MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, DECEMBER 16, 2015

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Jeff Steinborn, Kelly Braun, James Brenno and Randy Tiegs. Also present were Kris Janisch and Police Chief Randy Haken.

Motion Brenno, seconded Tiegs to approve minutes from the November 18, 2015 meeting. Motion carried.

Police Chief reported on November monthly activities including working on backgrounds on new part time officers, working on plan for car removal during snow events and moving police car to city garage cold storage for winter parking.

Three proposals for lawn care and maintenance on selected city properties for 2016 were received.

Motion Brenno, seconded Tiegs to accept the proposal from Henderson Lawn care to provide services for lawn care and maintenance per the revised site map for 2016. Motion carried.

Hearing on assessments for utility bills (water and sanitary sewer called to order). No public comments. City council members indicated after this point accept no more payment plans and discontinue service for unpaid accounts per the Henderson City Code.

Motion Brenno, seconded Steinborn to approve the water and sanitary sewer assessment list as presented. Motion carried.

Mayor Menne appointed Jeff Steinborn to serve on the 2016 Henderson Fire District. Motion Tiegs, seconded Braun to approve Steinborn appointment. Motion carried.

Motion Tiegs, seconded Steinborn to adopt Resolution 2015-11 waiving fees for Veteran’s doing residential building new residential units in Henderson. Motion carried.

Motion Brenno, seconded Tiegs to waive building permit fees for Evolution Shirts to do an expansion to their business. Motion carried 4-0 with Steinborn abstaining.

Motion Braun, seconded Brenno to approve payment 4 to Chard Excavating for $5592.64. Motion carried.

City Administrator reported on activity report including water project, status of disaster 4182, the funded Blanding mobile community application project plus new Wi-Fi grant, kiosk project, new Bobcat estimate and HHPC annual report.

Menne reported on Sibley County Eda and meetings he attended including Region 9 and Greater MSP with potential projects and actions.

Menne reported on Sibley County Municipalities meeting held in Arlington.

Tiegs and Steinborn reported on/discussed the MRVPUC meeting: no rate increase for 2016 and possible joint meeting with the City of Le Sueur.

Personnel Committee reported on interviewing for the Street Superintendent position. A recommendation was made to hire Bruce Gustafson.

Motion Tiegs, seconded Brenno to hire Bruce Gustafson as the Henderson Street Superintendent effective January 4, 2016 at $18.00 per hour and increase wage to $19.00 per hour effective July 1, 2016 assuming satisfactory job performance. Motion carried.

Motion Brenno, seconded Steinborn to pay Lindsey Dhaene $18.00 per hour effective January 1, 2016. Braun, Menne, Steinborn, Brenno Yes; and Tiegs No-motion carried 4-1.

Mayor Menne thanked Braun and Tiegs for their clean-up work on the city garage.

Motion Tiegs, seconded Brenno to approve resolution 2016-10 paying Jeff Steinborn Tech for services-$67.96. Motion carried with Jeff Steinborn abstaining.

Hearing on 2016 budget and tax levy called to order.

Motion Brenno, seconded Tiegs to approve resolution 2009-09 adopting the 2016 budget. Motion carried.

Motion Steinborn, seconded Brenno to approve resolution 2009-08 adopting the 2016 tax levy. Motion carried.

Motion Tiegs, seconded Braun to adopt resolution 2009-12 approving an inter-fund loan transfer. Motion carried.

Motion Braun, seconded Steinborn to adopt Resolution 2015-13 approving lawful gambling for the Henderson Fire Relief Association. Motion carried.

Motion Steinborn, seconded Brenno to approve the revised meeting schedule; Motion carried.

Mayor Menne adjourned the meeting at 8:40 P.M.
