Austin-Tetra Background:

For more than 13 years and with over 250 Fortune 1000 clients (as well as the GSA for the past 3 years), Austin-Tetra provides a viable alternative for global enterprise business information services. Industry-leading data quality, match accuracy, improved customer service, flexibility to meet customer requirements, and significantly reduced total cost of ownership are main reasons why organizations have made a change from their current provider and/or prefer to move forward with a technologically superior organization like Austin-Tetra.

The cornerstone of Austin-Tetra’s offerings is the A-T Number®, a unique nine-digit identifier for individual business entities such as parent companies, subsidiaries, headquarters and branches. Using its proprietary technology and data match verification process, Austin-Tetra links data records to build corporate family structures for enterprise-wide visibility of customers and suppliers. The Austin-Tetra data-match verification process has an industry-leading accuracy rate - a powerful resource for customers seeking to optimize costs and relationships.

Services Description Summary:

Austin-Tetra provides services that allow organizations to take advantage of its 300+ sources of data aggregation. Depending on the category of services, these 300+ sources allow for up to 200 different data elements to be appended to a given site level business record. This data may include marketing related information, historic sales, diversity information, and socio-economic status, address information, company name, executive contacts, phone numbers, and credit/risk information. This data is updated on a regular and frequent basis from each of the 300+ sources. Advanced corporate linkage (parent/child) relationships between organizations is also included for our Comprehensive Discovery Services. Debarment checks against 8 major federal agency databases can also be used to ensure that businesses or individuals are not banned by the U.S. Federal government or on any terrorist watch list. By utilizing this data model, Austin-Tetra has a global database which can grow efficiently and effectively as well improve the overall level of data quality for each business record.

Austin-Tetra also has a matching process whereby we receive your input data and append up to 200 different data elements to a given site level business record. Depending on the frequency of delivery and the amount of data the discovery solution can also be an electronic match only service, or clients can utilize a multi-tiered match process. This 5 multi-tiered match process involves both human and electronic validation of the data and allows for the most accurate match process in the data industry today. The high confidence match file will ensure 99.8% match accuracy which is critical for supplier data management (SDM) and strategic sourcing type initiatives.

A client then receives the appended data via secure FTP or web services integration. Austin-Tetra also offers a solution for gaining direct support from the Austin-Tetra production staff via the iNet Business Information Warehouse. This web based solution can house your data at the highly secure Austin-Tetra web site and also provide users access to the global universe of business records. Additional modules to this web portal solution include business on-boarding or registration. Businesses can register themselves with a link from your branded web site to verify, update, and/or validate their business information. This offers a second tier process for being able to maintain the data even after it has gone through the discovery service on a periodic basis by Austin-Tetra.

Additionally, users can upload and fax in business documents that are scanned and appended to each appropriate business record within your agencies branded business data warehouse. These documents may include W-9/Tax ID Forms, Insurance Documents, or even marketing related type documents on those businesses. Once those documents are loaded into the iNet Business Data Warehouse, users can access their private view of the data warehouse to include the appropriate businesses where there is a relationship currently in place. Additionally, users will have searchable access to all business records within the global universe of data to allow for sourcing of new businesses and/or acquire new customers based on specific data elements and criteria.

iNet Directory - US Federal is a subscription service that includes small businesses, diverse, women-owned, disable veteran owned, minority, SBA 8 (a), DOT Disadvantaged, Disabled, Veteran, Service-Disabled Veteran, SBA Small Disadvantaged, SBA HUBZone, and Historically Black Colleges/Universities/Universities and Minority Institutions (herinafter referred to as MWDBEs). This service includes a subscription to well over 30 million+ global businesses.

Business Registration Module/Document Capture Portal is a highly flexible, user friendly solution to provide government agencies a branded, single point of entry for their vendors/businesses. Business registration/on-boarding provides for a way to gather information about their suppliers or customers. Utilizing this registration portal, any matched or unmatched business can be directed to provide detailed information on their company. Businesses can provide all required general business information, business diversity/SBE data, business descriptions, SIC/NAICS codes, parent/child linkage, hard copy signed W-9 and Tax id information, hard copy certificates, insurance forms, and more. Prior to making this information available to the government, Austin-Tetra reviews this information and will work with the business to rectify any discrepancies and/or to provide additional information. Organizations can define the types and level of questions required of the registering business, and can access the information from our Directory application via searches against this database. Hard copy business documents (W-9 forms, diversity certificates, marketing related documents, etc) can be scanned or uploaded to each individual site level business record. These documents are then viewable for each site level record as a .PDF formatted document within the iNet Business Directory. Additionally, as business register, the results can be added to the previously matched set to further facilitate analysis. Combined with an email or regular mail campaign, this module serves as an excellent way to effectively and efficiently collect information on businesses. Each data field within business registration can be customized to be mandatory or optional based on the overall data fields required to be validated or completed by registering businesses.

Benefits:

• Most cost effective means to deal with unmatched and/or new business records.

• Allows a central channel for your businesses to provide information on their companies such as hard copy documents (W-9 Forms, Certificates of Insurance, marketing documents, and other hard copy documents).

• Can be configured to present specific questions to businesses that the government would like answered, which will be only available to specific users to view.

• Business Information Validation/Review by Austin-Tetra ensures the accuracy and completeness of the information.

• Extensive email workflow allows for automated communication between the government r and registering businesses.

• Risk Evaluation Services can be performed on registering businesses proactively to reduce fraudulent business activity.

Austin-Tetra offers a comprehensive, consolidated data validation service to ensure that a business is not on one or more of the following US Federal Agency Debarment lists. Austin-Tetra receives consolidated data from the following federal agency debarment lists:

• Office of Foreign Asset Control (OFAC): Specifically Designated Nationals and Blocked Persons

• U.S. General Services Administration: Excluded Party Listing System

• U.S. Bureau of Industry & Security: Denied Persons List

• H.H.S Office of Inspector General (OIG): Healthcare Provider List

• U.S. Food & Drug Administration: Debarment List

• U.S. Food & Drug Administration: Disqualified and Totally Restricted List

• U.S. Food & Drug Administration: Restricted List

• U.S. Food & Drug Administration: Notice of Initiation of Disqualification Proceedings

and Opportunity to Explain (NIDPOE) Letters.

Our recommended and typical service delivery operates in the following manner:

1. Austin-Tetra does a weekly download of the sources named above and they are added as a new record in our data warehouse.

2. Updates to these sources occur on a weekly basis in our data warehouse and occur prior to processing your data on a monthly basis.

3. Your records are matched electronically to the source records. Matches are not reviewed manually by Austin-Tetra, but are flagged for review by the client for final decision for exclusion.

4. Client business names and addresses are matched to individual contact and firm names and addresses in the source files.

5. Every time an update file is processed, the new file is matched to the existing record set to determine the changed records. Changed records are then applied to create the current data set.

6. The method by which Austin-Tetra transfers the record to you can be determined and agreed upon (secure FTP, etc).

7. On a monthly basis, Austin-Tetra will provide you a consolidated database or debarred parties from the sources identified above. This database can be delivered in MS Access format for posting within a government agency’s intranet site.

8. As a value added option, Austin-Tetra has developed, hosted, and maintained a web based consolidated database with search capabilities. This database will be updated on a monthly basis and will reflect the consolidated debarment data used to process appropriate business records.
