Directly Reporting to this Job: Water Distribution Operators and Waterworks Labourers as assigned.

Function/Purpose:

The Lead Operator - Water Distribution (referred to as the Distribution Lead) schedules and directs operational work functions to ensure compliance to established policies and procedures, OH&S, and the AENV Approval to Operate. The Lead Operator provides direction, guidance, support and leadership to Distribution Operators and Waterworks Labourers in the operation of the distribution system.

Duties, Responsibilities Specific Demands of the Job

1. General Accountability a. The Lead Operator are responsible for creating and ensuring that effective distribution work plans and schedules are in use, and that subordinate staff are fully trained and comply with all applicable regulations, policies and procedures for the effective and safe operation of water distribution assets. Efficient, courteous and responsive customer service is a priority accountability of the Distribution Lead.

2. Supervising a. The Lead Operators are responsible for directing staff and supervising contractors to ensure compliance with all regulatory requirements b. Lead Operators prepare work schedules and work assignments for each worker, and may establish daily or weekly meetings with staff, as required. The Lead will be responsible for the day to day supervision of direct reports working within the Section. c. This position is responsible for maintaining a uni-directional flushing plan, coordinated with other City departments and outside contractors d. Supervise, develop, manage and coordinate the collection and retention of data associated with areas of responsibility, and to ensure compliance with regulatory requirements e. Lead Operators prepare schedule of direct report staff vacations, with final approval by the WS Supervisor f. Lead Operators will conduct regular inspections to review operations and equipment work areas g. The Lead Operators are responsible for planning meter installations

a. Lead Operators support the WS Supervisor with Staffing requirements by: b. Regularly assess the performance of all directly reporting staff and advise the Supervisor of staff

performance on an ongoing basis. Complete annual formal performance reviews of all direct reporting staff. Ensure that succession plans are in place. c. determining when training or skills development is required for individual workers and helping to ensure that each employee's agreed upon training needs are met during the year once approved by the WS Supervisor and provided for in the annual budget d. Preparing regular Distribution activity reports and reports detailing area performance for the WS Supervisor e. Lead Operators are responsible for supporting the WS Supervisor in preparing annual and operating budgets, identifying staffing needs, and for identifying capital needs to be considered in the Departmental capital plan and budget f. Manage, coordinate, and assist in the development of safe work practices and procedures to ensure that work of all direct reporting staff conform to occupational health and safety standards, as well as corporate, department, and section health and safety policies and programs. g. In this role they establish priorities for new SOP's required and coordinate with the Training Lead in developing, proofing and communicating the documentation. h. Leads aid in the coordination, scheduling and implementation of capital and in-house projects

4. Communications and interactions with other groups a. Lead Operators may be required to participate in and speak at public meetings and conduct media interviews such as television, radio and newspaper regarding water section operations, services and standards b. Efficient, courteous and responsive customer service is a priority accountability of the Distribution Lead due to extensive contact and interaction with the public c. Interacts with the public, stakeholders, contractors, consultants, and other sections and departments.

5. Day-to-Day Responsibilities

Within the limits of authorized policies and procedures, is responsible for and has authority to accomplish the following:

a. Monitoring operating data and reports relating to distribution system flows and quality, identifying and investigating anomalies and resolving operating issues as required, informing the WS Supervisor where appropriate

b. Directing and supervising staff in daily maintenance activities in hydrant inspection, testing and maintenance, and seasonal and ad hoc hydrant flushing

c. Monitoring inventories of equipment and supplies, including parts and replacement units for meters and hydrants, preparing purchase orders for approval and approving invoices for goods and services provided, review and approve timesheets, purchases, and expenses. Monitoring approved budget and advise the supervisor of anticipated changes or variances.

d. Lead Operators are responsible for development of RFPs, tendering of contracts for services and supplies, and assisting in the evaluation of the received tenders.

e. All Lead Operators are responsible for ensuring that the Standard Operating Procedures (SOPs) are in use and properly documented for their areas of responsibility

f. Directing staff on sample collection and field testing for water quality analyses for commissioning of new system components

g. Direct and supervise staff in daily maintenance activities for meter inspection, testing and maintenance or maintenance and repair

h. Preparing written reports of operations as required. Ensure asset records including drawings are up to date.

i. Determine maintenance/repair/replacement priorities and scheduling the work j. The incumbent must stay current with emerging technologies and legislation changes and assess

the impact they could have on WS Operations. k. Receives work assignments, service priorities and other duties as assigned by the supervisor.

Minimum Requirements

1. Education: a. Grade 12

2. Certification (courses, etc.): b. Unrestricted Water Distribution Level III Distribution Certification or equivalent with a requirement to achieve Level IV within 4 years. To maintain certification, they are required to achieve 3.6 CEU each 3 years. c. Must successfully pass all safety certificate courses currently required and others to be defined from time to time by the Province or by the City

3. Current requirements: d. Fall Arrest / Hazard Assessment / WHIMIS / 1st AID/CPR / Confined Space / e. Valid Class 5 Drivers License

4. Work Experience: f. 5 years (minimum) in a Level III or IV Provincial Water Treatment or Distribution operation or equivalent.

5. Supervisory Experience: g. 2 years (minimum) including demonstrated understanding of HR related policies

6. Special Skills: h. Lead Operators require well developed verbal and written communications skills, and strong interpersonal skills i. Demonstrated ability to work unsupervised and co-operate with colleagues as a team, to understand and follow instructions and to provide guidance and instructions to junior operators or Waterworks labourer's j. Must be physically fit in order to climb ladders, work at heights, open and close valves, lift, shovel, bend and twist in awkward positions

k. Strong computer aptitude including demonstrated proficiency with databases, spreadsheets and word-processing software

l. Demonstrated mechanical aptitude and the ability to accurately use a wide range of monitoring, controls and laboratory testing equipment

m. Ability to work inside and outside in all types of weather and in conditions which may be noisy, dirty, wet, cold, hot and disagreeable

n. Ability to exercise care when working near traffic, when working with power tools etc

o. Demonstrated safety skills in the use of specialized protective equipment for chemical handling or containment and cleanup, including respirators, and air quality monitors. Some work may require use of harnesses and hoisting equipment

p. Be able to read and understand blueprints, drawings, schematics and maps

Specific Demands of the Job This position may have significant impact on public health and safety. Operators are accountable to

provide a continuous supply of potable water to all customers and could have personal liability exposure in the event of the loss or contamination of the public water supply Incumbents in this role are mandated by legislation to attain and maintain required certifications and may be subject to external audits, spot inspections and other reviews to ensure compliance with these requirements The Lead Operators are responsible for dispute resolution for billing issues with assigned authority (within established guidelines) for settling monetary disputes and recommending acceptable resolutions, and has the designated authority to disconnect service for non-payment This role can make demands on personal time as assistance to Distribution operations maybe required outside of normal working hours This position will require the incumbent to work in hazardous work environments e.g. confined spaces, traffic and inclement weather. Other hazards may be encountered through entering domestic and commercial properties. Site specific regulations may also need to be adhered to if requested by the property owner/developer.
