Our answers are listed below in red.Does Shelby County intend for the work to be completed onsite or can the work described in the RFP be done remotely?Most of the work would be completed onsite. Shelby County requires temperature checks and answers to the typical COVID questions before entering the building. ?There is not an alternating work schedule at this point.Is this a new opportunity? If not, who is the incumbent vendor?The Trustee’s Office is also contracting with a vendor that previously suppled software support for the STAR system (the legacy tax system). However, this role along with the existing company will both assist with the data conversion, report writing, integrations, and testing. Do you require the effort of a single resource throughout the duration of?the project? If not, ideally how many resources do you suggest the contractor to propose? Please suggest the positions/job titles of the resources if you are expecting multiple resources?For continuity, we’d prefer for the same resource throughout the duration of the project. What kind of application developer you are looking for? is there any minimum mandatory skills for key personnel.We are looking for a developer with 5+ years software support and development experience in a large-scale enterprise environment. Particular skills preferred include SQL, SSRS, web services/API, and .NET.I would appreciate if you could let us know which Technology Stack the Application Developer will be required to work on for the solicited RFP.The proposed Tyler Munis solution is a SaaS product with a SQL Server database. The legacy tax system was written in VB and is also a SQL Server database. There are a few web applications that interface with the STAR application that will be replaced that were written in and C# as well.Section VII Apart from STAR & Tyler Systems is there any system needed to be integrated?Some of the potential integrations include FICO’s Debt Manager product, OnBase, and Microsoft Dynamics. Section VII What are the systems being used currently? What is the size of the systems? STAR, FICO Debt Manager, OnBase, Microsoft Dynamics along with some custom built applications. How much data will be anticipated annually in MBs, GBs or TBs?Our STAR system database is over 500GB in size. We do not anticipate migrating all that data to the new system, but it will be a large conversion.How many internal and external stakeholders are involved in?The Shelby County Trustee has around 65 employees. However, there are many external stakeholders that rely on the accurate management and collection of property taxes including other local municipalities, Shelby County Assessor, City of Memphis, Shelby County Register, and Chancery Court. Is there any expectation of the number of resources to be allocated?We are anticipating hiring a project manager, application developer, and contracting with our previous vendor that supplied software support for STAR. There will be 3-4 internal resources able to assist from a technical standpoint and we will also be working closely with our Shelby County IT staff. To accomplish the project, do we need to allocate any full-time onsite resources at your office? We anticipate the application developer being a full-time onsite resource.Is the project funded? If yes, what is the overall budget associated with the project?Yes, the budget for the entire project is approximately $5 million over the course of 5 years.What is the anticipated system Go-Live date?The total implementation time frame is estimated to be from August 2020-September 2022.Section II Must attest to five (5) years of software support & development experience in a large-scale, enterprise environment using Microsoft Technologies with specific application development skills in NET. – What sort of attestation is expected by the County?The Shelby County Trustee requires the relevant experience confirmed, either by the agency or we would confirm the experience ourselves. Relevant experience documented with applicable references should suffice in most instances.15. Section II - Must provide active Equal Opportunity Compliance (EOC) number(s); or your application is “in” the EOC system for processing (refer to details outlined below) – please list all your Shelby County EOC active numbers. – Does the vendor need to submit any certification or stating the numbers itself is ok? Please clarify.? The responding vendor shall provide their current EOC number.? The Shelby County Government LOSB, MBE and WBE numbers are types of EOC numbers.?
