a. INTRODUCTION:

This position is located in the Joint Forces Headquarters—State, Logistics Directorate (J-4), Surface Maintenance Facility. The primary purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles.

b. DUTIES AND RESPONSIBILITIES:

(1) Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, wire brushes, and paint remover. Applies coatings to specified areas ensuring that that surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.

(2) Prepares coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements. Replaces and applies markings/lettering as specified by appropriate manuals

(3) Reads and interprets directions that relate to mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.

(3) Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Cleans and maintains painting equipment.

(4) Performs other duties as assigned.

c. SKILL AND KNOWLEDGE:

-- Knowledge of standard and accepted surface preparation and coating methods and techniques to apply coatings to stationary and mobile equipment, and to combat, tactical, and commercial vehicles. Skill to remove rust, paint, and loose particles from surfaces so that coating materials will adhere properly.

-- Ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives).

-- Knowledge of coating materials so that surfaces are free from skips, runs, and drips. Skill to sand, wire brush, scrape, spackle, and putty surfaces; to brush on, roll on, and spray coating materials; and to apply other related methods and techniques.

-- Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, etc.

-- Skill in using tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns.

d. RESPONSIBILITY:

The supervisor provides general supervision and assigns work through verbal instructions, work orders, and inspection reports. Independently selects work sequences, materials and coatings, proper equipment, and work materials needed to do the work. Relied upon to plan and complete work with little or no assistance. Overall work is checked to ensure trade standards are met.

e. PHYSICAL EFFORT:

Work is performed from ladders, scaffolds, and platforms and in cramped and hard-to-reach places. Work requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. There is frequent lifting, carrying, and setting up of materials and equipment that weigh up 10 pounds. Occasionally, materials and equipment may weigh 40 pounds and over.

f. WORKING CONDITIONS:

Work is performed inside and outside, where dirt, spray, and fumes are usually present. May be required to prepare and coat surfaces outside in bad weather. Required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. Frequently exposed to the possibility of cuts and bruises and occasionally exposed to the possibility of broken bones.

g. OTHER SIGNIFICANT FACTS:

Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws.

EVALUATION STATEMENT

C. Background: This package results from significant changes in Department of Army maintenance doctrine and impact of the Army Maintenance Transformation (AMT) on the Army National Guard (ARNG). This has resulted in a reorganization of four-level to two-level maintenance, which has driven the redescription of this PD.

D. Pay Plan, Series, Title, and Grade Determination:

1. Pay Plan: This position has as its paramount requirement, experience, and knowledge of trades and crafts work. Therefore, it is covered by the Federal Wage System (FWS) and assigned to the Wage Grade (WG) pay plan.

2. Series: The purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles. Applying coating materials is descriptive of work covered by the Painting Series, WG-4102. Therefore, this position is assigned to the WG-4102 series.

3. Title: IAW titling instructions contained in the cited reference, jobs covered by this standard below the WG-09 level are titled Painting Worker.

4. Grade: The cited reference is used to grade work as follows:

a. Skill and Knowledge: Work involves knowledge of standard and accepted surface preparations and coating methods and techniques to apply coatings, which is indicative of WG-07 work as described in the cited standard. The ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) exceeds the WG-07 level. Knowledge of coating materials to ensure that surfaces are free from skips, runs, and drips equates to WG-07. Skills and knowledges required to apply coatings using accepted methods of the trade is WG-07 work but does involve special finishing techniques to provide a variety of decorative appearances and meet thickness requirements which is indicative of WG-9 level work. The painting of commercial vehicles exceeds the WG-07 level. Skills and knowledges required fall in between WG-07 and WG-09 skills and knowledges, therefore, WG-08 is assigned.

b. Responsibility: This position works for a supervisor, who may not have any significant knowledge of accepted painting practices. Therefore, the position is relied upon to plan and complete work with little or no advice. This exceeds the WG-07 level in that a higher graded worker or supervisor is available to ensure that work meets requirements. The incumbent independently selects materials and coatings to accomplish work. This exceeds the WG-07 level in that coating materials are specified in work orders or by oral instructions, and are stirred, thinned, and/or mixed according to specific directions. Therefore, the WG-07 level is exceeded. This position does not meet the WG-09 level in that the incumbent determines the methods, techniques, materials, and devices best suited to obtain decorative surfaces. The requirement for a variety of decorative appearances such as graining, marbling, or other similar effects is not a requirement of the job. Therefore, this position exceeds the WG-07 but does not meet the WG-09 level of responsibility; therefore, WG-08 is assigned.

c. Physical Effort & Working Conditions: This is descriptive of physical effort and working conditions described at the WG-07 level of the cited standard.
