lNFORMATION FOR PROSPECTIVE TEACHERS - A POLICY

QUALIFICATION OF TEACHERS

Applicants for positions on the teaching staff of the Scranton Public Schools must hold a Pennsylvania Certificate authorizing them to teach in the public Schools of Pennsylvania. Before making application to the Manager of Personnel Services of the Scranton School District, applicants who do not hold such certification should learn from an approved College or University, whether they are qualified to receive a State Certificate.

METHOD OF APPOlNTMENT

Appointments to the teaching staff of the Scranton School District are made from eligibility lists constructed for three school divisions: the elementary division, the secondary school division, and the special education division. The position of a candidate on any of the lists is determined by the total score accorded to the candidate as a result of ability, preparation, oral and grade point average. A perfect score is represented by 1000 points. Any candidate receiving a composite score below 500 will not be considered for appointment.

Elementary School Division

Applicants for an elementary school classification should have designated on their teaching certificates, an indication that they have specialized in the elementary field.

Secondary School Division

Applicants of secondary school teachers shall be made in specific subject areas. Applicants for the elementary school division are permitted to apply for a secondary school subject area if they are certified for secondary school teaching.

If an applicant is properly certified in both the elementary and secondary school division, or is properly certified in more than one subject area at the secondary level, he/she will be eligible to be examined in more than one area.

Teachers certified in music who are qualified and interested in teaching vocal Music, Strings or InstrumentallBand will be placed under Music.

The designations mentioned for Special Education and Music indicate that these teachers are available for specialized assignments.

Applicants who wish to qualify on more than one subject area should notify the Personnel Office, to be scheduled in more than one area.

Special Education Division

Applicants certified in Special Education will be appointed to Special Education vacancies, with special designations for teaching the socially and emotionally disturbed and autism. Teachers certified in Special Education who are qualified and interested in teaching the socially and emotionally disturbed and/or autism will be placed on such list under Special Education.

The designations mentioned for Special Education and Music indicate that these teachers are available for specialized assignments.

The Selection Process

All teacher applicants will be examined by a Committee on Teacher Selection. Ifan applicant earns an inordinately low score in anyone of the areas on FOnTI A (Candidate Rating Sheet), the examiners have the right to disqualify the candidate.

During the interview, the examiners will consider the factors listed below. In addition, the overall Grade Point Average will be considered.

The Examining Board will be composed of three committees on teacher selection. There will be a committee on teacher selection for each division (Elementary School, Secondary School, Special Education). The Elementary Division Committee will consist of four members: Elementary Principal, Elementary Teacher, one educator of higher education not currently employed by the Scranton School District, and the Superintendent of Schools or his designate as Chairperson. The Secondary Division Committee will consist of four members: Secondary Principal, Secondary Teacher, one educator of higher education not currently employed by the Scranton School District and the Superintendent of Schools or his designate as Chairperson. The Special Education Division Committee will consist of four members: Supervisor of Special Education, Special Education Teacher, one educator of higher education not currently employed by the Scranton School District and the Superintendent of Schools or his designate as Chairperson. At the end of each interview, and after appropriate discussion, each member shall record a weighted score for each candidate interviewed, and the final composite score shall be computed and duly promulgated to the members of the committee. After the interviews have been completed, the committee shall list the names of the candidates in rank, according to the composite score, and submit the list to the Scranton Public School Board, with a recommendation that the jobs available be filled from this approved list, according to rank This list shall be made a matter ofpublic record. It is recommended that no candidate may receive an appointment, which has been examined by this Committee on Teacher Selection, unless there are not three candidates available to form an eligibility list in any area of certification.

GENERAL INFORMATION

Ifa vacancy occurs when there is no eligibility list in a special field, the Superintendent will select a candidate whose qualifications certify the applicant for teaclting in that field, and recommend the applicant for appointment.

Candidates who receive an appointment in the Scranton School District will be offered necessary supervision and evaluation while they are employed as a Temporary Professional Employee. Retention ofteachers will be based upon teacher performance and in compliance with School Laws ofPennsylvania and regulation of the Pennsylvania Department of Education

GENERAL INSTRUCTIONS

All Candidates desiring to be included on the Eligibility List must submit a

Pennsylvania Standard Application to teach, the blank form of which is available in the Personnel Office or on the Internet at: hh:llstate.pa.us.This application must be submitted whether or not the name of the candidate has appeared on former eligibility lists. Applicants have a duty to report a change in status of any and all information contained on the Pennsylvania Standard Application to teach.

Page 4 In addition to submitting college placement folders and credential, candidates are encouraged to submit other supportive documents, such as: recommendations from principals, supervisors, and other supervisory personnel for inclusion in their folders. A copy of an applicant's DD 214 is required for Veteran Preference Points

The following items must be submitted before a candidate will be admitted for the oral examination:

1. Copy of Pennsylvania Professional Teaching Certificate. 2. Pennsylvania Standard Applicant to Teach. 3. Official College Transcripts.

Candidates are herewith advised that attempts to contact Board Members or Members of the Committee on Teacher Selection, prior to their interviews, directly or indirectly, may result in their disqualification by the Committee on Teacher Selection making such a recommendation to the Scranton School Board.
