MEETING DATE AND TIME: Thursday, March 15, 2007 at 8:30 a.m.

CALL TO ORDER

Dr. Kelman called the meeting to order at 8:35 a.m.

8:30-PUBLIC HEARING FOR PROPOSED RULE AND REGULATION CHANGES TO REGULATION 3.0 CERTIFICATION

Dr. Kelman called the Public Hearing to order at 8:36 a.m. The Board, in accordance with 29 Del. C. Chapter 101 and 24 Del. C. §706(a)(1), proposed changes to Regulation 3.0 affecting the certification in a chiropractic specialty. Specifically, the amendments specify two nationally recognized certification bodies whose requirements for practitioner specialization are acceptable to the Board.

The proposed changes were published for comment in the Delaware Register of Regulations. Notification was placed in the Delaware State News and News Journal. Verbatim testimony was recorded by the court reporter. No written comments were received. No public comments were received at the Public Hearing. The Board held deliberations. Dr. Cowan made a motion, seconded by Ms. Kaza to adopt the proposed changes to the rules and regulations. The motion was unanimously carried. Mr. Spizzirri will draft the final order for Board members to sign at the next Board meeting. Dr. Cowan made a motion, seconded by Ms. Kaza to close the Public Hearing. The motion was unanimously carried. The Public Hearing ended at 8:46 a.m.

PRESENTATION BY JAMES COLLINS AND SAM NICKERSON ON ANNUAL INVESTIGATIVE/REPORT PLANNING BRIEFING

Mr. Collins gave a presentation on the strategic planning process. He presented the plan overview, the key planning concepts, the purpose, the benefits, completing the plan and the plan implementation. He asked the Board to consider three to five goals or objectives that it wants to accomplish, develop a plan, dedicate a meeting to planning and implement the idea.

Mr. Nickerson presented the investigative statistics report for FY06. He gave an overview of the complaint process and information as to the total number of complaints received, accepted and rejected. He reported that his office had received one complaint for this Board.

The Board decided to have a discussion on strategic planning on the agenda for the next meeting.

REVIEW OF MINUTES

A motion was made by Dr. Cowan, seconded by Ms. Kaza to approve the January 18, 2007 minutes as presented. The motion was unanimously carried.

A motion was made by Dr. Cowan, seconded by Ms. Kaza to adjourn. The motion was unanimously carried. The meeting was adjourned at 9:35 a.m.
