Main aspects of the post:General ManagementTo support the delivery of the charity’s strategy and operational plan, with particular responsibility for the rollout of the Tackling Rural Isolation (TRI) service in partnership with Citizens Advice Bureau (CAB) - Stirling - our delivery partner in this joint collaboration and the integrated development and ongoing delivery of client facing services.To coordinate day to day aspects of the client service delivery operations of the charity, ensuring that the client referral process and the subsequent provision of support by Start Up Stirling is managed safely, accurately and effectively.To manage the extension of Start Up Stirling’s rural crisis food delivery service (currently limited to food parcels and informal support) to replicate the service being developed within the city centre, in which food collection points are combined with access to CAB support services and facilitated engagement with other capacity-building organisations.To ensure that all supporting activities linked to starter pack, crisis food and TRI project related support is delivered in accordance with relevant policies and procedures, including appropriate record keeping, monitoring and reporting.People ManagementTo arrange appropriate induction and training, in conjunction with the Volunteer & Training Coordinator as necessary, for employees and volunteers within the area of the charity’s activity contained within the remit of the Food Bank & Client Services Manager.To supervise, manage and deploy employees and volunteers within the area of the charity’s activity contained within the remit of the Food Bank & Client Services Manager, including those volunteers undertaking client interaction and support activity as part of the TRI project.To supervise the two Food Bank & Client Services Support Workers in the conduct of their duties and support the General Manager in the operation of performance management and appraisal processes.To deputise, when required, in the absence of the General Manager.Operations & Risk ManagementTo develop and manage the partnership with Citizens Advice Bureau Stirling ensuring partner liaison and feedback.To liaise and work in partnership with local statutory and voluntary organisations regarding services and issues relevant to those affected by homelessness and financial hardship, including the coordination of client referral processes to the charity’s various services.To manage the delivery of crisis food, home starter pack provision and TRI project related services on behalf of the charity, ensuring that appropriate practices and procedures are in place and operating effectively in respect of the charity’s legal and regulatory responsibilities, including but not limited to Protecting Vulnerable Groups, client confidential and volunteer safety.To manage the delivery of TRI project related services, including the bridging of Start Up Stirling and CAB’s services, enabling food bank service users to readily access extension services and facilitating follow-up capacity-building appointments out-with the food bank using appropriate local engagement centres (e.g. local library, church hall and community centres) and for those who require, home visits.Financial ManagementTo coordinate in conjunction with the Warehouse & Facilities Manager the management of specified financial budgets in accordance with the charity’s Scheme of Delegation, including food purchases, starter pack items, and TRI project related logistics, facilities and catering.To support the General Manager in the preparation of funding applications and related monitoring reports.Key responsibilities:To manage the delivery of the crisis food support and starter pack services on behalf of the charity, including liaison with partner organisations involved in distribution of food and other support (e.g. St Columba’s, St Mark’s and Stirling Citizens Advice Bureau) etc.To hold responsibility for Health and Safety within the locations used for crisis food and support service delivery ensuring all staff and volunteers are trained and carry out work in a safe manner using all recommended procedures, including risk assessments.To liaise with the Warehouse & Facilities Manager in the joint coordination of stock levels, pack contents and product purchasing within the crisis food and starter pack services.To coordinate the rollout of TRI project services on behalf of Start Up Stirling, including identifying, supporting and transitioning appropriate service users into the TRI service and setting up the necessary referral processes.To manage the delivery of the day to day elements of TRI project services and assist the General Manager in the development of collaborative partnership arrangements with other organisations engaged in the introduction of a programme of educational activities, e.g. cookery classes, food nutrition education, etc. aimed at helping TRI service users to identify and address their causes of food poverty and empower them to overcome them. Deliver these educational activities within existing food bank locations, at local outreach engagement centres and where necessary through home visits for clients facing additional challenges with isolation.To coordinate the day to day implementation and monitoring of the charity’s crisis food, starter pack and TRI services, including the provision of service monitoring and other statistical information as is required for board of trustees, funders or quality management purposes.To ensure that service recipients receive timely and appropriate support when referred to any of the charity’s services.To ensure that the appropriate systems and processes in place are adhered to and operating effectively in respect of confidentiality and boundaries are maintained with recipients, volunteers, partners and others as necessary and in line with organisation procedures.To ensure in conjunction with the Volunteer & Training Coordinator that appropriate training and support is available to all volunteers engaged in client facing service delivery.Other responsibilities:To assist in raising awareness and encourage support for the charity through engaging with the project membership, local churches, businesses, schools and other community groups.To assist other areas of the charity in meeting their goals and objectives and to maintain a constant and effective level of communication with staff team and volunteers.To support the General Manager with the scoping of development work as required.A commitment to promoting and supporting diversity and equal opportunities.Occasional evening or weekend working required.Undertake any other duties relevant to the job as requested by the General Manager.Other requirements: Due to the geographical area the role covers, the successful candidate will require access to a vehicle with business mileage insurance cover. Mileage expenses will be reimbursed.
