SUBJECT: Additional Information/Clarifications to Specifications

Question 1) Will the contract be awarded to a single contractor or to multiple contractors?

Answer 1)

It has not yet been determined whether the contract will be awarded to a single contractor or to multiple contractors. The County's decision on this issue will depend on the proposals it receives.

Regarding the E-Verify requirements outlined in the proposal, if the Contractor were to subcontract more than $25,000 of work, is the subcontractor also required to comply with the E-verify requirement?

Yes.

Does the performance bond really need to be for only $100,000? Yes.

What will the County be looking at during the Pre-Award Risk Assessment?

Proposers will be subject to a Pre-Award Risk Assessment which includes an evaluation of financial stability, quality of financial/management systems, experience with government fund requirements, reports and findings from previous audits or Dun & Bradstreet reports. Preaward Risk Assessments will be completed by Clark County prior to the issuance of a contract.

Is the proposer's ability to provide typically subcontracted services (such as licensed electricians) with its own employees a requirement for this contract?

It is desirable, but not a requirement for this contract.

Does a subcontractor's lead-safe certificate need to be provided to the County or can it just be kept of file in the Contractor's offices?

Each Contractor will be required to provide the County with copies of its employees' leadsafe and other required safety certificates at the time of contract execution. Certificates for subcontractors may be provided to the County as they are engaged by the Contractor.

This question pertains to the stated evaluation criteria. How will you evaluate "reasonable costs"?

The County will evaluate the pricing offered by each proposer based on market prices as well as the prices it is currently paying for these services.

Question 8) What is ?

Answer 8)

It is the "System for Award Management," an official website of the U.S. government. There is no cost to use SAM. It can be used for FREE to:

? Register to do business with the U.S. government ? Update or renew your entity registration ? Check status of an entity registration ? Search for entity registration and exclusion records

Contractors must have an active registration in SAM to do business with the County under federally-funded contracts. To register in SAM, at a minimum, proposers will need the following information:

? A DUNS number, a legal business name, and physical address from the proposer's Dun & Bradstreet (D&B) record. (A DUNS number can be requested using this website: )

? A Taxpayer Identification Number (TIN) and Taxpayer Name

Will Clark County change any of its monitoring requirements for the new contract period? Will the County still want to inspect the Contractor's financial audits, payrolls, L&I affidavits, etc?

The County expects few changes, if any, in its monitoring requirements.

Question 10) What is the complete process for doing a job under this contract? What does that look like?

Answer 10)

The County goes out and does an on-site inspection of the property to be weatherized. The County then writes up its findings and provides them to the Contractor. The Contractor then does its own on-site inspection. Once the County and the Contractor agree on what work needs to be done, the County gives the Contractor the approval to begin the work. Work must be completed within 60 days. The County will inspect the finished work promptly. Once the work is approved by the County, the Contractor will be eligible to submit an invoice for the completed work.

Question 11) Will the sign-off inspections be done at the same time by the County and the Contractor working together?

Answer 11)

The County expects that the Contractor will have performed its own quality control inspection on its own work. Once the Contractor reports a completed job, the County will conduct an inspection. The Contractor is welcome to be present at the County inspection, but it is not a requirement.

Answer 12) We do not have a sample contract to offer, but I can share the General Terms and Conditions that will become part of a contract resulting from the RFP.

What is your policy when assumed asbestos is found on ducts (tape) or in an attic (vermiculite)?

We do not continue with a weatherization audit should vermiculite be discovered in the attic. The homeowner can hire a certified asbestos abatement company to remove the vermiculite and must provide a clearance certificate after their work is complete. After the certified abatement is complete, we can then return to complete the audit and then if the house is found to need weatherization we are able to proceed with the work. Asbestos tape on ducts can be encapsulated by a certified asbestos abatement contractor and the County can pay for that work. Our asbestos policy is described in the Weatherization Manual Sec. 9.9.

Can a proposer be added to the Plan Holders List after it is originally released? Have any names been added?

A proposer may submit a "Letter of Interest" requesting to be added to the Plan Holders List until 3:00PM on September 28, 2017. No names have been added to the list since it was first published.
