Norberto Duenas

City Manager

City of San Jose

200 East Santa Clara St

San Jose, CA 95113

Dear Norberto,

It is with mixed emotions that I hereby resign my position as Director of Planning Building and Code Enforcement. I have accepted the position of Director of Santa Clara County Roads and Airports. My appointment is effective June 5, 2017. My last day in San Jose will be June 2, 2017.

I joined the City 27 years ago as an entry level Civil Engineer and have enjoyed every moment of my tenure here. Early in my career I had the opportunity to work on the design and construction of Route 85 in the West Valley, US 101 through the heart of Central San Jose, and Route 87 from Downtown to the Airport. I participated in the Strong Neighborhoods Initiative and the delivery of the three capital bond programs that San Jose voters approved in 2002. I have contributed to the construction of the Airport modernization and expansion of the City’s Convention Center.

Most recently, the opportunity to lead PBCE has been among the most rewarding assignments in my time here. We are on the cusp of catalytic change directly resulting from the adoption of Envision 2040 and the amount of private development investment we are receiving. We are uniquely positioned to accept that investment and capitalize on the economic and civic impact.

San Jose has some of the finest employees and leadership that you might find anywhere in the world. It’s been a pleasure to serve in this organization and I wish you all the best in the future.

Sincerely,

Harry Freitas
