REGULAR CITY COUNCIL MEETING

August 10, 2020, 6:00 P.M.

Barnum City Office, Barnum, Minnesota

The August 10, 2020 regular meeting of the Barnum City Council was called to order at 6:00 p.m. by Mayor Jason Goodwin.

ROLL CALL:

Mayor: Jason Goodwin

Councilors: Darrel Berry, Justin Dinger and Dale Riihiluoma

Absent: Lori Berglund

Employees Present: Bernadine Reed (City Administrator), Kris Asperheim (Deputy Clerk) and Brett Collier (Maintenance Supervisor) and Eric Pellinen (Liquor Store Manager).

Others Present: Corey Hurst, Joe Bonniwell and Linda Greer

APPROVAL OF AGENDA:

A motion was made by Dinger, seconded by Riihiluoma and unanimously carried to approve the agenda with additions GF-2 & F-3

APPROVAL OF CONSENT AGENDA:

A motion was made by Riihiluoma, seconded by Goodwin and unanimously carried to approve the consent agenda as submitted.

GUESTS:

1. Corey Hurst, Barnum Fire Department Chief; Jed Ninefeldt has come back from his leave of absence, a motion was made by Dinger, seconded by Riihiluoma and unanimously carried to approve Jed Ninefeldt’s return.

2. Joe Bonniwell, Chickadee’s; an application has been made for an on-sale wine and strong beer license, a motion was made by Berry, seconded by Riihiluoma and unanimously carried to approve the application as submitted.

3. Linda Greer, Bear Lake Campground Host; an update on the season so far was given.

REQUESTS AND COMMUNICATIONS:

1. ARDC - 2021 Tax Levy and public hearing information, information only

COMMITTEE REPORTS:

• None

ORDINANCES AND RESOLUTIONS:

• None

REPORTS OF DEPARTMENTS AND COMMITTEES:

ADMINISTRATION REPORT:

A written report was presented from the City Administrator:

• Ongoing work concerning COVID19, coronavirus relief funding expenses reviewed.

• Attended the pre-bid meeting for the project, bid opening is scheduled for August 12th @ 2pm.

• 2021 Budget work.

• Regular daily, monthly and quarterly work

ZONING REPORT:

Asperheim gave an overview of the Zoning Department since the last Council meeting.

• One permit was issued for new windows.

• One permit was issued for a re-roof.

• Regular daily work and duties completed.

UTILITIES/MAINTENANCE REPORT:

Collier gave a verbal overview of the Utilities/Maintenance Department since the last council meeting.

• We have dealt with a few water complaints regarding odor issues, the lines have been flushed and spoke to the residents.

• Water tower inspection is to be completed in the coming week.

• A new meter and meter pit have been installed at Sherwood Forest and is reading correctly.

• They were unable to complete the directional boring for the sewer hookup at the new transportation building.

• Regular daily work completed.

LIQUOR STORE REPORT:

Pellinen gave an overview of the Liquor Store since the last Council meeting.

• There were many repairs and replacements in July.

• Lottery sales and gambling rent has been up since on-sale reopened, on-sale is down but off-sale is up, as expected with current restrictions.

• Rules are being followed per MN guidelines.

OLD BUSINESS:

• Storage Containers; tabled

• COVID19; the Administration Committee will be meeting to review requirements;

• Bear Lake Milfoil; A DNR recommended treatment map for milfoil in Bear Lake and an agreement with PLM Lake & Land Management for treatment was submitted. Motion by Goodwin, seconded by Dinger and unanimously carried to authorize treatment agreement and payment of associated expenses.

NEW BUSINESS:

• MPCA discharge effluent limits; a MPCA notification letter was reviewed stating the new water quality effluent limits with a reply request stating if the City can meet the new requirements. Collier stated that the City will be able to comply with the new limits. A motion was made by Goodwin, seconded by Dinger and unanimously carried to reply to the Minnesota Pollution Control Agency that the City can meet the proposed limit(s).

• Special Meeting – August 17, 2020 @ 6:00 pm

• Budget Meeting – August 31, 2020 @ 6:00 pm

• Regular Meeting – September 14, 2020 @ 6:00 pm

A motion was made by Riihiluoma, seconded by Berry and unanimously carried to adjourn the meeting at 6:45 pm
