherance of the city’s continuing efforts to keep the city’s storm water management practices in compliance with state and federal law. Council Member Matt Brown seconded the motion. Upon roll call the following Council Members voted “yes”: Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown.Council Comments Stephanie Williams wished everyone a Happy Valentine’s Day. Adjourn Council Member Matt Brown moved to adjourn the meeting at 8:05 p.m. Council Member Rose Beach seconded the motion. Upon roll call the following Council Members voted “yes”: Barb Farrow, John Wainwright, Bobby McDonald, Rose Beach, Stephanie Williams, and Matt Brown.
