MINUTES OF THE SPECIAL MEETING OF THE GRYGLA CITY COUNCIL

JANUARY 10, 2011

The special meeting of the City Council was scheduled to be held at the Grygla Civic Building at 6:00 pm. The meeting was called to order, at 6:15 p.m. by Mayor Mosher with the following council members present: Robert Thompson, David Dunrud, and Steve Anderson. Absent: None. Also present were Art Nash and Rose Aune.

Art Nash, from University of MN Crookston, went over a Community Tourism Assessment he put together for the northern part of Beltrami County. He would like Kelliher, Waskish, & Grygla to get together for a potluck sometime at the Red Lake Casino.

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:15 p.m. by Mayor Mosher with the following council members present: Robert Thompson, David Dunrud, and Steve Anderson. Absent: None. Also present were Carter Torgerson, Rose Aune, Loren Lusignan, and Karla Byklum.

MINUTES OF PRECEEDING MEETING

Motion made by Dunrud, seconded by Thompson, to approve the minutes of the City Council Regular meeting of the December 13, 2010. Motion unanimously carried.

Motion made by Thompson, seconded by Anderson, to approve the minutes of the City Council Budget meeting of the December 28, 2010. Motion unanimously carried.

RECEIPTS & DISBURSEMENTS LISTS

Receipts & Disbursements lists weren’t ready for meeting.

MONTHLY BILLS

Mosher made a motion, seconded by Anderson, to approve payment of all bills, carried unanimously.

APARTMENT RATES

Loren Lusignan approached the council about his water & sewer rates for the Far North Apartments. He would like to see a policy on how apartments are billed, versus a motel & a residential house. The council will be discussing this at their next policy meeting.

PUMP HOUSE TANKS

Rob’s Plumbing to help take out the old tank. They will wait until it’s warmer.

STREET LIGHTS

The Cobra lights that go along the highway thru town will be going up in price from $8.50 to $17.00 per month, starting in February. The old lights will go up $.25 per light

ARENA HELPER

Robert Rowley is no longer helping the city through Work Force Center.

SNOW REMOVAL

The State workers are going to start hauling snow out of town. So Carter will possibly have extra hours during that time.

COMMUNITY CENTER LEASE AGREEMENT & EXPENSES

There was nothing new to report.

FLOOD PUMPS

Carter talked to Jennifer to see how the grant was going so far and she hasn’t heard anything on it.

FIRE HALL ADDITION

Thompson has some preliminary sight plans from Jones Engineering, but he didn’t have a chance to bring them to the meeting. Mosher made a motion, seconded by Anderson, to grant a variance to the existing north wall of the fire hall & a 10 ft variance on the west side. Motion was carried unanimously.

Thompson made a motion, seconded by Dunrud, to have 6” of insulation blown into the attic for $1800, carried unanimously.

APPOINTING COUNCIL MEMBER

Dunrud made a motion, seconded by Thompson, to appoint Kelly Klein as councilmember to fill Jim Hest’s vacated position on the council, carried unanimously.

Thompson made a motion, seconded by Anderson, to appoint the following, and carried unanimously.

WATER CONFERENCE

Dunrud made a motion, seconded by Thompson, to approve registration for Carter to go to the Rural Water Conference in St Cloud March 1-3 for $175, carried unanimously.

CLERKS CONFERENCE

Thompson made a motion, seconded by Mosher, to approve registration for Rose to go to Clerk’s Conference in St Cloud March 15-18, carried unanimously.

AIRPORT SYMPOSIUM

Anderson made a motion, seconded by Dunrud, to approve registration for Carter to go to the airport Symposium in Grand Rapids April 13-15, carried unanimously.

ARENA EXPENSES

Thompson made a motion, seconded by Dunrud, to send a bill to the school for $2,481.83 for their share of the 2010 arena expenses, carried unanimously.

SPECIAL MEETINGS

Thompson, Anderson, & Mosher had budget meeting.

NEXT POLICY MEETING DATE

Meeting is scheduled for January 26th at 5:30 to discuss the apartment policy.

ABATE

Dunrud was approached by an ABATE member to see if the city would be willing to have their group stay in the campground and elsewhere around town this summer sometime. They will provide more information later if we’re interested.

ADJOURN MEETING

Motion made by Anderson, seconded by Dunrud, adjourn the meeting, carried unanimously.
