As required by state statute, inspect dams and prepare inspection reports for approval by the supervisor or senior licensed environmental engineer; review inspection reports, emergency action plans, and permit applications; assist in the maintenance of the state dam inventory database; respond to emergency situations regarding dams; and provide engineering assistance to district supervisors and staff in the coverage area.15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time35Serve as a recognized resource responsible for inspecting dams owned by the Department of Natural Resources (DNR) and local units of government primarily for the Bay City, Grand Rapids, Jackson, Kalamazoo, Lansing, and Warren districts.Individual tasks related to the duty.Schedule inspections with dam owners/operators.Conduct on-site inspections of dams. Inspections may involve surveying and measuring pertinent features, observation of deficiencies with the dam, discussion of conditions and operations with dam owners, and photographing pertinent features.Prepare inspection reports for approval of supervisor or senior licensed environmental engineer. Reporting activities include preparation of structural and hydraulic analyses, review of previous reports, preparation of recommendations for repairs and modifications to the dam to reduce the threat to natural resources and public safety, and preparation of maps and figures to support the report contents. Duty 2General Summary of Duty 2% of Time35Administer Parts 307 and 315 primarily for the Bay City, Grand Rapids, Jackson, Kalamazoo, Lansing, and Warren districts. Individual tasks related to the duty.Review inspection reports and emergency action plans submitted under the provisions of Parts 307 and 315.Evaluate conditions presented in inspection reports, including an engineering review of the report findings. Provide written response to dam owner, including timetable for implementing necessary repairs and modifications.Evaluate emergency action plans for compliance with statutory requirements. Provide recommendations to improve plans.Develop compliance summary for escalated enforcement against noncompliant dam owners.Respond to questions, concerns, requests for information, and complaints related to Parts 307 and 315.Attend meetings regarding dam safety concerns with dam owners, engineers, and other government officials.Conduct dam safety engineering and emergency action planning training sessions.Duty 3General Summary of Duty 3% of Time10Evaluate permit applications, engineering plans, and specifications submitted to the Department of Environment, Great Lakes, and Energy (EGLE) under Parts 307 and 315.Individual tasks related to the duty.Determine if proposed project is regulated under Part 307 or Part 315.Evaluate proposed project based upon experience and knowledge of soil mechanics, hydrology, hydraulics, structural engineering, and construction engineering.Provide written comments to Water Resources Division (WRD) personnel, dam owner, engineer, or other appropriate entities.Issue or deny permit applications based on the requirement of the law.Duty 4General Summary of Duty 4% of Time10Respond to dam safety emergencies.Individual tasks related to the duty.Attend training and exercises to prepare for response to dam safety emergencies.Respond to dam safety emergencies in assigned area as needed to assess nature of problem, provide guidance to dam operator and local officials as needed, notify local emergency management officials of impending public safety concerns, notify EGLE management of issues, and work with the news media to provide information as requested.Perform follow-up inspections and analysis as needed to determine cause of emergency and appropriate corrective measures to be taken.Duty 5General Summary of Duty 5% of Time5Provide engineering assistance to district supervisors and staff primarily in the Bay City, Grand Rapids, Jackson, Kalamazoo, Lansing, and Warren District Offices.Individual tasks related to the duty.Review permit applications, engineering plans, reports, or other documentation and provide comments to district supervisors and staff for permit application under Part 301, Inland Lakes and Streams, of the NREPA.Duty 6General Summary of Duty 6% of Time5Update and maintain computerized database for dams primarily in the Bay City, Grand Rapids, Jackson, Kalamazoo, Lansing, and Warren districts. Individual tasks related to the duty.Update dam inventory records based upon the findings of inspection reports, along with information received from dam owners, government officials, and EGLE staff. Generate requested reports from the database for the Association of State Dam Safety Officials, federal agencies, state agencies, engineering consultants, and the general public.16.Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.Decisions are made regarding the structural stability and hydraulic adequacy of both existing and proposed dams. This technical review and analysis may have financial and operational impacts on dam owners, engineers, and others who are benefited by dams or who may be impacted by the failure of dams.Directly responsible for all dam safety regulation permitting and non-escalated enforcement decisions under Parts 307 and 315 for the dams in the area of coverage. The decisions include requiring technical support information, issuing permits or denials, program administration, compliance, and enforcement for Part 315.The decisions described above can affect the integrity of dams and potentially the public safety, the well-being and safety of private property, and the environment in the areas upstream and downstream of regulated dams.17.Describe the types of decisions that require the supervisor’s review.Inspection reports are reviewed and signed by the Hydrologic Studies and Dam Safety Unit supervisor or senior licensed environmental engineer prior to transmittal to dam owners. Efforts to obtain compliance with Part 315 are coordinated with supervisor in order to maintain consistency with EGLE policies and procedures.18.What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions.This position requires extensive travel under all weather conditions throughout the assigned coverage area to conduct field inspection of dams and attend public meetings. During travel, long periods of sitting in vehicles are required. During inspections, significant amounts of carrying surveying equipment, climbing, kneeling, crawling, walking on slopes and all types of terrain, wading, and crouching are required. If not, which items do you disagree with and why?Yes.22.What are the essential functions of this position?The Senior Environmental Engineer serves as a recognized resource and will conduct office and field work involved in the administration of the dam safety and lake level stabilization activities of the Dam Safety Program primarily for the Bay City, Grand Rapids, Jackson, Kalamazoo, Lansing, and Warren districts, but will also be required to assist in other districts as needed. The position also provides general engineering assistance to the WRD staff in the assigned coverage area and, in particular, providing comments for permit application under Part 301 for the construction or repair of dams not regulated under Part 315.23.Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.New position.24.What is the function of the work area and how does this position fit into that function?The function of the Hydrologic Studies and Dam Safety Unit is to carry out the state’s responsibilities involving the administration of Part 307 and Part 315 of the NREPA, and to carry out the WRD's responsibilities in accordance with Memoranda of Understanding regarding inspection of DNR-owned dams. This position performs most of the technical aspects for the administration of these functions.25.What are the minimum education and experience qualifications needed to perform the essential functions of this position?EDUCATION:Possession of a bachelor's degree in engineering.EXPERIENCE:Three years of professional environmental engineering experience in the protection and improvement of land and water resources, occupational health or air quality equivalent to an Environmental Engineer, including one year equivalent to an Environmental Engineer P11.KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of soil mechanics, structural analysis and design, earth embankment design and slope stability analysis, hydrology, hydraulics, construction methods and techniques, and WRD policies and procedures. The ability to communicate well, both orally and in writing, along with computer skills with word processing, database, spreadsheet, and civil engineering software. Ability to use independent judgment in matters related to dam safety and civil engineering. The incumbent must have a basic understanding of Part 301 and Part 303, Wetlands Protection, of the NREPA, for evaluating projects pursuant to Part 307 and Part 315 of the NREPA.Continuing education is necessary to improve efficiency in implementing the Dam Safety Program. This continuing education may include seminars in dam safety specialty areas, such as hydraulic or geotechnical analysis, along with computer programs in these areas, as well as other personal development training.
