Meeting Minutes

Council Members Present: None

Council Members Present via Teleconference: Dr. Scot French, Dr. Barbara Mattick, Mr. Rudy J. Westerman

I. Call to Order and Roll Call

The meeting was called to order by Dr. Barbara E. Mattick at 2:02 p.m.

II. Introduction of Council, Staff & Guests

Council members, staff and guests were introduced.

III. Adoption of Agenda

Mr. Hart stated that Items A, E, F, and G were not ready for review and should be removed from the agenda. The council discussed the amendment to the agenda.

Mr. Westerman made a motion to adopt the agenda. Dr. French seconded. The motion was unanimously adopted.

IV. Approval of Minutes from February 21, 2020, meeting.

Dr. Mattick noted a couple of typos in the minutes for the February 21, 2020 meeting. Mr. Hart took note of the mistakes.

Dr. French made a motion to approve the minutes from February 21, 2020 as corrected. Mr. Westerman seconded. The motion was unanimously approved.

V. Staff Announcements

Mr. Hart stated that, due to the current public health crisis, Sewah Studios’ production of historical markers was on hold through the first week of April. Mr. Hart said that he would notify applicants of the delay in production. Mr. Hart mentioned that the Abraham Lincoln Lewis house on American Beach had been substantially altered and that there was a potential issue regarding the accuracy of the historical marker in front it. Mr. Hart states that he had been in contact with the applicant and Mr. Vale Fillmon, who handles historical marker repair and restoration, about making edits to the existing text. Mr. Hart said he would send the revised text to the council for feedback.

VI. Review of Marker Applications

A. Cove Grammar School, Panama City, Bay County

Supplemental materials for this application had not been received and it was not ready for review. This item was removed from the agenda.

B. Rosenwald High School, Panama City, Bay County

There was no one in attendance to represent the marker application. Council members and staff discussed modifications to the marker text. During the discussion of this application, Dr. French experienced technical issues and was dropped from the webinar.

Mr. Westerman made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Mattick seconded. The motion was unanimously adopted.

C. Middle Passage, Pensacola, Escambia County

There was no one present to represent the marker application. Council members and staff discussed modifications to the marker text. During the discussion of this application, Dr. French returned to the webinar. The title of the first side of this marker was altered to read “Middle Passage to Pensacola,” and the title of the second side was changed to “African Presence in Colonial Pensacola.”

Mr. Westerman made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. French seconded. The motion was unanimously adopted.

D. Carrabelle Old Town Center, Carrabelle, Franklin County

There was no one present to represent the marker application. Council members and staff discussed modifications to the marker text.

Mr. Westerman made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. French seconded. The motion was unanimously adopted.

E. A.B. Michael (Wabasso) Bridge, Wabasso, Indian River County

Supplemental materials for this application had not been received and it was not ready for review. This item was removed from the agenda.

F. Harmony Masonic Lodge, Marianna, Jackson County

Supplemental materials for this application had not been received and it was not ready for review. This item was removed from the agenda.

G. Greenville Training School, Greenville, Madison County

Supplemental materials for this application had not been received and it was not ready for review. This item was removed from the agenda.

H. Fisk Funeral Home, St. Cloud, Osceola County

Ms. Paula Stark was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.

Dr. French made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Mr. Westerman seconded. The motion was unanimously adopted.

I. Dansville, Largo, Pinellas County

There was no one in attendance to represent the marker application. Council members and staff discussed modifications to the marker text.

Dr. French made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Mr. Westerman seconded. The motion was unanimously adopted.

J. Governor James Grant’s Mount Pleasant Planation, Ponte Vedra Beach, St. Johns County

There was no one in attendance to represent the marker application. Council members and staff discussed modifications to the marker text.

Dr. French made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Mr. Westerman seconded. The motion was unanimously adopted.

K. Emathla (King Philip), Port Orange, Volusia County

Ms. Patricia Dolan was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.

Mr. Westerman made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. French seconded. The motion was unanimously adopted.

VII. Other Business

Mr. Hart stated that the next Florida Historical Marker Council meeting would be on Friday, May 8, 2020, at 2:00 p.m.

VIII. Public Comment

There was no public comment.

IX. Motion to Adjourn

Mr. Westerman made a motion to adjourn the meeting. Dr. French seconded. The motion was unanimously adopted. The meeting was adjourned at 5:02 p.m. Staff thanked members of the Council for their service on the Historical Marker Council.
