October 2012 – June 2, 2014. Directed all activities to gain system-level SACS accreditation; re-structured the Communications Department per SACS mandate; developed the Clayton County Public Schools Police Department to focus on safety and security; re-structured the Department of Technology to include an instructional technology focus to increase student achievement; successfully facilitated SPLOST V passage; authored and published the Academic Achievement Plan that provides academic direction and focus for all K-12 schools in the district; created the Cross Functional Team (CFT) to enhance internal communication between system-level departments; re-structured the Teaching and Learning department to support the Academic Achievement Plan; designed and developed a Professional Development plan to build capacity in all staff using data for continuous quality improvement; and facilitated the process to participate in the USDA’s Community Eligibility Option (CEO) that provides meals to all school district students at no cost from 2013-2017.

October 2010 – September 2012 - Co-authored and directed all activities of the System of Care initiative in collaboration with Clayton County Juvenile Justice for the grant administered through the Governor’s Office for Children and Families.

o Accomplishments include: Developing a System of Care referral process and procedural manual. Facilitated the assessment, staffing, and oversight to the System of Care community service providers who continue to provide group and family counseling, tutoring, and mentoring to Clayton County Public School students through the System of Care (2010-2014). The System of Care has been recognized at the national level by as a promising practice for at-risk youth.

o Accomplishments include: Revising student and employee tobacco policies; coordinated implementation of the Response-To-Intervention (RTI) initiative for the system; co-authored the system’s 504 manual; revised Student Support Team protocol to include RTI; coordinated implementation of new state Special Education Regulations; devised protocol for Counseling as a Related Service; revised tribunal policies and procedures; implemented AED’s in all high schools; developed suicide and threat assessment procedures to be implemented by Risk Assessment Teams; revised Crisis Response Team process to include procedures at the local and system level; developed alternatives to out-of-school suspension; developed Student Services Intervention Manual that has been recognized statewide; and revised the system’s attendance policy and procedures.

December 1998-August 2007 - Primary duties included supervision of Student Services directors, departments, employees and management of an annual multi-million dollar budget.

o Accomplishments include: Creation of a tiered Student Support Services delivery model; designed and implemented School-Based Probation Officers Program; established a Family Resource Center; collaborated to establish Truancy Protocol with county officials; directed the process for The Blue Ribbon Committee on Discipline; established Student Code of Conduct; created district-wide Student/Parent Handbook; formulated Focused Citation Agreement with Clayton County Juvenile Court which is recognized nationally; initiated system’s annual Sensational Saturday and Family Literacy Campaign (over 10,000 participants each year); created, implemented, and met target of Campaign 100 (2005-2006) which was a recruitment initiative to hire 100 Special Education Teachers; restructured and organized Day One activities (2005); developed and implemented system Student Leadership Seminars for students K-12; created system Administrative Discipline Resource Manual; established School Health Services Department; established system wide Saturday School as an alternative to out of school suspension, established Student Engagement Department; created Drop-Out Prevention Program for Teen Parents, restructured visiting teacher department to school social worker department, and audited the Student Support Team process for consistency.

SIGNIFICANT ACCOMPLISHMENTS [pic]

▪ Recognized by the Clayton County Juvenile Court for contributions to breaking the school to prison pipeline by designating the Luvenia Jackson Resource Center her honor.

▪ Coauthored the System of Care grant awarded through the Governor’s Office of Highway Safety (2010-2013), which is now funded through the Robert Wood Johnson Foundation. These grants provide services to Clayton County Public School students and families to provide group and family counseling, tutoring, and mentoring to at-risk youth.

▪ Restructured Clayton County Public Schools Alternative School from a half-day program to a full-day program with breakfast, lunch, and support services. The model combined academic, transition, behavior, and therapeutic processes. It is in the implementation phase.

▪ Developed collaborative agreements with the Clayton County Law Enforcement and Judicial System. These agreements were established through a lengthy process that used principles of Group Dynamics to develop relationships. Our common goal was to provide multi agency support for student success. One intervention created with the Judicial System is the Clayton County Collaborative Child Study Team (Quad CST). These agreements have decreased student office referrals for certain offenses and arrests.

▪ Created alternatives to Out-of-School Suspension programs. Created six (K-12) programs that included the system’s Saturday School Program. These programs were designed to reduce suspensions and keep students in school. Each program required parent participation.

▪ Awarded grants for the past three years totaling more than $1.6 million with community agencies to increase school completion rates among students at-risk who met criteria. A technology component brought NOVANet to each high school. A component to reduce violence in schools was also included.

▪ Restructured delivery of Student Support Services. Developed support teams for schools (counselor, social worker, and psychologist) that analyzed student data to determine comprehensive services needed by the student to support his/her achievement. The families of the students are included. It is also a continuum of services PK-12 that is a holistic approach to student support.

▪ The Department of Exceptional Students, with stake holders, created a plan that increased the test scores of Students with Disabilities. As a result of implementing this plan, CRCT scores increased 6.5% since 2003-2004 in Reading and 5.8% in Math.

▪ Coordinated Gang Resistance Education and Training (GREAT) grant to reduce violence in the community and at school ($150,000 – 2008/2009 and $250,000 – 2007/2008).
