Minutes

PRESENT: Judy Holzapfel, Adele Foley, Motile Clark, and Kathy Perez

ABSENT: Janice Cannon

OTHERS: Superintendent Quarne, staff and community members.

1.0 CALL TO ORDER:

The meeting was called to order at 4:30 p.m.

2.0 PLEDGE OF ALLEGIANCE:

The pledge was led by Superintendent Quarne.

3.0 APPROVAL OF AGENDA

Approval of Agenda as presented. Action Item

Kathy Perez moved to approve the agenda as presented. Motile Clark seconded.

The agenda was approved as presented by a show of hands and ayes from Board members Holzapfel, Foley, Clark and Perez.

4.0 APPROVAL OF MINUTES:

Approval of Regular Meeting Minutes of June 17, 2015 – Action Item

Kathy Perez moved to approve the minutes of the regular meeting of June 17, 2015 as presented. Motile Clark seconded.

The minutes of the regular meeting of June 17, 2015 were approved with a show of hands and ayes from Board members Holzapfel, Clark, Perez and Foley.

Approval of Special Meeting Minutes of June 24, 2015, - Action Item

Kathy Perez moved to approve the minutes of the Special meeting of June 24, 2015 as presented. Motile Clark seconded.

The minutes of the Special Meeting of June 24, 2015 were approved by a show of hands and ayes by Board members Holzapfel, Clark, Perez, and Foley.

5.0 COMMENTS FROM THE AUDIENCE ON AGENDA ITEMS ONLY:

There were no comments from the audience.

6.0 COMMENTS FROM THE AUDIENCE ON ITEMS NOT ON THE AGENDA:

Nikol Baker, Superintendent of Lake School spoke to the Board regarding the wonderful people and programs GCOE offers. She feels very welcomed when walking into the Orland Administration office and have Maria Camacho great her. Educational Services and Shirley Diaz put up trainings that are at the same level or better than state conferences which cost much more. Philip James with the SPARK program is very understandable and a quality individual. Most of all is the IT department and Roberto Herniman who offers great services and is of high level integrity. Overall, Ms. Baker is very grateful for all the services she and her school district receive from the staff and the superintendent of Glenn County.

7.0 CLOSED SESSION

A. CONFERENCE WITH REAL PROPERTY NEGOTIATORS

ACTION ITEM – Superintendent Quarne

President Holzapfel recessed the meeting into closed session at 4:50 p.m.

President Holzapfel reopened the meeting 5:50 p.m.

8. REPORTING OUT FROM CLOSED SESSION

President Holzapfel reported the Board had given the Attorney direction and he will report to the Board at a later time.

Due to some audience members not being at the meeting before the Board went into closed session, President Holzapfel asked for comments from the audience before continuing with the meeting.

Nathaniel Browning, from CSBA addressed the Board regarding the quality of summer SPARK program GCOE offers. Mr. Browning visited the sites during the Packard Foundation group visit and was very impressed with the quality of learning going on at each of the site.

9.0 NEW BUSINESS:

A. Charter School Reports – Information Only

• Success One! – Jhan Dunn

Jhan Dunn, Principal of Success One! reported the second summer session will be ending on July 30, 2015 with great success. The staff had a planning day to get ready for the coming school year. Ms. Dunn reported two of the students had won a Kiddle Fire as a price at the end of the year. Ms. Dunn and staff are getting ready for the Fall Kick Off on August 6, 2015.

• Conservation Corps of Long Beach – Janice Cannon

Superintendent Quarne reported CCLB had their graduation and had sent in their budget for GCOE approval along with the LCAP. He announced he would be visiting the school later this summer and invited board members to visit the school as well.

B. Wm. Finch Sign – Tracey Quarne – Information Only

Superintendent Quarne reported both the signs had some issues. The Willows sign is 3ft. too close to the sidewalk, therefor encroaching. The city of Willows has sent a letter to the office of the encroachment. If left as is, the sign cannot be modified, or it would have to be moved the three feet back.

The Orland sign needs to be wired and the address changed along with the Wm. Finch Charter school name.

C. Solar Update – Paul Barr – Information Only

GCOE is waiting to hear from the state.

D. Plaza Building – Tracey Quarne – Information Only

The Attorney is working on the bill of sale. The sale price is $300,001 up to 345,000.

Depending on how much money it will take to set up the new site.

E. Pregnant Mothers Grant – Tracey Quarne – Information Only

Mary Viegas, Director of Child and Family Services informed the board on the status of the project. The funding was actually given to the state, therefore, the state would own the modular and would be responsible for the upkeep. The state does not want to own buildings on county ground. Mrs. Viegas is working with the state to come up with an alternate solution.

F. City of Orland Sign Update – Tracey Quarne – Information Only

The City of Orland will not front the money to the Economic Development group for the sign. The group is working on getting the money needed.

G. Change Board Meeting in September – Judy Holzapfel – Action Item

Superintendent Quarne reported he had a guest speaker for the school districts the week of September 144-18, 2015. During the day the speaker will focus on the children and in the evening, Superintendent Quarne is planning a community forum. The event is on the same day as the GCBE meeting, therefore, the Superintendent would like to request a change of date for the GCBE meeting.

Kathy Perez moved to approve the new meeting date of September 9, at 5:30 as the new GCBE meeting date. Adele Foley seconded.

The change of meeting date of September 9, 2015 was approved by a show of hands and ayes by Board members Holzapfel, Perez, Clark and Foley.

H. Budget Report – Randy Jones – Information Only

• Line item amounts on other local revenue object 8677

Randy Jones is on vacation and unable to present the Budget report or the revenue object 8677. This item was continued to the meeting of August 15, 2015.

I. Policy Committee Report – Janice Cannon

4. SP/BP Policy 1100 – Action Item

After a short review of the above policies, the table of contents needed a small correction. Kathy Perez moved to approve with the corrections to the table of contents BP/SP policies 1000, 1010, 1020, 1100, 1130, 1220, and 1311. Adele Foley seconded.

Policies 1000, 1010, 1020, 1100, 1130, 1220 and 1311 were approved with the changes to the table of contents by a show of hands and ayes from Board members Holzapfel, Perez, Clark and Foley.

9. SP Policy 1110 – Action Item

10. SP Policy 1112 – Action Item

Policies 1110 and 1112 are superintendent policies only and they don’t need board approval.

10.0 ADMINISTRATIVE REPORT: The Superintendent will report on his activities.

Survived graduation, adopted the 2015/2016 budget with a surplus. The Superintendent invited the Board to the Fall Kick Off on August 6, starting at noon with lunch. The Board was also invited to the Common to the Core staff development day on Monday, September 21, 2015 at Willows High School. Every school personnel in Glenn County will be attending the training.

11.0 BOARD MEMBER REPORT: Report on any County Office of Education related activities by Board Members.

Kathy Perez attended the very interesting policy committee meeting.

Judy Holzafpel took part of a phone in Legislative meeting, she and GCOE personnel met with Walden Academy, to go over the renewal process.

Adele Foley announced Willows High School principal had left for a job in Chico. Willows Unified has many job openings.

12.0 COMMUNICATIONS:

There were no other communications.
