SAFETY COMMITTEE MEETING MINUTES

Monday, July 13, 2015

This Safety Committee Meeting was called to order on Monday, July 13, 2015 at 8:26 p.m. by John Ruediger, Chairman.

Disposition of Minutes

MOTION: TO ACCEPT THE REGULAR SAFETY COMMITTEE MEETING MINUTES OF JUNE 8, 2015 AS PRESENTED.

Moved by Mrs. Pavlick, seconded by Mr. Faivre. Upon voice vote, motion carried.

New Business

Accept EMS Grant

Chief Reinholz said the Fire Department had been awarded $955 from the State of Ohio Department of Public Safety for EMS supplies. This needed to be accepted by Council. There would be legislation at the next Council Meeting to accept the grant and to amend the 2015 appropriations.

MOTION: TO FORWARD THIS TO THE JULY 27, 2015 REGULAR FINANCE COMMITTEE MEETING.

Moved by Mrs. Pavlick, seconded by Mr. Faivre. Upon voice, motion carried.

Update on Hiring the Additional Police Officer

Mr. Allen asked about the status of the additional Police Officer that was appropriated for during the 2015 budget process. He expected the Officer to be hired in May or June and now it was almost August. Mr. Morris explained that the City used Cuyahoga Community College (Tri-C) for police entrance testing. They had advertised for about three weeks prior to the exam.

March 8, 2015 - exam conducted (entrance exam, physical agility, fitness for duty “psych” exam) for 35 individuals

March 30, 2015 - received scores from Tri-C

April 8, 2015 - Mr. Morris sent applications to the 25 individuals who had passed to invite them to apply to work for Streetsboro. Applications due back April 24, 2015.

May 6, 2015 - the Civil Service Commission certified the results of the exam from the 11 individuals that had returned the applications

May 7, 2015 - the list of candidates 1-10 was sent to the Police Department.

June 25, 2015 - Police Department returned 9 of the first list of 10 and Civil Service sent the last name; the Police Department was still considering 1 applicant.

At tonight’s Civil Service Commission meeting the Commission had tentatively agreed to schedule exams for Dispatcher in mid August, Police Officer at the end of August, a Promotional exam for Lieutenant, and a Promotional exam for Sergeant. The City will advertise for these exams and no longer go through Tri-C.

Mr. Allen thought this was a very cumbersome process. Lt. Powers explained that the City had used the Tri-C process twice and it didn’t work out well because several police agencies used Tri-C and not all the candidates that took the Tri-C test were interested in working for Streetsboro. Streetsboro used to use Ramsey & Associates for entry level Police Officers and would be returning to that process because only those interested in working for Streetsboro would take our exam, and once Streetsboro received the list of those that had passed the City could start interviewing. There was one applicant that was still under consideration: the applicant had already been through an interview process, a job assessment process, and a polygraph. If things went well with the polygraph results and the applicant continued to do well, that person could be hired within the next month or so. There would still be one opening down the road once the promotions were completed. Lt. Powers thought the proposed timelines would work out for the department.
