MINUTES

PRESENT: Judy Holzapfel, Adele Foley, Janice Cannon Motile Clark and Kathy Perez

ABSENT:

OTHERS: Superintendent Quarne, staff and community members.

1.0 CALL TO ORDER:

The meeting was called to order at 5:00 p.m.

2.0 PLEDGE OF ALLEGIANCE:

The pledge was led by Principal Jhan Dunn.

3.0 APPROVAL OF AGENDA

Approval of Agenda as presented. Action Item

Janice Cannon moved to approve the agenda with a change in the order. Due to the closed session, the comments from the audience will follow the closed session. Kathy Perez seconded.

The agenda was approved with the change of comments from the audience to be after the closed session by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Foley.

4.0 APPROVAL OF MINUTES:

Approval of Regular Meeting Minutes of August 19, 2015 – Action Item

Kathy Perez moved to approve the minutes of the regular meeting of August 19, 2015, Janice Cannon seconded.

The minutes were approved by a show of hands and ayes by Board members Holzapfel, Cannon, Foley and Perez.

5.0 COMMENTS FROM THE AUDIENCE ON AGENDA ITEMS ONLY:

Moved item to after closed session.

6.0 COMMENTS FROM THE AUDIENCE ON ITEMS NOT ON THE AGENDA:

7.0 CLOSED SESSION

Board member Clark joined the meeting at this time.

A. CONFERENCE WITH REAL PROPERTY NEGOTIATORS

ACTION ITEM – Superintendent Quarne

Closed session started at 5:05 p.m.

Closed session finished at 5:28 p.m.

1. The Board will consider real property located at: 127 E Walker Street, Orland, CA

Agency Negotiator: Superintendent Quarne, Paul Gant, Attorney

Negotiating Parties: Glenn County Board of Education & XYZ Orland, LLC - 43801 Osgood Road, Fremont, CA 94539

Under Negotiation: The Glenn County Board of Education will consider:

) whether to pursue lease, purchase, or lease/option to purchase;

) price; and,

) terms.

The Board received information; the superintendent will follow-up on the information.

10.0 NEW BUSINESS:

A. Charter School Reports – Information Only

• Wm. Finch – Lisa Morgan

✓ Students attended the Glenn Miller Orchestra

✓ Staff was trained on Odysseyware

✓ First administrative training for CCPT

✓ Josh Yandt will be at Wm. Finch

✓ Submitted courses for the A-G required courses

✓ Picture day is scheduled

✓ All staff attended the Common to the Core training

✓ First combined school site council with Willowglen school

✓ Jr./Sr. class is going to fund raise for first school prom

✓ 65 students are registered

• Success One! – Jhan Dunn

✓ 74 students enrolled

✓ Continued with Student of the month rewards

✓ Offering Spanish, Wordworking, and welding class for students

✓ Staff attended the Odysseyware training

✓ Teacher training next month

• Walden Academy – Kathy Zabell

✓ The charter school submitted a report to the Board in which it showed 168

students registered TK – 8

✓ A copy of the school calendar was included in the report

• Conservation Corps of Long Beach – Janice Cannon

Mike Basset spoke with Janice Cannon and gave her the following report:

✓ The school is struggling with enrollment

✓ The school received a 3 year WASC accreditation

✓ In process of closing out books for 2014/2015 school year.

B. Signs – Tracey Quarne – Information Only

No update available.

C. Book Adoption Addenda Success, One! – Jhan Dunn – Information Only

First read of book adoption addenda for Success One! and Glenn Adult.

During the prior adoption, a series of books was adopted, but the individual books forming the series was not provided. The attached list represents the books in the series. The list and books will come back for formal adoption at the next board meeting.

D. Solar Update – Paul Barr – Information Only

As of now, the only building that will get solar panels will be the Willows Administration building. The Learning Center North has leaky roofs and needs to be fixed before adding the solar panels. The item may be in the next meeting agenda as an action item.

E. Waiver Request – April Hine – Action Item

April Hine, School Site Coordinator requested the Board approve a joint school site council for Wm. Finch and Willowglen. It is difficult to coordinate the meetings at each site. As the schools share an administrator, it will be simpler to approve the joint school site waiver.

Public Hearing for Waiver Request

President Holzapfel closed the regular meeting into the Public Hearing at 6:00 p.m.

There being no comments from the audience, the Public Hearing was closed at 6:01 p.m. Adele Foley moved to approve the Waiver request, Motile Clark seconded.

The Waiver Request was approved by a show of hands and ayes form Board members Holzapfel, Foley, Clark, Cannon and Perez.

F. Plaza Building – Tracey Quarne – Information Only

There was no update.

G. Budget Report – Randy Jones – Information Only

• Responding to the Board inquiry regarding Dues and Memberships.

The Board had received a draft copy of the First Interim report along with a detailed list of the Dues and Membership the Board had requested.

Randy Jones explained not all the Membership dues go to the Board for their approval. The Board only approves the organizational membership dues not every single dues paid by the different departments.

The Board asked Mr. Jones why the Economic Uncertainty money was not included on the report. Mr. Jones assured the Board it would be included in next month's report.

The Board again requested a business report for Long Beach Charter from Mr. Jones to be presented at the October meeting.

H. Policy Committee Report – Janice Cannon

Janice Cannon reported the committee had met on September 1, and had finished the policies for the 1000 series. The finished product will be put before the Board during the next meeting for approval.

11.0 ADMINISTRATIVE REPORT: The Superintendent will report on his activities.

• Superintendent Quarne reported an agreement had been reached by the County of Glenn, and Juvenile Hall would remain open.

• Common to the Core will be September 21, 2015 at WHS.

• Josh Yandt will be in Glenn County the week of September 14-18. He will be at all Glenn County Schools except for Capay and Willows Unified.

• Superintendent Quarne attended a Butte College meeting in which he expressed student safety. Mr. Quarne introduced the SMART team and invited the Butte Board to a SMART meeting.

• County Finance Director Ed Lamb contacted some school administrators regarding over payment the schools received from property taxes in 2007/2008, 2008/2009 and 2009/2010. The money districts owe, will be deducted from their tax receipts in December; the districts will then recoup the money through the State funds they receive. Municipalities do not have a way to recoup the money lost.

12.0 BOARD MEMBER REPORT: Report on any County Office of Education related activities by Board Members.

Kathy Perez reported on CaFS; everything going well.

Janice Cannon will attend the CSBA conference at the end of September along with Judy Holzapfel and Adele Foley.

Adele Foley attended the Walden Academy Board meeting and also announced the Battle of the Mace will take place at OHS.

Judy Holzapfel attended the SELPA meeting; they are working on goals and finances. She also attended the Policy Committee meeting and football and Volleyball games. Mrs. Holzapfel also took part in the Legislative Committee meeting.

13.0 COMMUNICATIONS:

Superintendent Quarne invited the Board to attend the training day.
