MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

February 12, 2007

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Klein with the following council members present: Patti Johnson, David Dunrud, Hazel Thomas, and Rose Hanson. Absent: None. Also present were Jolene Holthusen, Carter Torgerson & Rose Aune.

OATH OF OFFICE

Full council took the Oath of Office.

MINUTES OF PRECEEDING MEETING

Motion made by Johnson, seconded by Hanson, to approve the minutes of the City Council Regular meeting of January 8, 2007 & Public hearing on January 15, 2007. Motion unanimously carried.

MONTHLY BILLS

Thomas made a motion and Johnson seconded, to approve payment of all bills, carried unanimously.

ANNEXATION

Klein is still waiting to talk to David Watne. He talked a little bit to him and scheduled a time for later in the week.

GAZEBO

Mike Nordby talked to Klein about donating a little Kilifer he made to pull behind a 4-wheeler as a raffle prize to earn money for the gazebo. Jaycee’s are discussing still doing a raffle.

Johnson looked at a composite kit and without assembly it is just about $14,000 & steel one was about $27,000.

AMUSEMENT PARK RIDE

Mike Nordby is doing some research on getting an amusement park ride for the city to use at Fall Fest and share the expense with some other cities. He needs to see what expense there would be with the insurance and inspections.

BOCKWITZ’S DOGS

They said they would not be getting rid of a dog so Jon sent them another fine.

FINE STRUCTURE

Thomas is to get some info on setting up a fine structure to have Rokke look over.

PICNIC SHELTER

In the spring we will put it out on bids to get it completed in the summer.

GATE VALVES

Carter talked to John Wynne about getting the gate valves on grant and he said that it wouldn’t make it for this grant but will work on the one he is working on for next year.

ORRIN AUNE LOT

Klein left a message with Orrin to do some clean up and he hasn’t heard anything back. There is a huge rabbit that is staying over there. Cats are still going under the boards.

ARENA IMPROVEMENTS

The arena committee didn’t want to have the sidewalk bill as part of their expenses on improvements since it wasn’t something they were planning on doing.

Rose needs to check with Lynn to see if the insurance would cover any of the sidewalk bill or the zamboni room door.

Rose needs to send a letter to Marshall County to see if they would be willing to donate some money toward these repairs.

RED LAKE GAME FUND

Red Lake Game Fund will give $1000 for the 12X16 shed, cement slab, 2x4 stud walls at the airport after we show matching from the City & Marshall County. Klein is to talk to the DNR to see if they would kick in on some of the expenses. Klein is going to try and get money out of the aeronautics board also.

ROSE & CARTER’S WAGES

Thomas made a motion, seconded by Dunrud, to pay 75% of Carter’s insurance, with a limit of $8004 a year or $667 a month for the city’s portion with the balance of the premium to be deducted from the employee’s paycheck, carried unanimously.

Thomas is to check with City of McIntosh on what benefit package they have and how they pay comp time.

Klein was told that a lot of the accountants don’t look at it very favorably. Johnson is to discuss this with the accountant when they come to do the audit on Thursday.

FLOOD PLAIN MAP

Klein went to a Floodplain Map Moderation meeting in Warren and FEMA has $600,000 to give to Marshall County to redo a Floodplain Map in Marshall County due to the diking that has happened in several areas. They say it needs to be upgraded, which might benefit us, or might even hurt us with our annexation. The last time the map was drawn up it was 20-30 years ago.

LEADERSHIP CONFERENCE

Rose Hanson went to the Leadership Conference in Grand Rapids and she thought it was a lot to take in in 2 days but felt it was very beneficial to her as a new member; like the open meeting law, oath of office, taking donations from businesses, advertising a special meeting, & talking about employees at a meeting without that person being there to defend themselves.

ZAMBONI ROOM DOOR

Wikert accidentally backed into the door in the zamboni room and Novotny’s Overhead Door came out to fix it. They gave an estimate of $2350 to extend the door 3’, door opener, & a walk in door into the room.

Johnson suggested adding this to the letter to Marshall County, otherwise the City can’t afford to do this now.

PICK-UP REPAIRS

When Carter took the pick-up to Thief River Ford to get fixed they said that the brakes weren’t fixed right before so Klein is to talk to Farmers Union to see if we can get the price of the brake job reimbursed. The brake pads weren’t put on right.

COMMUNITY SUMMIT

Rose is to contact Leon Heath to see if he would be willing to come to the council meeting and show what kind of benefits the city would get by becoming a member of the Community Summit. Right now the council doesn’t feel it would be beneficial but would like some more information before making a decision.

LIQUOR LICENSE FOR STEAK FRY

Dunrud made a motion, seconded by Hanson, to approve the liquor license for the Legion Steak Fry on March 24, 2007, carried unanimously.

DONATION FOR MCFOA CONFERENCE

Klein made a motion, seconded by Dunrud, to make a gift donation of up to $25 value to the MCFOA Silent Auction, carried unanimously.

RURAL WATER CONFERENCE

Dunrud made a motion, seconded by Johnson, to approve Carter to go to Rural Water Conference in St Cloud March 6-8 for $125, carried unanimously. Carter is to take the City pickup to the meeting.

MCFOA CLERK’S CONFERENCE

Thomas made a motion, seconded by Dunrud, to approve Rose to go to the MCFOA Clerk’s Conference in Alexandria March 6-9 for $240, carried unanimously.

ROSE & CARTER’S BANKED TIME

Johnson made a motion, seconded by Dunrud, to pay Rose 7 hrs & Carter 9 hrs 1 ½ & 2 hrs double time for banked time, carried unanimously. Rose needs to make sure the county is charged for Carter’s overtime for snowplowing.

SPECIAL MEETINGS

Klein had 2 meetings, flood & public hearing, & Dunrud had the public hearing.

MELVIN’S HOURS

Carter is to check with Experience Works to see how much longer the City is suppose to keep paying Melvin Hagen.

EXPERIENCE WORKS

Rose is to check how much we paid Experience Works in the past and check with LSS to see if they are going to make a donation for Teresa.

MOP BOARDS

Dunrud is to check on getting plastic mopboards from Grand Forks.

FD BENEFITS

Klein made a motion, seconded by Dunrud, to pay the FD benefits after the total prices are figured out, carried unanimously.

ADJOURN MEETING

Motion made by Dunrud, seconded by Thomas, adjourn the meeting, carried unanimously.
