|This position has management and administrative responsibility for training and exercises within the division and for partners across the state to include: 1)|

|The Michigan Radiological Emergency Preparedness program which assists with compliance of plans for affected counties and the state as well as required |

|training and exercises. 2) The Professional Emergency Management (PEM) program which offers an opportunity to learn and engage effectively in response to any |

|potential emergency or disaster. 3) The state exercise program accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) 4) Hazardous |

|Materials training program as well as Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) training program. |

|Manage Radiological Emergency Preparedness (REP) program for the state of Michigan. |

|Provide direct management to the REP Unit manager, who supervises professional and non-professional REP staff. |

|Serve as the lead at the policy level with state agencies, REP counties, the Providence of Ontario, Federal Emergency Management Agency/Department of Homeland |

|Security (FEMA/DHS), Nuclear Regulatory Commission (NRC), states of Ohio and Indiana. |

|Manage the REP budget to include funding provided by the three nuclear power plants and expenditures as incurred by EMHSD and state agency partners. |

|Manage REP planning and training programs to ensure effective response and federal regulatory compliance for the state of Michigan and affected counties. |

|Attend local, state, and national REP conferences. |

|Attend policy level meetings and make decisions representing the state of Michigan on REP planning, training, and exercising. |

|Manage the State of Michigan emergency management training and programs, including supervision of the Training & Exercise Unit Manager as well as the |

|Professional Emergency Manager (PEM) training program as prescribed in the Public Act of 1978 Administrative Rules. |

|Provide direct management to the Training & Exercise (T&E) Unit manager, who oversees the state training and exercise programs to ensure effective response for|

|all public and private sector clientele. |

|Provide direct management to the Hazardous Materials Training Unit manager. |

|Manage ongoing development of the PEM training program to include curriculum development, policies and procedures, training schedule and delivery of courses to|

|ensure division staff, and partner agencies statewide. |

|Develop, enhance, and maintain an effective PEM exam process to ensure effective evaluation of student knowledge and capabilities as designated PEMs. |

|Actively engage in PEM Advisory Board activities including By-Laws to ensure effective program delivery and oversight. |

|Ensure effective marketing strategies to enhance awareness and availability for meeting statewide training objectives. |

|Oversee the training budget for the Emergency Management Performance Grant, Hazardous Materials Emergency Preparedness grant, Homeland Security Grant Program |

|grant, and Hazardous Materials General Funds. |

|Oversee administration of the statewide exercise program for local and state government ensuring all exercise activities are Homeland Security Exercise and |

|Evaluation Program (HSEEP) compliant. |

|Host an annual statewide Training, Exercise and Planning Workshop (TEPW) to maximize benefits of exercises and minimize conflicting exercise schedules |

|statewide. |

|Attend regional TEPW to engage in training and exercise programs with bordering states and agencies.. |

|Duty 4 |

|This position entails routine office work including use of a personal computer, telephone, fax, general office and audio-visual equipment. Standing, sitting, |

|typing, writing, walking, stooping, kneeling, carrying and bending are all physical tasks that may be performed occasionally. This position will participate |

|in meetings, occasionally requiring driving to meeting locations and transporting boxes of published material. This position is required to wear a pager and |

|be available to work overtime in a disaster or emergency. |

|This position is responsible for administering the management of the Preparedness and Training Section. The duties of this position can be broken down into |

|five specific areas of management: planning coordinating, directing, organizing and budgeting. In addition, the position requires management of human |

|resources, supervision of overall policy and program administration, and overseeing the activities of the Radiological Emergency Preparedness Program (REP), |

|which provides Radiological Emergency Preparedness (REP) training for fixed site nuclear power plants in Michigan. |

|None.The Hazardous Materials Training Unit has been added to the section which now includes an additional manager and programming. |

| 25. What is the function of the work area and how does this position fit into that function? |

|The work area includes the Emergency Management and Homeland Security Division (EMHSD) administrative staff offices, as well as the State Emergency Operations |

|Center (SEOC). The EMHSD is the state level agency responsible for all aspects of emergency management and homeland security within the state and is |

|responsible for the planning and coordination of state level response to disasters and emergencies (through the SEOC). This position within the Preparedness |

|and Training Section supports this overall mission with a focus on management and administration of preparedness and training activities. |

| 26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position? |

|EDUCATION: |

|Possession of a bachelor’s degree in any major or equivalent Civil Service experience. |

|EXPERIENCE: |

|Four years of professional, business and administrative experience, including two years equivalent to the experienced (P11) level or one year equivalent to the|

|advanced (12) level; or, one year of professional managerial or specialist experience, in any field of work, equivalent to the 13 level or above. |

|KNOWLEDGE, SKILLS, AND ABILITIES: |

|Knowledge of computers and the ability to interact positively with individuals and groups. Good communication skills are required. Preferred: Adult |

|education methodology training background. Emergency management and/or disaster preparedness experience. At least two years in federal, state, or local |

|government setting. |

|CERTIFICATES, LICENSES, REGISTRATIONS: |
