Job Description

General Description: The Client Services Worker I will work in the Child Care Contractor Services (CCCS) program operated by Catholic Charities of Southeast Texas. This person will assist the agency in meeting the program's goals.

Organizational Relationships:

Reports to: Client Services Worker Manager

This person will work directly with and facilitate clear communication with Catholic Charities of Southeast Texas, Workforce Solutions Southeast Texas Board (WSSETB), representatives of the Texas Workforce Commission (TWC), Texas Department of Family and Protective Services (TDFPS), managing agency of the WSSETB Centers, clients and child care facilities.

Essential Duties and Responsibilities:

• Utilize all WSSETB provided resources such as WSSETB, CCCS training information and/or manuals to answer basic questions regarding funds availability, waiting list process, and other CCCS information and processes.

• Keep abreast of all TWC and WSSETB changes and/or updates in regard to CCCS Operational Procedures.

• Determine, verify and document eligibility, enter data and notify parent of their eligibility status via telephone, in person or by mail.

• Utilize fund sources authorized by the WSSETB and administered through CCCS management.

• Commit authorized funds to eligible providers.

• Calculate child care fees, make determination concerning the reduction of fees in cases of failure to pay fees, and end fees and referral.

• Educate parents about their rights and responsibilities as CCCS parents.

• Answer questions from parents, child care facility directors and others regarding child care services.

• Assess the needs of parents and children and encourage parents to visit child care facilities and check facility status with TDFPS. Inform parents of all child care options. Provide information regarding other community resources as needed.

• Respond to parent complaints in timely fashion and forward to appropriate CCCS staff.

• Complete all required paperwork for each case file as per WSSETB/CCCS policies and procedures.

• Maintain daily tickler system of all information provided by parent to ensure accurate case file maintenance.

• Redetermine eligibility on active cases every three months or sooner, if needed.

• Terminate child care services, if needed.

• Prepare CWD file during client intake and forward to Client Services Worker Manager for review.

• Attend Workforce Center orientations as necessary to reach out to clients.

• Prepare all mail for daily posting at 4:00 p.m.

• Performing other duties as required by Supervisor, Supervisor in Charge, CCCS Director, VP of Programs, and/or President/CEO, as well as preparing for, attending and/or supporting client outreach, special events and projects.

Nonessential Duties and Responsibilities:

Perform other job-related duties as assigned by Client Services Worker Manager (CSW Mgr.), CCCS Supervisor in Charge or CCCS Director.

Supervisory Responsibilities:

This job has no direct supervisory responsibilities.

Minimum Education:

Graduation from an accredited High School or GED.

General Qualifications:

• Good command of English language.

• Excellent computer knowledge and experience.

• Excellent written and oral communication skills.

• Excellent data entry skills.

• Three years of full-time experience as a Community Service Aide, or such related work as social or financial service aide, manpower aide, community worker, community organizer, or outreach person, or experience in the department.

• Three years of full time experience in a clerical or administrative capacity* or social service support** work.

* Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations and manual labor.

**Social service support work entails assisting caseworkers in the delivery of social services to clients.

• Fifteen semester hours from an accredited college or university may be substituted for each year of the required experience.

• One year previous related/similar work experience is preferred.

• Demonstrated sensitivity to diverse cultures.

• Must have adequate/available and reliable transportation.

• Annually, the employee must provide a copy of their valid Texas Driver’s License and proof of personal automobile insurance to the Administration Office.

Telephone, fax, computer, printer, calculator, scanner, copier, and postage meter.

Working Conditions:

Work is carried out in a controlled and agreeable environment as generally represented by normal office conditions.

Job requires ability to hear and talk; strong writing skills; analytical, conceptual, problem-solving and decision-making skills; and handling multiple tasks within the confines of deadlines.

Work Performance Measures:

• Must report to work on time.

• Must keep all work accurate and current.

• Must adhere to agency employee handbook of personnel policies.

• Must maintain high level of knowledge of the CCCS program, its requirements, functions, and status, etc.

• Must adhere to all CCCS in-house Operational Procedures.

• Must perform and maintain all processes related to the specific job as outlined in the WSSETB contract.

• Must be responsible for protecting the confidentiality of all information that pertains to employees of CCCS, CCCS Providers and parents and/or children enrolled in CCCS, and/or the overall Catholic Charities agency.

• Must broaden knowledge base by receiving and/or attending training, locally and outside area.

• Must adhere to the agency handbook of accounting policies and procedures.

• Must dress appropriately and professionally.
